(Pane IU See. 4) aaa BY ae AS A wae ral are aT OH Pe sichrorre Pres aft wd oe ara ages 8 ae 2 cad ce aren tT | aii wer vipa Bo yA S ae alent wT AT Frags a ae wh fee ae oT ‘MINISTRY OF SHIPPING, ROAD TRANSPORT & HIGHWAYS (Department of Shipping, Road Transport & Highways) NATIONAL HIGHWAYS AUTHORITY OF INDIA NOTIFICATION ‘New Delhi, the 2nd July, 2008 ‘The National Highways Authority of India (Recruitment, Seniority and Promotion) Amendment Regulations, 2008 ‘Admn. - In exercise of the powers conferred by section 35, read with Section 9; of the National Highoays Authority of India Act, 1988 (68 of 1988), the National Highways Authority of India hereby makes the following regulations further to amend the National Highways Authority of India (Recruitment, Seniority and Promotion) Regulations, 1996, namely:- 1. These regulations may be called the National Highways Authority of India (Recruitment, Seniority and Promotion) Amendment Regulations, 2008. 2, Im Regulation 11 of the National Highways Authority of India (Recruitment, Seniority and Promotion) Regulations, 1996 (hereinafter referred to as the principal regulations), for sub-regulation (3), the following sub-regulation shall be substituted, namely:- 4(3) In the case of selection of candidates — (a) to the post of Chief General Manager, Group-‘A’ post, 3 Senrch-cum-Selection Committee shall be constituted by the Ministry of Shipping, Road Transport and Highways with the concurrence of Department of Personnel and Training, which shall ‘mandatorily include the Chairman, National Highways Authority of India and at least one outside expert of eminence from the relevant field, The panel recommended by the Committee shall be implemented in toto. Any deviation in the matter shall require the prior approval of the Appointments Committee of the Cabinet (acc). ‘The panel recommended by the Search-cum-Selection Committee shall be valid for one year. If no selection is made from the panel within the said period of one year, a fresh Search-cum- Selection Committee shall be constituted to prepare a fresh panel. Such a Committée may also consider the names of persons recommended in the earlier panel. A TOT: SHTENETT (&) to other Group ‘A’ posts, the Chairman shall be the Presiding Officer thereof and the Member (Admn.), the Director General (Road Development) or the Assistant Director General nominated by him and another Member of the Authority nominated by the Chairman shall be its members”. 3. The regulation 18 of the principal regulations, shall be substituted with: the following regulation:- “18, Conditions for employment - Matters relating to period of engagement and the fee to be paid to the advisers / consultants shall be decided by the Authority and a contract shall be entered into with the prospective adviser/consultant before a particular job is entrusted to such adviser/consultant. Provided that no Adviser or Consultant (not being a firm of Advisers 1 Consultants) who is above the age of 62 years shall generally be engaged by the Authority.
