Report on the 10-Year Performance of Legal
Education Institutions in the Bar Examinations
(2011-2020)
This Report on the Bar Examinations Performance is prepared to highlight
the average performance of law schools in the last 10 bar examinations from 2011
to 2020. The report presents both national and local profiles on schools’
performance.

The first part of the report provides an alphabetical list of legal education
institutions (LEIs) showing the overall passing percentage, performance of new
takers, and the percentage of new lawyers contributed by the schools.

The second part of the report presents the performance of LEIs in a local
setting, alphabetical arranged as well, providing passing rate performance of new
and repeat takers in regional and provincial contexts, as well as regional and
provincial share of new lawyers contributed.

Given the limited data it presents, the report does not provide conclusions
and recommendations. Nevertheless, the report offers data for education leaders,
local and national policy makers, researchers and scholars, as well as the general
public in fostering insights and inferences based on a comparative view of schools’
performance. Similarly, the information in this report on contribution of new
lawyers simply highlights the comparative share of schools in the population of new
members of the Bar.

The report summarizes, categorizes and is based on the Bar Examination


Statistical Data released by the Office of the Bar Confidant of the Supreme Court.

NATIONAL PROFILES

Overall and New Examinees’ Performance


of Law Schools

Table 1 below shows the performance of a 119 Legal Education


Institutions in the Philippines for the period of 10 years (2011-2020). The
passing rate shown is the ten-year average of the school in the bar
examinations conducted during this period. Note that due to the COVID19
Pandemic, the 2020 Bar Examinations was held jointly with the 2021 Bar
Examinations in 2022.

The 10-year national overall passing average among the listed LEIs is
36.10%. In the ten-year period, 41 schools garnered at least the average
national passing rate, while 78 schools garnered below the average passing
rate.

Meanwhile, the 10-year national passing average for new takers is


46.23%. In the ten-year period, 38 schools have surpassed that average,
while 81 schools garnered an average passing rate of below the 10-year
mean.

Note that not all schools listed here have participated in the last 10
bar examinations as some have only been open for fewer than 10 years.

Law Schools and the Education of Lawyers
between 2011 to 2020

Table 2 below presents the schools’ share of graduates who have


become lawyers in the ten-year period. In particular, column 3 shows the
number of bar passers produced by the law schools. Column 4 meanwhile
shows the percentage share of the bar passers of every school in the last ten
years of the national population of new lawyers (also in the same 10-year
period) who graduated from the listed schools.

To illustrate, the Adamson University produced 115 new lawyers


which corresponds to a 0.46% share of the national population of new
lawyers. Meanwhile, the Arellano University produced 1,686 new lawyers in
the last decade. These new lawyers from Arellano University represent a
6.75% share of all new lawyers contributed in the same period.

Among other observations, the data shows that the 29 NCR schools
contributed 54.97 % of new lawyers, while the 90 law schools outside the
capital region contributed 45.03% of new lawyers.

REGIONAL AND PROVINCIAL
PROFILES

The tables providing the local profiles are to be read in a generally similar
way as the national profiles with the significant difference being that the local
profiles are contextualized regionally and provincially. Thus, the data here are
presented to provide a localized perspective into bar exam performances and
contribution of schools in the education of lawyers within their region or province.

Graphs have also been prepared on a regional level to show comparative


performances, and share in contribution of new lawyers.

Region I – Ilocos Region

In the Ilocos Region, 10 accredited law schools are currently operating. The average passing rate among schools for the new takers in the region is 29.42%
while it is 17.45% for repeat takers, and 23.51% overall. The schools in the region contributed 459 new lawyers in the last decade.

Region II – Cagayan Valley Region

Cagayan Valley Region has six (6) law schools. The average passing rate among schools for the new takers in the region is 28.17%, 21.62% for repeat takers,
and 24.84% overall. The schools in the region contributed 554 new lawyers in the last decade.
