The DepEd Order (DO) No. 13, s. 2015, titled “Establishment of a Policy Development Process at the Department of Education,” provides the framework for evidence-based policymaking cycle. Another key issuance, DO 16, s. 2017, titled “Research Management Guidelines,” provides a comprehensive guide in the production of local studies. Some provisions in this Memoranda were lifted for DepEd Memoranda No. 28, s. 2022, titled “Adopting Tools to Improve the Quality Management of Completed Research at the Department of Education.” These issuances were used as the foundations of the Division Research Management Guidelines. Recommendations from a local research, titled “Analysis of Research Data in the DepEd SDO Cavite Province” (Romanes, 2022), were used in localizing some parts of the guidelines to ensure more researchers will be supported. 2. ‘The Division Research Management Guidelines aim to: a. provide support and directions for the research initiatives of the Division; b. provide clarity of steps to be undertaken by the Schools Division Research Committee (SDRC), Municipal/City Research Committees (MRC), Cavite Association of Research Educators (CARE), and local researchers; and ©. ensure the quality of the produced research studies. 3. __All previous issuances or any part thereof inconsistent with the provisions of this Memoranda are hereby repealed, amended, or modified accordingly. &, Cavite Capitol Compound, Bray. I. Definition of Terms For clarity and consistency, the following terms and phrases will be defined as follows: 1. Action Research ~ a kind of research conducted to address an existing problem through the use of an intervention. It aims to sec if an intervention has helped to solve an existing problem. 2. Basic Research - a kind of research conducted to discover, explore, understand, or investigate a topic of interest. 3. Main Author ~a researcher who have the major contribution in the writing the proposal or final manuscript. 4. Co-author ~ a researcher who plays supplementary role in writing the proposal and final manuscript. The number of coauthors is only limited to 2 for school, district, and division level researches. 5. Contributor ~ someone who helps in the supervision, technical assistance, funding, editing, or proofreading of the proposal. 6. Division Level Researches ~ research topic must compass a pressing need or an emerging issue that concerns the Division Office, and aligned with the specialization of the researcher(s). &, cavite Capitol Compound, Bray. External studies — studies ‘supervised by non-DepEd organizations /office, ‘such as but not limited to Higher Education Institutions (HEIs) and private institutions. 8. Local studies ~ studies that: (1) are completed and conducted by DepEd Cavite personnel; (2) followed the specifications of the existing Division research management guidelines during the time of conduct; (3) if school- /district-based research, quality-assured by its respective MRC; if division- based research, by SDRC; (4) with issued research code; and (5) included in the Cavite Research Conference (CARE CON) Book of Abstracts or any Division research publication(s). 9. Saliksuri — a CID Banner Program that covers curriculum-related research studies. It aims to integrate research in school systems to help learners achieve 75% performance level through the utilization of research results, 10. Research Utilization — utilization of local studies through any of the following means: adoption/adaption of instrument, citation of findings, replication of research (same research question, same respondents, different time /SY/semester), adoption/adaption of the methodology including the intervention, implementation in another section/unit/level/school/division, improvement of methods including intervention, and lecal policymaking. Ml. Research Committees Research Committees are set up at each governance level to support, supervise, and ensure the quality of the research studies produced. A. Schools Division Research Committee (SDRC) Pursuant to DO 16, s. 2017, SDRC shall assume the following responsibilities: 1. Provide directions on the research initiatives through the Basic Education Research Agenda; 2. Evaluate and approve research proposals, full manuscripts, and tesearch-related documents and activities in the Division; 3. Forge partnerships with DepEd and non-DepEd. offices and organizations on education research initiatives in the Division; 4. Prepare and submit reports to the Regional Research Committee (RRC) on all research initiatives conducted in the Division; 5. Resolve emerging issues on the management and conduct of research; 6. Cavite Association of Research Educators (CARE) The Cavite Association of Research Educators (CARE) in municipalities/cities (MCARE) and division (DCARE) levels, shall work hand- in-hand with the SDRC and the MRCs, to ensure the success of the research activities in the Division. They shall assist in the conduct of Division research. Telated activities, provision of technical assistance, and other functions assigned by the SDRC and/or their respective MRCs. Candidates for the position of the MCARE president must either have a designation of at least a Head Teacher /Master Teacher, or have served as MCARE President. School heads may also run for the this position. 2. All candidates for the MCARE President and other positions must have: a. Completed at least the required academic units in MA Education (CARMA); b. Atleast 3 years’ experience in writing a DepEd research; Completed at least 3 DepEd researches; and d. Participated in at least 3 Division Conferences and 1 International/National/Regional Conference. 3. Re-election is allowed, provided that they meet the above criteria. Qualifications for Electing Division CARE (DCARE) Officers: Candidates must be: 1, Presidents of MCARE in their districts; and 2. Has an experience as part of a Technical Working Group in a Division Conference and Division research-related activities. IV. Research Management Cycle A. Call for Research Proposals Any DepEd Cavite personnel may conduct a basic or action research. Supervisors, school heads, master teachers and head teachers shall conduct basic and action research studies consistent with expectations stipulated in the Philippine Professional Standards for Supervisors (PPSS), Philippine Professional Standards for School Heads (PPSSH), and Philippine Professional Standards for Teachers (PPST). ‘To ensure consistency and adherence to the regional research calendar, which will open opportunities for research funding and participation to research activities organized by higher offices and other government agencies, all research proposals shall be submitted during the Regional call for Proposals for Basic Education Research Fund (BERF). Hence, only those researchers who were able to submit their documents for BERF shall be allowed to proceed to the succeeding district and division research activities, unless Permitted by the SDRC adviser(s) and chairperson under special circumstances. & Cavite Capitol Compound, Brgy. SDRC To facilitate the continuity of the previous studies, increase the research utilization rate, and encourage evidence-based practice, all researchers shall cite at least 2 local studies conducted within 2019 to 2021 in their papers. For basic research, at least 2 local studies must be cited anywhere in the first 5 sections of the proposal (Introduction to Methodology). For action research, at least 2 local studies must be cited anywhere in the first 4 sections of the Proposal (Context to Methods). The studies conducted in from 2019-2021 can be accessed from the CARE CON Book of Abstracts (ISSN: 2545-3615) uploaded in DepEd Cavite official website under the Research tab. Their cited local research studies shall be encoded via tinyurl.com/CavUtilization, B. Initial Screening and Evaluation of Content The MRC Chair, with the assistance of MCARE Officers, shall spearhead the screening of the research proposals. MRCs shall immediately inform the researchers and provide technical assistance if their research proposal falls under any of the following conditions: 1. Incomplete documentary requirements as prescribed during the call for proposals; 2. Conflict of interest in personal and professional aspects, which may influence the impartiality of the parties concerned; 3. Non-conformance to research ethics; & Cavite Capitol Compound, Brey. Non-alignment of the research topic to the Basic Education Research Agenda themes; and 5. Evident plagiarism. Once the MRC notified conditions, the researcher(s) and resubmit it on or before Papers will be rejected. If the paper does not fall under any of the mentioned conditions, it shall Rea ae econtent evaluation. The MRC Chair, with the help of the Mac Adviser(s), shall assign the evaluators of the proposals from MCAR& and CARE members, During the evaluation, the whole paper is read, with emphasis given to the following parts: 1. Introduetion/context/rationale - The research must give Substantial reason on the need to conduct such research, 2. Research Questions ~ Are the research questions consistent with the title? 3. Methodology ~ Does the methodology answer the research questions? 4. In-Citations/References - Did the researcher used APA Style, 7% edition format? 5. Research Instrument ~ Are the questions helpful in answering the research questions? ‘The researchers shall improve the paper based on the comments and Susgestions of the evaluators before submitting it to their respective research committees. Once the documents are approved by their respective MRCs, the researchers shall fill out a Google Form about some basic information in their research. ©. G. Research Proposal Presentation The MRC Chair shall schedule the presentation of research proposals on a date(s) approved by SDRC and the Division Human Resource and Development Unit. They must abide by the current guidelines specifically set by the said Unit. ‘The presenters shalll prepare the following: 1. Revised research proposal (MS Word, format in Attachment No. 2); 2. I. Final Paper Presentation The MRC Chair shall schedule the presentation of the final paper on a date(s) approved by SDRC and the Division Human Resource and Development Unit. They must abide by the current guidelines specifically set by the said Unit, ‘The presenters shall prepare the following: 1, PowerPoint presentation (good for 10 minutes); and 2. Research instrument. ‘The final paper presentation shall be attended by the MRC Adviser(s), Chair, and Secretariat, or their authorized representatives in case of conflict in schedule. MRCs may invite panel members from other districts. J. Division Research Conference A Division Research Conference shalll be conducted to further disseminate research findings. A separate issuance on the guidelines for the conduct of the Division Conference shall be released. K. Submission of Final Papers All researchers shall submit the soft copies of their final papers (format in Attachment No, 3) through an online form for the issuance of Certificate of Authorship. L. Dissemination Effective dissemination is important in engaging the target beneficiaries, Practitioners, leaders, and researchers in utilizing research results, raising awareness about certain issues, exchanging knowledge, building partnerships with establish networks, and maximizing the impact of the study. & Cavite Capitol Compound, Sry. The participants to the Division Research Conference were also provided opportunities for free publications through the Cavite Research Conference Book of Abstracts (ISSN: 2945-3615), Salik-suri Research Journal (ISSN; 2545-9503), Cavite Journal of Basic and Action Research (ISSN: 2945-3844), and ReachSearch (ISSN: 2545-9511). Utilization Research utilization is crucial in supporting the evidence-based practice of offices and schools. It validates the efforts of the researchers and motivates them to continue to create new knowledge. It also reinforces professional accountability among the researchers. All DepEd and non-DepEd researchers shall report the use of the local studies through tinvurl.com/CavUtilization. Once a request has been made, emails will be sent to the researcher and requestee. ‘The researcher shall be asked to communicate their full paper or part(s) of it depending on the nature of request. A certificate of recognition shall be provided upon the provision of evidence that the research has been communicated and received by the requestee. V. _ Special Provisions A. Ownership and Authorship of the Research Paper A research may be done individually, with a partner, or in a group of 3. ‘The name of the main author shall be written first. Anyone found to violate the research ethics will be reprimanded, depending on the magnitude of misconduct, and may be banned from participating from research-related activities of the Division.
