The nature of the tourism product as a fragmented set of services has created an important
role for tour operators, bridging elements of supply with the consumer.
What do they do?
Where did it all start?

Tour operators put together two or more
elements of supply (attractions, transport,
accommodation, entertainment) and sell them
for a single price (package holidays).
They make contracts in bulk with hotels,
airlines, and transport companies, and then
they assemble them into ‘inclusive tours’ that
are marketed through print brochures or the
Internet.
Tour operators are historically significant to
tourism, and they have shaped the way that
the tourist industry has developed.
The history of tour operation dates to
Thomas Cook’s UK tours in the nineteenth
century. This was later followed by his
expansion internationally.
However, it was after 1945 that tour
operation really developed. In those days, it
responded to a growing demand for holidays
and took advantage of the availability of
cheap air travel.
With the passing of years, tour operators
powerfully concentrated the strength of the
buying power. This allowed them to obtain
prices below competition standards. So, they
eventually influenced choices in tourist
destinations that were more profitable for the
company.

Types of tour
operators
-------------- BASIC DISTINCTION
It is possible to classify tour operators
in a variety of ways, but the most
basic distinction is the following:
• Domestic operators: they focus
on particular markets, such as
students or elderly people, with
formats like coach tours, city
breaks and short break
holidays.
• Outbound operators: they have
grown with the demand for
international travel. They
usually package flights,
accommodation and trasfers in
a well-tried inclusive tour
format. They have expanded
into long-haul travel.
• Inbound operators: they play a
significant role for the
destination. They contract
transfers, accommodation and
attractions/events for the
tourist. They are usually
appointed by a tour operator
(or an organization) to handle
aspects of a tour. They tend to
be small operators with
destination expertise.
Nowadays, with the advent of internet
technologies and free access to
purchase online, any customer (tourist)
can directly contact suppliers of
transport, accommodation or
entertainment and put together their
most suitable package holiday.
How does this affect tour operators?
Tourists rapidly gain from their own
experience and they select more
attratctive options each time. However,
they lose some of the advantages:
• Reduction of costs
• Discounts
• Product competitiveness
…not to mention the importance of
knowledge and experience in the
matching of suppliers and customers,
plus risk transfer.

All things considered, however, tour
operators cannot work alone. They have
long resorted to travel agents to finally
reach the tourist and sell their
packages.

act as distributors of individual elements of
tourism supply. They can be informally
considered as “sales outlets”.
They can optimally sell a service because
they can provide advice and a location for
booking products.
Travel agents simply make tourism products
available to the public. They do not even
buy such products. They are usually part of
a larger organization (which holds the
holiday packages, or holds the products
and services in bulk) but they are no loyal
to any particular supplier.
They carry a wide range of products: tours,
tickets, currency, insurance, accommodation,
tickets for attractions/events, among others.
They can even be contacted face-to-face by
the tourist who needs advice on a
particular holiday pack.
