M11F1 Act.

1
Explain instances when the government may sanction individuals or organizations on issues in relation
to improper use or consumption of arts. Include a photo as a proof. State a brief description about your
source. (20 points.)
When someone is doing Art Forgery, art forgery is the creating and or selling of works of art
that are falsely attributed to an artist that did not create the piece of art. This can involve
replicating an existing or know piece of art and passing it off as the original or creating a new
work of art in the style of another artist and claiming it as a new discovery of a piece discovered
from that artist. The short title is the “Art Forgery Act of 2001”. It meant to protect, conserve,
develop and promote the nation’s cultural heritage, artistic creations and sources. The Art
Forgery Act enumerates penalties for committing art forgery. A person who is responsible for any
of the acts of art forgery shall be punished with imprisonment of not less than six years and one
day but not more that 12 years and one day with an added fine of not less than P50,000 but not
more than P500,000, depending on the facts of the case.

EXAMPLE:

The Supper at Emmaus (1937) Vermeer forgery by Han Van Meegeren

Han van Meegeren (1889-1947) was a mid-level Dutch artist with a penchant for a naturalistic
and realistic style in a time when the avant-garde movements were commonplace. In Vermeer,
he found the perfect artist to forge: he was a revered Old Master, little information about his
life was available, and it was considered likely that the artist produced many more works than
were already known about or acknowledged. Van Meegeren spent years in Nice developing the
ultimate process to create the perfect fake; he gained the right paint, canvasses, wood panels
and even recreated a home-made brush similar to the one Vermeer used.
