INTRODUCTION
ANSI/UL 1598, issued by Underwriters Laboratories (UL), is a national safety standard for
lighting/luminaires that are hardwired and not portable, for use within North America. It
includes safety testing for temperature, risk of electric shock, and reliable mounting methods,
among other criteria.

The first edition of UL 1598, issued in December 2000, combined other standards for various
types of fixed luminaires (including UL 1570, UL 1571, and UL 1572) into one standard and also
saw the harmonization of UL and CSA (Canadian) standards. As lighting technology evolved, new
materials and fixture designs were introduced, and safety standards were re-evaluated.
Therefore, UL 1598 was revised, and updates were issued in 2004, 2008, 2012, and 2018.

This paper will discuss key changes made to the Fourth Edition of UL 1598 as of August 28, 2018.
The paper will also include information on Canadian Standards Association (CSA) C22.2 No.
250.0, as this standard is almost completely harmonised with UL 1598.

How Standards are Created


The development of the UL 1598 standard is carried out by a team of industry experts called
a Standards Technical Panel (STP), a team comprised of various individuals representing
different industry interest groups. A typical STP would consist of industry experts, such as
individuals from the National Fire Protection Association (NFPA), the Consumer Products
Safety Council (CPSC), testing laboratories such as Intertek or UL, and manufacturers in the
particular industry, as well as end users. Via a voting process, the STP determines the final
content in a standard published by UL. It is important to note that not all UL standards
currently fall under the STP process, but those that do can be easily identified by the ANSI
designation in the standard title, such as ANSI/UL 1598.
ANSI/UL 1598 is a tri-national standard and so it is developed via input from the UL STP, the
Canadian Standard Association’s equivalent ICLP, and ANCE committee members. These
committees agree on standard content and changes during development, so ANSI/UL 1598
is almost completely harmonized with Canadian standard CSA C22.2 NO. 250.0.

The Necessity for New Editions


Although various requirements and concerns are taken into consideration when developing
or updating a standard, the primary goals of updates and new editions are to address the risk
of fire, electric shock, and mechanical or biological hazards. As technology evolves in a
particular product category, the STP must continually evaluate the key concerns to ensure
that the standard continues to effectively address the current technology. In the lighting
industry, the shift from metal enclosures to polymeric materials and new technology in lamp
types such as LED sources, are some of the changes that necessitated standard updates.
Standards update notices and file reviews are two methods used to verify that
manufacturers’ products remain current with the latest requirements.
