4. The first Management Committee (ManCom) Meeting started at 10:06 AM with Dr.
5. Evangeline P. Limbo, Principal II of San Pedro NHS, as opening program facilitator.
6. Philippine National Anthem, Batangas Hymn, Sto. Tomas Hymn were presented through
7. audio-visual presentation while the prayer was delivered by Mr. Gilbert V. Atienza, School
8. Head of San Luis ES.
9. Welcome message was shared by Dr. Guillerma L. Bilog followed by the
10. presentation of the school heads. The presentation was started by naming the heads
11. from formerly Sto. Tomas North District lead by Dr. Oivia J. Deocariza, Public Schools
12. Disttrict Supervisor (PSDS) and Sto. Tomas South District lead by Dr. Guillerma L. Bilog,
13. PSDS. In addition, both reported the number of total enrolment and number of teaching
14. and non-teaching personnel. Thus,

2. A. Clarification on the Implementation of the policy on No Disruption of Classes

4. Teachers strictly will not be pulled out of their classes. If SDO received
5. communication from the local chief executive and LGUs requesting to pull out
6. teachers, please inform them to write a letter directly to the Regional Director so it
7. will be answered accordingly.
8. (SDS) Very clear naman ang message … (but) of course we cannot directly write a letter
9. to Regional Director (RD). We use channel… pwede kayong magasabi sa inyong lingkod
10. (SDS Neil) kung talagang very essential… very critical na makakatulong sa edukasyon
11. especially when it comes to curriculum implementation (and) assessment just inform the
12. two (PSDS – Dr. Bilog and Dr. Deocariza) or even me (SDS Neil).

15. SDOs are also instructed to inform CO offices who are requesting to procure a
16. venue in their division to directly write to the Regional Office.
17. (SDS) This has something to do with the venue for the training… let us consider from
18. agency to agency (transaction)… (but) before going to private owned choose government
19. owned in support (for example) to local tourism. But (be reminded) all your request ay
20. dadaan din muna sa inyong lingkod (SDS Neil).

23. The Regional Office will make a representation for all SDOs in CALABARZON that
24. the region is proposing that other activities involving different personnel relevant
25. to curriculum and instruction and other education support services would still
26. remain in moratorium up to the end of this month.
27. (SDS) As mentioned earlier of the policy (about no disruption of classes and pulling out
28. teachers from classes) has been extended until the end of the month (September 30 but
29. will still be observed throughout the year in our setting). Since this order is coming from
30. higher authority, susunod talaga tayo.. (But) of course (again) if the request merits the
31. importance of improving the quality of teaching and learning and implementation of the
32. curriculum, the request will be through channel, dadaan po sa inyong lingkod (SDS Neil).

35. HRDD is requested to make a representation to SEAMEO, that GURO 21 be
36. scheduled during school breaks. If the teacher wants to join the SEAMEO, they can
37. attend on Saturdays.

2. RD Bert informed everyone that they could allot one day for Teachers’ Day. ARD
3. Che instructed ESSD the drafting a letter/memo regarding the Teachers’ Day
4. Celebration on October 5 to have a unified celebration.

22. RD Bert reiterated that 6 hours is for a full teaching load and the 2 hours is for
23. preparation work that may be conducted in or outside school. Teachers should be
24. reminded that part-time teaching is not related to 2 hours of preparatory work as
25. DepEd should be their priority.
26. (SDS) DepEd Memorandum 291 (s. 2008) which will be discussed fully on the latter part
27. of our meeting. Kung may issue po sa working hours ng teachers… sa Sto. Tomas (as
28. District of Batangas) this is not a problem… in fact your district with your division is
29. recognized as model in implementing the policy (6 hours teaching and 2 hours for other
30. teaching-related tasks which may be accomplish inside or outside school premises). But
31. (in case) you still have issue on this, please refer it to me.

34. ARD Che instructed SDOs that when SDSs require their teachers to submit their
35. permit to teach, ask them to attach their schedule signed by the VP for Academic
36. or VP of Administrative Affairs.

40. (SDS) Please study the provision on permit to teach (DO 5, s. 2008) … let us discuss it

45. (SDS) Ok lang po ang Saturday, sir. 5:00 PM onwards, Saturdays and Sundays can be
47. approved. Other than what is mentioned, (with emphasis) even the school is shifting, the
49. request will be disapproved. This policy is applicable to teaching personnel (TP) and non-

teaching personnel (NTP).

2. RD Bert discussed the dress code for our learners who are part of the LGBTQ
3. Community, they should have parental consent especially those below 18 years
4. old. ARD Che reiterates that the Principal should wear the prescribed uniform.

6. (SDS) Let there be no discrimination among learners including the members of LGBTQ
7. Community. Only permit from parents or legal guardian shall be secured for leaners (in
8. terms of preferences in dress and hair cut). For school personnel (teachers), please write
9. a letter to RD for the preference. For School Head, the message of ARD Che is very
10. clear.

13. QAD must remind private schools to submit the necessary information about their
14. intention to close voluntarily and to turn over their electronic and hard copies of
15. the student records.

17. (SDS) This is QAD (Quality Assurance Division) … kailangan ko rin ng mag-ha- handle
18. ng temporarily ng private schools dito sa ating family. Kung may mai-re-recommend kayo
19. with concurrent capacity na may experience sa private schools, Dr. Bilog and Dr.
20. Deocariza, na pwede kong pansamantalang i-appoint as focal person who will be taking
21. over the function as a private school coordinator, baka mayroon po kayong mai-re-
22. recommend sa akin.

25. PPRD and QAD will need to address the 500 plus schools that have not updated
26. their EBEIS accounts.

28. (SDS) Bigyan nyo po ang inyong lingkod ng personnel who will take over the function
29. (private school coordinator) to handle that matter (referring to schools who voluntary
30. closed without submitting notice to proper authorities).

38. principals and supervisors be included in the policy (availing flextime) is not yet approved.
39. School-based personnel are not entitled (at the moment) to avail flexitime. Only the
40. division personnel (with emphasis on non-school-based) are allowed to avail flexitime.

9. (SDS) Wearing of (face) mask.

11. Executive Order No. 3, s. 2022: Allowing voluntary wearing of facemasks in
12. outdoor settings and reiterating the continued implementation of minimum public
13. health standards during the state of public health emergency relative to the COVID-
14. 19 pandemic.

16. Section 1. Voluntary Wearing of Face Masks in Open Spaces. The voluntary wearing of
17. face masks in open spaces and non-crowded outdoor areas with good ventilation, is
18. hereby allowed, provided that not fully vaccinated individuals, senior citizens and
19. immunocompromised individuals are highly encouraged to wear their masks, and
20. physical distancing will be observed at all times.

22. Face masks shall continue to be worn in indoor private or public establishments,
23. including in public transportation by land, air, or sea, and in outdoor settings where
24. physical distancing cannot be maintained.
25. (SDS) We are being encouraged by mayor to get our (COVID) vaccine. Paki sab isa mga
26. kaguruan… let us (also) encourage our learners and parents get their (COVID) vaccine in
27. line with the (Department of Health) project PinasLakas (Special Vaccination Week –

31. Office of the Assistant Secretary for Legal Affairs Memorandum dated April 8, 2022
32. Clarification on the Authority of Certain Officers to Administer Oaths
33. The Office of the Assistant Secretary for Legal Affairs issues this Memorandum to clarify
34. the rules and guidelines on the authority of certain government officials to administer
35. oaths.
36. Section 41 of Executive Order No. 292, otherwise known as the Administrative Code of
37. 1987, as amended by R.A. 6733 and as further amended by R.A. 10755 provides that:
38. "the following officers have general authority to administer oaths: President; Vice
39. President, Members and Secretaries of both Houses of Congress; Members of the
40. Judiciary; Secretaries of Departments; provincial governors and lieutenant-govemors; city
41. mayors; municipal mayors; bureau directors; regional directors; clerks of courts; registrars
42. of deeds; other civilian officers in the public service of the government of the Philippines
43. whose appointments are vested in the President and are subject to confirmation by the
44. Commission on Appointments; all other constitutional officers; and notaries public.

46. The punong barangay is authorized to administer the oath of office of any government
47. official including the President of the Philippines." (Emphasis supplied.)'

2. As can be gleaned from above, the authority to administer oath is limited to the officers
3. mentioned therein.
4. (SDS) Maliwanag naman po ang sinasabi dyan… (that) in our organization (DepEd), it is
5. only from the Regional Director (RD) and up (in terms of positions) are allowed to
6. administer the oath while the Assistant Regional Director (ARD) and down are not
7. allowed to administer the oath.

10. DM No. 82, s. 2022 Reiteration of the Strict Compliance to the Use of the
11. Department of Education Manual of Style

13. The Department shall enforce [DepEd Manual of Style (DMOS) - DepEd Order 30, s.
14. 2019] to ensure clarity, completeness of information, conciseness, and consistency in
15. spelling, grammar, punctuation, hyphenation, capitalization, typeface and abbreviation in
16. all DepEd official documents.

18. In relation thereto, the DepEd officials and personnel at the central, regional, schools,
19. divisions, district offices, and schools are hereby instructed to strictly adhere to the
20. required styling and formatting of DepEd official issuances in accordance with the
21. provisions of Appendix 5 of the DMOS.

23. For letters and official communications, all offices shall strictly use the block letter
24. format….

26. Additionally, the following guidelines for the contents of issuances, letters and
27. communications shall apply: a. Font Style: Bookman Old Style and b: Font Size: 11

29. (SDS) Be very careful in writing memo and other forms of communication. See to it that
30. we follow DepEd Memorandum No. 82, s. 2022. Samples are provided in the memo (in
31. terms of format). Kindly strictly observe the proper and appropriate format, words, and
32. phrases even the capitalization. Please find time to review/study the DMOS. We will
33. strictly adhere to the memo. Any violation on the provisions stipulated in the DMOS will
34. be subjected to administrative case.

37. DM No. 83, s. 2022 Allocation of Policy Support Fund for the Adoption and
38. Implementation of Basic Education Monitoring and Evaluation Framework
39. The Basic Education Monitoring and Evaluation Framework provides the DepEd
40. organizational and learner outcomes. Specifically, the framework aims to: (a) ensure that
41. the agency's plans, policies, systems and processes are geared towards the achievement
42. of organizational and learner outcomes; (b) set the performance measures for the agency
43. where all operating units are expected to contribute; (c) guide DepEd bureaus, services,
44. regional offices (ROS) and schools division offices (SDOs), schools, and learning centers
45. in developing their respective M&E plan; and (d) define the roles and responsibilities of
46. DepEd operating units in the M&E system and processes. BEMEF further supports the
47. institutionalization of a results-based M&E system which will provide DepEd with informed
1. and evidence-based decision-making and policy development process, as well as

2. improved allocation and management of government resources, for improved
3. transparency and accountability, in the basic education sector.
4. (SDS) The Department of Education allocated 300,000.00 pesos per region. Unlucky we
5. are not included on the list because our division is newly created.

10. (SDS) I requested the assistance of Ms. Viernalyn M. Nama (Chief, Education Supervisor

12. program implementation review in our division. We will try to assess our program,
13. projects, and activities (PPAs) to identify what went well and what did not go well …
14. leading us in crafting our own Basic Education Development Plan.

43. The implementation period for FY 2022 funds is recommended from April to July 2022.
44. However, for schools division offices (SDOs) having issues and concerns with the
45. program, the period of implementation for both NFP and milk shall be extended
46. from September to November 2022, while payment and liquidation will be until
47. December 2022.

27. Office on extra- and co-curricular activities that apparently differ from the
28. advisory/directive.

13. Sir Angeles presented DepEd Order No. 291, s. 2088 also known as Guidelines for the
14. Implementation of CSC Resolution No. 080096 on Working Hours for Public School
15. Teachers, focusing on the following provisions:

17. A. Public school teachers are not exempt from eight-hour workday provided for in
18. R.A. No. 1880.
19. B. The limitation given in R.A. No. 4670 pertains to the time devoted to actual
20. classroom teaching which shall not exceed six (6) hours a day; and
21. C. The remaining two (2) hours of work to complete the eight-hour workday may be
22. spent within or outside the school premises subject to the guidelines of the
23. Secretary of Education.

25. An emphasis was resounded that the six-hour actual classroom teaching should
26. religiously be implemented. The submission of accomplishment report for the remaining
27. two hours should be implemented if and only if there was a prior agreement between the
28. School Head and the Teachers. Thus, the submission remains to be not compulsory as
29. per instruction from the previous Regional Director Diosdado M. San Antonio.

31. The following provisions were also highlighted:
32.
33. A. Public school teachers shall render at most six (6) hours of actual classroom
34. teaching a day, except when undertaking academic activities that require presence
35. outside the school premises, i.e., educational field trips;
36.
37. School heads shall assign teaching loads to public school teachers to fully utilize the six
38. (6) hour actual classroom teaching, i.e., six teaching loads at one hour per teaching load,
39. with due regard for possible teaching intervals;
40.
41. All advisorship and/or special assignments for the entire school year combined shall be
42. considered as one teaching load.
43.
44. Cautioned was aired by Sir Angeles that in the exigency of the service, teachers should
45. render six-hour actual classroom teaching and handle special assignment when there is
46. insufficient number of teaching personnel.

1. Sir Angeles further reminded the School Heads to ensure that the policy is well
2. communicated to all teaching personnel. He added that by educating all the teachers with
3. the said memo, school head truly cares for his/her fellows.
4. Lastly, this remaining provision was named in support to the two hours of work within or
5. outside the school premises:
6. A. Preparation of lesson plans, action/work plans, instructional materials,

7. evaluation/assessment tools/rubrics;
8. B. Preparation and checking of exercises; recording of academic performance results
9. and classroom accomplishments;
10. C. Conduct of research;
11. D. Attendance to seminars, workshops, and similar programs;
12. E. Counselling, mentoring, coaching of students including home visits;
13. F. Consultations and conferences with parents;
14. G. Performance of coordination activities and duly recognized community social
15. services;
16. H. Participation in the maintenance and improvement of school facilities and
17. equipment; and
18. I. Other activities identified in the specific guidelines under paragraph 4 (DM 291, s.
19. 2008, labeled the same in this minutes).

21. Sir Angeles reviewed the following:
22. “In the exigencies of the service, a public school teacher may be required to render more
23. than six (6) hours of actual classroom teaching or more than eight (8) hours of work in a
24. day; Provided that additional compensation computed at the same hourly rate of the
25. regular compensation, plus a premium of twenty-five percent (25) of the hourly rate shall
26. be paid for actual classroom teaching in excess of six (6) hours and for work performed in
27. excess of eight (8) hours.”

29. “Overtime pay can only be claimed for actual teaching and/or performed within the school
30. premises. In the event of non-availability of funds, service credits shall be granted and
31. one hour overtime work shall be 1.25 hours for purposes of determining the service
32. credits.”

35. “In addition to the general guidelines herein provided, specific guidelines shall be
36. formulated at the school level taking into account the unique condition in schools such as
37. the shifting of classes, if applicable, the availability of faculty rooms, classrooms and
38. teachers, and the nature of the teaching-related duties to be given priority.”

40. “Decision on this matter shall be agreed upon in meetings with representatives of school
41. administration, teachers, students and parents, preferably through the School Governing
42. Council or any established mechanism for school-community partnership.”

44. During the review of the provisions, Sir Angeles stressed the importance of writing the
45. minutes every meeting. According to him, the minutes will serve as a future reference and
46. a legal basis when someone challenge and question the decision born from the meeting.

1. Capping the discussion, Sir Angeles recognized the capabilities of School Heads as
2. empowered leaders in the school to manage issues within the school level. He added that
3. those issues that can be resolved within the school level may not reach the District,
4. Division, or Regional Level.

8. Dr. Evangeline P. Limbo, Principal II of San Pedro NHS, raised a clarificatory issue
9. concerning the (1) hour spent during lunch break if it is counted as part of eight-hour
10. workday or six-hour classroom teaching.

12. Sir Angeles replied that it is not part of the eight-hour workday or six-hour classroom
13. teaching. He suggested the 6 hours plus 1 hour lunch break or 8 hours plus 1 hour lunch
14. break counting of hours each workday.

17. Mr. Florentino A. Lara, Principal I of San Jose NHS, opened the practice of signing the
18. Statement of Assets, Liabilities, and Net Worth (SALN) of teachers by the school head.
19. He asked if this practice is affected by the regulatory statement about Authority of Certain
20. Officers to Administer Oaths.

22. Sir Angeles decided to remain with the practice of allowing School Heads to sign the
23. SALN of teachers so as not to delay the process.

25. Dr. Noime T. Mercadal, Principal II of Sta. Maria ES, inquired if schools in SDO City of
26. Sto. Tomas will still be joining the Search for Best Brigada Implementer at SDO
27. Batangas?

29. Sir Angeles suggested for the identified schools to still prepare the necessary documents
30. and proceed with all the preparations relative to the search. An inquiry has to be made
31. yet to Dr. Merthel M. Evardome, SDS SDO Batangas, about the matter with respect to the
32. initial efforts rendered.

34. Question:
35. Dr. Evangeline P. Limbo added an inquiry about Job-Embedded Learning (JEL)
36. presentation on Friday (September 23, 8:00 AM – 5:00 PM) if schools in SDO City of Sto.
37. Tomas will still be joining.

39. Sir Angeles gave his suggestion to proceed as long as an arrangement should be made
40. to avoid interruption of classes (referring to teachers attending the activity) in respect to
41. the existing policy of no pulling out of teachers.

43. Information Dissemination:
44. Dr. Evangeline P. Limbo read the City Resolution No. 2022-104 about suspension of
45. classes in schools affected by the presumptive heavy traffic during the Feast Day of
46. Padre Pio on September 23 (Friday). Schools are Sto. Tomas South Central School, San
47. Pedro National High School, San Isidro Elementary School, San Francisco Elementary
School, and Sta. Maria Elementary School.

The first management committee (ManCom) meeting was moved for its adjournment by
Mr. Florentino A. Lara and seconded Dr. Wennie C. Gonzales, Principal II of Sta. Ana
Elementary School, at 12:06 PM.
