Division Virtual Seminar-Workshop on the Preparation of the FY 2022 WFPs, OPs, MDPs

and Indicative APP for BEDs Submission

A Narrative Report

The Schools Division Office of Vigan City headed by the Finance section organized a
one-day Division Virtual Seminar-Workshop on the Preparation of the FY 2022 WFPs, OPs,
MDPs and Indicative APP for BEDs Submission which was held on the 17th day of September
2021. The objective of the training/workshop is to enhance the budget and financial
administration capabilities of all the Personnel-in-charge for financial management in the school
level and functional divisions for the fast delivery of services to our target clientele – our
learners. It also aims to have a proper programming for the preparation and submission of the
consolidated FY 2022 Budget Execution Documents (BEDs) of the School Division Office.
A week before the program started, the participants registered thru google link as their
attendance and consolidated by the Administrative Assistant III. The training/workshop began at
8:30 a.m with an opening prayer led by Mrs. Reymalin Llanes, Administrative Assistant I
followed by the singing of the Philippine National Anthem. The OIC, Office of the SDS, Dr.
Eulie Mei T. Domingo gave her heart-warming welcome address. Breaking the monotony, Mrs.
Alma Inamorata Nebab , Administrative Assistant III, gladly presented all the participants and
guests
A very meaningful message was then expressed by the mother of the division, the
Schools Division Superintendent Gemma Q. Tacuycuy. In her speech, she reiterated the
benefits of this division virtual seminar. The SDS also expressed her hope to have a feasible
financial plan and able to meet deadlines regarding financial documents and preparation of
financial plans.
To formally start the Webinar, 1st presenter was Mrs. Mary Joy P. Suero, BO3. Before
starting her presentation, she gave recognition for the efforts of the Field School Book keepers
for being working too hard to have an efficient and effective report to the financial and
administrative reports. She discussed about the 2022 National Expenditure Program and
presented the Public School’s MOOE guided by the Boncodin Formula. She also discussed about
the preparation of the Operational Plan for FY 2022. She also presented the School Improvement
Plan of the Capangpangan Elementary School as an example for making an Operational Plan.
She also reiterated that they are hoping that the submitted Operational plan should be followed.
But modification is also allowed with supporting documents. Before she ended her presentation,
she also informed the group and set deadlines on the outputs be with soft and hard copy.
After the BO3 presentation, AM break was declared with a Raffle with a twist game and
5 lucky winners won 200php price.
Next presenter was Mr. Christopher Michael T. Gasmen, Accountant III. He presented on
the FY 2022 Physical Plan/Financial Obligation/Monthly Disbursement Program. He also
presented the 2020 Status of Downloading and Utilization of MOOE Allocations and expressed
his gratitude to the Field School Book keepers and School Heads. He also discussed about the
COA concerns and how to avoid memos. After the presentation of the Accountant III, Mr. Jerel
Meynard Luczon, PDO II, asked clarifications regarding the submission of Purchase Order to
COA.
Before having a lunch break, Ms. Marie Christine L. Natividad, the Chief Education
Supervisor of the Curriculum and Implementation Division (CID) and BAC Chairman gave
reminders about the procurement activities and on the availability of supplies. Mrs. Gloria
Cabotage, PO II also talked in behalf of the SGOD. She reminded on the deadline of the Online
Survey on learners and other SGOD concerns.

Resuming the Division Webinar after lunch break, Workshop Presentation was started by
the Selected School Heads via roulette. They are tasked to present their Annual Procurement
Plan, Work and Financial Plan and Monthly Disbursement Program for FY 2022. Mrs. Juliana
Pila of SJES was assigned on the APP, Mrs. Racquel Follante of CCES for the WFP and Dr. Ana
Castor of TES for the MDP. After each presentation was reviewed and critiqued by the BO3 and
Accountant III for the improvement.
Before we ended the Webinar, Ms. Marie Christine L. Natividad, the Chief Education
Supervisor of CID gave us her closing remarks and ended a quote from Jacob Lo “The Budget is
not just a collection of numbers, but an expression of our values and aspirations.”
