AFFIDAVIT COMPLAINT

I, MILA PATANGAN JAGNA, of legal age, Filipino, married and

a resident Sto. Niño, Salug, Zamboanga del Norte, do hereby depose
and say:

1. That I am a Timuay member of Salug, Zamboanga del Norte

and is an applicant for the Indigenous People Mandatory
Representative (IPMR) of Sto. Niño, Salug Zamboanga del
Norte ;

2. That I am filing this complaint against ENGR. MARJUN

LUTIAN, Community Development Officer III, NCIP Satellite
Office, Liloy, Zamboanga del Norte;

3. That this complaint stemmed from the conduct of the

Selection Process for the IPMR and the Information
Education Consultation for the members of IP’s of Salug by
Engr Marjun Lutian which was made without proper notice
the IP members of Salug, Zamboanga del Norte;

4. That on November 18 and 19, 2020 an Information

Education Consultation was conducted at Acas Hall, Salug
Zamboanga del Norte. However the conduct of the said
program was made without proper notice to the IP’s
members of Salug, Zamboanga del Norte, hence depriving
me and others the opportunity to attend the said event;

5. That on January 5 and 6, 2021 a Selection Proclamation for

the IPMR of Salug, Zamboanga del Norte was conducted at
Acas Hall, Salug Zamboanga del Norte. However the
conduct of the said program was like made without proper
notice to the IP’s members of Salug, Zamboanga del Norte,
hence depriving me and others the opportunity to attend
the said event;

6. That the conduct of such programs without proper notices

to other IP members is improper since it violates our rights
to be present to such events. And such is unfair for IPMR
aspirants such as me;

7. That the proper conduct of the said Selection Proclamation

for Baranggay St. Nino, Salug, Zamboanga del Norte should
be properly made at Barangay for Baranggay St. Nino,
 Salug, Zamboanga del Norte not at Poblacion Salug so that
proper proceedings be made;

8. That with this regard, I pray that another Selection

Proclamation be conducted at Baranggay Sto Nino, Salug,
Zamboanga del Norte to grant us another opportunity to
attend the same;

9. That I am executing this affidavit to attest to the truth and

veracity of the contents herein based on our personal
knowledge.
