Abstract

In this article the author will analyze the domestic policy of Russia and explain
all actual problems inside and outside the country, such as corruption issues,
unemployment, illiterate fiscal and monetary policy, taxes and problems of modern
Russian taxation system, incorrect work of the Federal Tax Service, lots of the
problems of small and medium-sized businesses, government monopolization of the
private sector, consequences of sanctions, collapse of national currency, the failure of
medical system, strict media censorship, migration and emigration, problems of
modern Russian educational system, usurpation of the government and all ensuing
problems that lead to the poverty and low standard of living of the population in
Russia.
The research was started in 2015 and it continues nowadays. It includes
theoretical and empirical methods, data base, which was taken only from official
sources, statistical surveys of the population, rich personal experience of the author as
a student, entrepreneur assistant, investor and a citizen of Russian Federation.
The exploration shows that most of the people in Russia live in the lower strata
of society, and most of them cannot improve their situation. Russians today
experience a lot of suffering, poverty, pain and hopelessness. The problems of Russia
as a third world country are simply incomparable with the problems of developed
countries, such as USA, France, Sweden etc.

Introduction
A big part of the base date which is included in the research is open to public,
another part was revealed by the author and it is difficult to explore for the foreign
researchers, because some problems inside the country are hidden by our government
from other countries. Also, most of those problems are not available to any foreign
public before because most people in Russia are not allowed even to speak about
their troubles. The author cannot publish these studies in Russian scientific journals
because he risks going to prison, lose his job and being expelled from the university.
The author's goal is to protect the rights of Russians and encourage more
foreigners to find out the truth. There is a popular point of view among Russians that
usually refers to only one problem in the country, for example - corruption. However,
there is a plenty of really important issues that lead to our poverty. But what is most
important - many Russians still believe in our government. Russian mass media
cannot tell them about the real situation, and these people do not have the opportunity
to understand everything on their own.

Corruption issues
As mentioned above, corruption is considered to be the main problem. And
there are lots of reasons for that opinion. According to official statistics of the
Accounts Chamber of the Russian Federation [1], the government steals around $ 13
million every year. This amount is really huge and this is only official statistics, in
fact, the deputies steal much more money than you might imagine. To understand this
amount better, we can compare it with the budget of the Arkhangelsk region which is
only $ 889 275 for the year 2020 [2]. The annual budget of the whole region is only
one thirteenth of the stolen money in a year. Due to corruption people in Russia have
very low salaries, bad roads, terrible education and medical system.
There is a myth that corruption exists only in big cities. Unfortunately, the
entire government system is prone to corruption. That means that in every little
provincial town there are people who stole, stealing and will steal money received
from taxes their whole lives.
Also, a lot of deputies do not pay taxes, such as: transport, land, property tax
and income taxes. In The State Duma debts / penalties were revealed in 133 deputies
for a total of $ 61 464. This data was taken from YANDEX
[https://money.yandex.ru/taxes] in 2015, but this does not negate the relevance of
their debts.
The number of poor people in Russia is growing every day. In 2019, Rosstat
(official source of statistics) published a report on the growth of poverty [3]. It says
that 21 million Russians live beyond poverty. It means that 21 million people here
cannot afford food for themselves. They work every day just to survive. Most of them
receive the minimum wage. The minimum wage in Russia is $ 1836 per year [3].
People with this salary cannot buy clothes, food, pay taxes. The average wage per
year of deputies equals $300 784 [3]. Is it fair?
Also, corruption schemes take place in the distribution of money to other
countries. Every time, when someone asks the deputies "Where is our money?" they
love to answer: "Currently we are helping other countries." And that is true. But no
one is able to track how much money is being stolen from such operations. Why
should we volunteer when our people have nothing to eat? Below is a table that
shows the amount of money that was spent on financial aid to other countries in
2017.

As we can see, Russia spent over USD 730 million in 2017. As practice shows,
no country subsequently pays back debts.
While the deputies say that we have no money to raise the salary, to build new
schools etc, they live a luxurious life. To find out how much money was stolen -
Alexei Navalny (Russian oppositionist) created a YouTube channel, where he is
showing his investigations. Usually he shows property of deputies and their costs. As
you know, he was recently poisoned. The Russian government does not like anti-
corruption fighters.
However, corruption does not exist only in the government. Most people in
Russia face the everyday corruption in their lives. For example - if you don't want to
pay a speeding fine, you just can simply give some money to a policeman, and he
will forgive you. This is very common in Russia.
One more kind of corruption in Russian Federation - veiled corruption. The
best example of this: parents often give flowers and candy to their children's teachers.
Why? Parents want teachers to be good to their children. This example is even more
than a tradition. There is a law that allows people to give gifts to teachers and doctors
up to $ 50. This is literally legal corruption.
Thus, there are lots of huge problems due the corruption, and no one can solve
this issue in the nearest future.

Unemployment
The problem of unemployment in Russia was relevant in the 1990s, 2000s and
it is still actual nowadays. It was never solved. The crux of the problem lies in the
failure of the current economic system. In a cause of this, a huge part of the
population in Russia works in the informal sector. 39% of GDP comes from the
informal sector of the economy, which indicates that a significant number of people
work there, according to Rosstat- around 20%. That is abnormal situation for a well-
developed country.
At the same time, unemployment benefits are really bad. If a citizen was
officially employed, then he can receive 75% of $150 for the first three months, and
60% of $150 for the following months. But the problem is that a lot of people were
working unofficially. These people can receive only $19 a month. $ 19 is not enough
even to pay half of the public utilities.
