Certificate of Authorization/Mandate Letter

Chinese ID Card #: -----------) to be our mandate and representative of our company to deal our
coal products within the region of China and be fully authorized by our company to manage all of
our businesses in China.

In case the authorizing party will be changed, the authorized party – Mr. LENG CHANG YUN must

modified accordingly at the same time as well.
