Relative thereto, all DILG Provincial and City Directors, and DILG Field Officers are hereby requested to ensure that all DILG-hired Contact Tracers are “always strictly observing” the minimum public health standards and all other infection prevention and control measures and safety Precautions. This includes the following: 1. Proper use of face masks (double-mask, if possible, and ensuring that there is no leak for atmospheric aerosol particles to pass through); 2. Face shield; 3. Gloves (double-gloves, esp. when handling infectious materials, and when wearing gowns and coveralls) ; 4. Gowns and shoe covers, and other personal protective equipment (PPE), as maybe appropriate; 5. Frequent hand hygiene using soap and water or disinfection using 70% alcohol; and 6. Physical distancing of not less than one (1) meter from the nearest person, among others. Further, please advise all Local Chief Executives and others concerned within your respective areas of jurisdiction to ensure the same for their respective contact tracing workforce. Among the frontliners in our pandemic response are the contact tracers, many of whom have also been infected by the SARS-CoV-2 virus. It is very crucial that the contact tracers remain safe and healthy at all times to ensure the continuity of contact tracing operations, and in order for us to succeed in breaking the chain of viral transmission. Hence, this is to reiterate strict observance to the Department of Health (DOH) Administrative Order No. 2020-015 dated April 27, 2020 re “Guidelines on the Risk-Based Public Health Standards for COVID-19 Mitigation”, specifically on the four objectives under Section V (C), such as: (1) increasing physical and mental resilience, (2) reducing transmission, (3) reducing contact, and (4) reducing the duration of infection, collectively known as the Minimum Public Health Standards for Le Ty x 4 aw te. In line with this, you are hereby directed to ensure that all DILG-hired contact tracers are ALWAYS STRICTLY OBSERVING the minimum public health standards and all other infection prevention and control measures and safety precautions, which includes the proper use of face masks (double-mask, if possible, and ensuring that there is no leak for atmospheric aerosol particles to pass through), face shield, gloves (double-gloves, esp. when handling potentially infectious materials, and when wearing gowns and coveralls), gowns, coveralls and shoe covers, and other personal protective equipment (PPE), as maybe appropriate; frequent hand hygiene using soap and water or disinfection using 70% alcohol; physical distancing of not less than one (1) meter from the nearest person, among others. Further, kindly advise all Local Chief Executives and others concerned within your respective areas of jurisdiction, to ensure the same for their respective contact tracing workforce. If necessary, please coordinate with your respective DOH - Center for Health Development for a reorientation on the Minimum Public Health Standards of all contact tracers.
