IIPA – inspiring excellence is a way of life

Introduction:
The Indian Institute of Public Administration is organizing this Training Programme
on Planning and Financing of Municipal Projects for Municipal/Urban Sector Officers
of Govt. of NCT of Delhi from January 7-9, 2019.
The IIPA extends a warm welcome to all the participants and hopes that each
participant would be benefitted from the discussions and deliberations during the
programme.

The Context:

This programme is designed to cover Planning and Financing of Municipal Projects

as part of exposure on Government of India’s urban sector missions with a particular
reference to AMRUT (Atal Mission for Rejuvenation and Urban Transformation), Smart City,
SBM-U (Swachh Bharat Mission-Urban), PMAY (Pradhan Mantri Gramin Awas Yojana) and
NULM (National Urban Livelihoods Mission). This programme is based on feedback
received from Integrated Orientation Programme held on September 5-7, 2018 at IIPA
Providing basic services (e.g. water supply, sewerage, urban transport) to
households and build amenities in cities which will improve the quality of life for all,
especially the poor and the disadvantaged has been made a national priority in recent
times. The GoI missions have been launched by the Government of India to rejuvenate the
urban sector governance.

Objectives:
The objectives of the Orientation training programme are
(i) To provide an overview on typology of municipal projects.
(ii) To identify the reforms planning of municipal project as part of missions and follow
up.
(iii) To examine alternate mechanisms of financing.
(iv) Understand models of innovative projects development and financing.
(v) To prepare a list of take away points to improve planning and financing of urban
projects at city level.

Methodology
The Orientation training programme aims to build capacities on urban innovations for
wider dissemination and adaptation. It is based on specific material developed by IIPA on
the issues related to the new initiatives like AMRUT launched recently by the Government
of India.
The programmes will be conducted in a highly participatory manner involving a
pointed and brief exposure on new initiatives like AMRUT, Smart City etc. and governance

norms and their implementation process. It will also cover innovative case studies on urban
governance as applied in India and elsewhere.

Target Group
Delhi Government elected municipal representatives, engineering professionals &
other concerned dealing with implementation of centrally sponsored schemes.

Dates & Venue

The programme will commence on Monday, January 7, 2019 and conclude on
Wednesday, January 9, 2019. The programme will be conducted in DST Lecture Hall of
main building of the Institute.

Registration
The participants of the programme will assemble in DST Lecture Hall of main
building of the Institute and will register themselves on Monday, January 7, 2019 at 09.30
a.m.

Certificate

A certificate of merit will be awarded to each participant upon the completion of the
programme.
