The Executive Order No. 533, adopting Integrated Coastal Management (IM) used as a
National strategy to combat rising environmental concerns regarding the country’s coastal and
marine environment and resources was sought to solve the country’s long before problem with
coastal and marine protection, indeed Government intervention is important in promoting the
preservation and management of our coastal and marine resources in the benefit of the people
and environment to fulfill sustainable development goals which aims to achieve food security,
sustainable livelihood, poverty alleviation and reduction of vulnerability to natural hazards, while
preserving ecological integrity (Section 1[4]). Our problem with sustainability and environmental
protection are reaching its peak and experiencing its effect in great repercussions. Carbon dioxide
emissions are the primary driver of global climate change. It’s widely recognized that to avoid the
worst impacts of climate change, According to Our World data with their records in the carbon
emission in 1990 had almost quadrupled, reaching more than 22 billion tones. Emissions have
continued to grow rapidly; we now emit over 34 billion tones each year. As we know marine
contribute largely in providing oxygen and most importantly its carbon capture capacity
Microalgae have shown potential to directly capture CO2 from the atmosphere. It can be noted
that this microorganism contributes in a systematic biogeochemical process, therefore should
have a serious attention.

Coastal management along with marine protection are part of a cycle which is vital in a
healthy and sustainable living of the people including all living things thriving. Based on the
Executive order it highlighted on the information and education programs along with support
mechanism budget and partnerships for further reach and enforced implementation which is a
great way to provide awareness and create change on the current situation. However, in my
perspective, given that our country is among with top 5 longest shorelines in the world and at
the same time we are on the hotspot of natural disasters we should take into account of those
events, this may include risk mitigating measures and a disaster management plan. In addition, a
detailed and comprehensive plan can give a more dept to the plan of execution and to the long-
term success of the policy.
The policy gave attention on education and skill development which I think have play
great importance in solving environmental problems “ICM Education. The Department of
Education shall integrate ICM into the primary and secondary education curricula and/or subjects
(i.e. Science, Biology, Sibika, History, among others), including textbooks, primers and other
educational materials, basic principles and concepts of conservation, protection and
management of country’s marine resources” Education supports a holistic approach to
environmental preservation and conservation. People's and society's appreciation for the
environment may induce a wide understanding to the environment they are living thus making
then aware of the ways how to preserve and protect its resources and maintain overall function
to achieve a sustainable development the policy is aiming.
