We believe joining you for an in-depth conversation and you physically exploring the areas of the city that would be most impacted will be very enlightening. Additionally, we would also like to offer you additional information, which should help enhance the focus upon which areas and which populations of Syracuse would be benefited by the viaduct removal and Which areas and which populations would be further burdened and disconnected from each other, from economic opportunity and from the larger region around us. Significantly, interrupting I-81 and reconfiguring the existing Almond Street into the proposed boulevard ‘would reward the downtown property ownervdevelopers and established medical and educational institutions, but burden the less privileged, predominantly minority residents of the Syracuse South Side neighborhoods by channeling the diverted traffic onto the city streets outside their homes, schools, and businesses. These neighborhoods would bear the burdens of traffic-jammed streets, gridlock during rush hours while children are walking to or from school, increased air pollution from vehicle exhaust, brake and tire wear, increased noise. and increased vehicular, pedestrian and bicyclist injuries and deaths. ‘The New York State DOT (NYSDOT) has acknowledged the nature of this, if not the genuine impact, on their web page: “As part of the §2.25 billion project, the existing elevated structure that has divided the City of Syracuse for decades and disproportionately impacted residents of color will be replaced by a new Business Loop 81 with an integrated Community Grid that will disperse traffic along local north-south and east-west streets.” andbrosthcom E-mail garland, bros@verizon.net 5/2022 09/30/2022 Impacted populations We have attached a series of maps, developed from government sources, that highlight the very isolated location of the proposed viaduet removal and the limited land area and population around it that could benefit from the dislocation of the heavy traffic that now travels the viaduct, while at the same time identifying the much broader areas that would bear the economic and environmental burdens of that dislocation, + Impact of Interstate 81 on Syracuse’s South Side Neighborhood More than 94% of the nearly 100,000 cars and trucks that flow over the viaduet today are local traffic, and upon removal of the viaduct those drivers would be faced with a decision on how to get from and to their many and diverse local origins and destinations. These vehicles would be forced to revert to the neighborhood streets of the South Side, This map, we hope will enhance that understanding. * Census Tracts Greater than... These maps identify the Census Tracts in which the specific minority populations reside in numbers at or greater than their share of the City of Syracuse population. All data here has been drawn from the 2020 US Census. ttpsidév ww drophox,com/sh/g lwzh9pihnorsfa/A ACS2T9cBUKZKDEXAiWmnQ4adl=0 © Census Tracts Greater than 30.7% Black/African-American In Census tracts 32, 34 and 43, which straddle almost all of the viaduct, and which could benefit from its removal, Blacks/Afvican-Americans reside in lesser numbers and Whites are predominant, © Census Tracts Greater than 10.4% Hispanic In Census tracts 32, 34 and 43, which straddle almost all of the viaduct, and which could benefit from its removal, Hispanics reside in a smaller proportion than their share of the city’s population. © Census Tracts Greater than 47.9% White Whites reside in the Census tract immediately west of the viaduct at a higher rate than their share of the city’s population, and to the east where the medical complex is located at a slightly lower rate than their share of the city’s population. In Syracuse’s South Side neighborhoods, into which the viaduct removal would disperse traffic which presently uses the viaduet, whites reside at percentages lower than their share of the total city population. Itis this very area that is home to a greater percentage of African American residents who would be impacted by the dispersed traffic. © Census Tracts Greater than 7% Asian Asian residents, a small share of the city’s population, live in the census tracts immediately east and west of the viaduct (basically downtown Syracuse and the medical complex) at a higher proportion than their share of the total city’s population, As you will see, while the viaduct removal project has been marketed as redressing the damage and harm done to minority residents (primarily Black and Hispanic) when I-81 was initially constructed through Syracuse, the replacement of the existing viaduct with a grade-level tree-lined boulevard enhanced with pedestrian and bike Janes, will not “reconnect” in any way Black or Hispanic neighborhoods, as these groups are present only in lesser numbers in the tracts adjacent to the viaduct, except for those who reside in public housing facilities ‘owned by the Syracuse Housing Authority adjacent to the southem end of the viaduet; which is proposed to be removed as outlined below in the Blueprint 15 Plan, andbrosthcom 2 E-mail garland, bros@verizon.net 5/2022 09/30/2022 While you are with us in Syracuse, we will share with you the ways that the Community Grid, if itis, implemented as proposed by the DOT, will have a disproportionate and disparate impact on the minority populations, Here is a list of the topics for our agenda: [raffic fatalities in urban area: Tn 2019, traffic fatalities in urban areas overtook those in rural areas in the United States, and according to the recent AAA study, New York State statistics are considerably worse than the USA average, with 73% of all New York state traffic fatalities occurring in urban locations, compared with 55% nationally. The AAA study, “Draffic Fatalities on Urban Roads and Streets in Relation to Speed Limits and Speeding, United States, 2010-22019, AAA Foundation for Traffic Safety, July 2022”, provides a clear warning for the impact thousands of vehicles diverted to neighborhood streets will have. A copy of the report is available at https://asafoundation.org to-speed-timits-and-speeding-united-states-2010-2019/ Additionally, in May of this year, the National Highway Traffic Safety Administration (NHSTA) released its early estimate that 42,915 people died in motor vehicle traffic crashes last year, 2 10.5% increase from the 38,824 fatalities in 2020. This projection is the highest number of fatalities since 2005 and the largest annual percentage increase in the Fatality Analysis Reporting System's history. May 17, 2022. Again, these dire facts add to our concem for the disproportionate impact the proposed Community Grid will have on our neighborhoods. This report is available at 21-traffic https://www.nhtsa.gov/press-releases/early-estimate-20 fi SA%620) 3 %208ystem's20history Filling the South Side neighborhood streets with large volumes of vehicles, particularly during rush hours when agitated drivers are unhappy about the bottleneck created by the removal of the I81 viaduct route (0 and through the downtown area, would be bad for residents of those neighborhoods in so many additional ways. FHWA is already familiar with the impacts on health of air pollution from automobile and truck exhaust. Dramatically increasing the volume of traffic in the South Side neighborhoods would likely contribute to an increase in asthma attacks to adults and children in the adjacent neighborhoods. Increased air pollution would also be a significant contributor to increased heart disease incidence, premature death and adverse birth outcomes that have life-long impacts. Recent research adds to what is known of its impact in terms of causing cancer. It is important to understand that the NYSDOT’s lengthy process for the I-81 project proceeded hand- in-hand with a coordinated redevelopment effort on the part of downtown developers and large medical and educational institutions. In a Letter to the Editor dated October 14, 2021 from more than wwenty downtown developers states “Owe-local developers, builders and investors ~ want to voice our support for the Community Grid.” Their position clearly highlights the focus on downtown; not the residents of Syracuse's southside. The letter can be found at hupsvAvww.syracuse.com/opinion/2021/10/downtown-devel choosin pers-build-on. smomentum-by -#1-community-grid-guest-opinion. html That redevelopment effort, including what is known as the Blueprint 15 redevelopment plan, has at its core coordinating the removal of the viaduct with the demolition of the bulk of those public housing facilities at its south end — and their replacement with gentrified redevelopment - mixed use commercial, below market residential, and market rate residential developments. Rather than being benefitted by these coordinated demolition efforts, the bulk of the minority residents living near the viaduct would be displaced, many of them involuntarily, and compensated with Section 8 housing vouchers. Given the large number of public housing units to be destroyed and the small number that I be replaced with below-market units, and the already existing shortage of affordable housing in the City of Syracuse, the overall impacts to these minority residents will be overwhelmingly negative, In contrast, the viaduct removal project has been marketed as improving or beautifying “downtown. ‘The Blueprint 15 plan for demolishing and redeveloping the public housing projects was explicitly linked by the City of Syracuse as phase (wo of the viaduct demolition plan. The City’s application for n Choice Neighborhood grant was denied because the City proposed two phases when a i requirement was one phase. The City explained that the second phase, the deconstruction of the public housing, could not begin until the viaduct was removed, hutps://vww.syracuse.cony/news/2022/06/syracuse-rejected-for-50m-grant-to-rebuild-public-housing. ‘The NYSDOT picked the configuration it wanted 10 or more years ago and paid no heed (o the public’s technical and substantive submittals and concerns. In his March 21, 2022 letter to Secretary Buttig Complainant Frank Fowler observed: 2, former Syracuse Chief of Police and Fellow Title VI “The Albany DOT's stated goal, that of making amends for the disregard and displacement of the minority populations that lived in the path of the I-81 viaduct when it was first constructed 60 years ago, has been no more than a thinly disguised diversionary tactic. “Instead, the Albany DOT’s specific goal over the past ten plus years has been to accommodate downtown property owners, higher education facilities and the adjoining hospital complexes in their mutual goal of expanding both ways past the Interstate 81 viaduct, and to accommodate the parallel goal of gentrified residential development nearby. “Toward that end, the configuration they named a ‘community grid” was fashioned by the DOT to specifically discourage or prevent most of the traffic that now travels Almond Street and the 1-81 viaduct above, as well as the growing traffic volumes that would come with natural growth, from using a lightly traveled urban street, without regard for the harm that would be imposed outside of the very narrow area of their focus. andbrosthcom 4 E-mail garland, bros@verizon.net 5/2022 09/30/2022 New York's previous governor created and drove this clumsy mistake, with no thought for and no interaction with the minority population of Syracuse - in fact with apparent disdain for their interests. He sought to remove a vital artery in the interest of other, special interests, and gave no regard to the heavy burden that massively displaced traffic would inflict on $ inority community and on that community’s health and safety and on its economic vitality. Diverting heavy traffic onto the South Side residential streets would be contrary to earlie: planni ‘The Syracuse Metropolitan Transportation Council (SMTC) 1999 South Side Transportation Study, specifically called for safety improvements, traffic calming, and the like, not for overrunning those neighborhoods with more traffic for the benefit of more privileged neighborhoods. “Commuter traffic traveling through the study area divides residential neighborhoods and creates conflict between motorist and pedestrians, especially in areas surrounding schools and parks. ...Limiting commuter traffic traveling through the study area would help protect and improve the livability of neighborhoods and ‘would assist in the preservation and enhancement of the pedestrian nature of this area.” For details see page 56 which is available at: htips:f/smicmpo.org/?s=South+Side+Transportations Study Predominant public opinion, confirmed in all polling, including the most recent Zogby poll. ‘These concerns are held in the broadest sense by the overwhelming majority of our Central New York neighbors. Every one of the publie polls taken throughout this area since 2013 document that. The most recent, the telephone poll conducted by Zogby Strategies in October 2021 found that 72% of the respondents surveyed want the existing Interstate 81 viaduct to remain, while only 20% favored its removal (survey accuracy = 5%). And more specifically, 74% of Syracuse’s African-American residents surveyed favored keeping the viaduct and only 18% of those living closest to the highway favored its removal. Very similar numbers agreed “removing the viaduct would reduce air quality and cause crowded streets”, and “it would take more time to get to the hospital in case of an eme * and “the big winners from a new “grid” would be developers and gentrification of our local neighborhoods”. ‘The information submitted to NYSDOT in October 2021 summarizing the poll is attached. It is not our desire to criticize, but certain local elected officials clearly did not see the damage that would unavoidably result from the removal — without replacement — of the Interstate 81 Viaduct. Greater restriction of access to employment and economic opportunity. Most of the employment base in the Syracuse area, beginning with the University and medical complexes, is located north of Adams Street) which is the effective northern limit of South Side residential areas, The South Side residents are dependent on today’s I-81 route to access jobs in westem, northern, and eastern commercial and industrial areas, Removing the viaduct would make their travel to and from work significantly more difficult. Once again, the primarily minority neighborhoods would bear the disproportionate burden while the primarily White residents and the downtown business interests would benefit This outcome is projected, while rapid job growth is occurring in the Central New York region. Private sector jobs in the Syracuse metro area rose aver the year by 9.200, or 3.8 percent, to 254,400 in July 2022 as the economic recovery continued. Job gains occurred in leisure and hospitality (+3.200), andbrosthcom 5 E-mail garland, bros@verizon.net 5/2022 09/30/2022 professional and business services (+2,500), trade, transportation and utilities (+1,300), educational and health services (+900), financial activities (+600), other services (+500) and manufacturing (+300). Job losses occurred in natural resources, mining and construction (-100). The government job count rose over the year (+200), with state government experiencing the greatest job gains. Removing the viaduct without some replacement will make if more difficult for the minority residents on Syracuse’s South Side to take advantage of the region’s economic growth, See hitps://dol.ny.gov/labor-statistics-central new-york-region, The greatest job growth has been occurring north of Adams Street, the best access to which for South Side residents is the I-81 Viaduct which NYSDOT plans to demolish, A transportation equity analysis was requested, but never provided. * Disconnecting the South Side minority neighborhood Our previous correspondence and communications have informed you as to how the removal of the viaduct would disconnect the predominantly minority South Syracuse neighborhoods and residents regionally from their best and quickest route to downtown and suburban businesses and jobs and to the medical and educational institutions there. But equally important is the disconnect at the neighborhood level. The viaduct removal project would close off Martin Luther King, Jr. Bast, the surface arterial street that is a direct route to the hospitals and the University, leaving South Side residents to travel on bike or on foot for direct access. By disconnecting the South Side neighborhood, the Community Grid once again imposes an unfair burden on a minority community, a plan that would never be contemplated for a White neighborhood like Eastwood. This is another instance of racial injustice We understand that the I-81 Project includes thousands of pages of material. In preparing for your visit, we will have published reports as well as community members to provide you with the opportunity to gain a first- person understanding of the damage the Community Grid will inflict on our minority community. The results are clear that only 18% residents who live closest to the Interstate support the community grid alternative. Overwhelmingly ‘over 70% of respondents want the functionally of interstate 81. My neighbors are more than concerned about increased traffic, air quality, congestion and gentrification. Given all of the issues and concerns, the state and federal government should stop moving the Draft Environment Impact Statement process forward and engage the community in advancing a project that meets the needs and objectives of all stakeholders. ‘We do not want the mistakes of the 1950's and 1960's to be replicated again. Of the total calls made, 69% of the completed surveys were landline, 31% of the completed surveys were cell phones. The poll was completed October 3 through 6, 2021 Analysis After a decade of planning and public airing, the proposed 81 plan to remove sections ef the interstate, divert traffic to Interstate 481 and other focal streets and develop a community grid downtown has little support among the general public in the city of Syracuse, both the highest and lowest impact arcas within the city, throughout the remainder of Onondaga County, and among both black and white residents. The preferred eboice is to keep I-81 in some way. However, the real differences between city/county and whites/biacks are the numbers of undecicleds. The majority was stronger outside the city (57% to 39%) than within the city (49% - 44%). However, there was a stark contrast between Syracuse whites (44% agreed, 47% disagreed) vs. blacks (58% agreed, 37% disagreed), y-seven percent countywide agreed that removing 18 would reduce air quality and cause owded streets, while 36% disagreed. Syracuse residents felt a litle stronger (60% - 32%) than those outside the city (55% - 38%). But the real contrast was between city blacks (74% - 247) and city whites (53% - 39%), as well as those in the I-81 Impact Area (66%) vs. the Non- Impact Area (52%), About 7 in 10 (69%) felt that without I-81, it would fake more time 10 get to the hospital in case of an emergency. The strong sentiment was across the board. Only one in five (19%) agreed that the proposed grid made them more likely to walk and bicycie — more so among city residents (30%) than those outside the city (14%) ~ and twice as many blacks (43%) than whites (23%) in Syracuse. With new and exciting businesses coming in, 70% agreed that 1-81 should be kept in some way Only 25% disagreed. The sentiment was across the board, including 73% and 71% in the Impact and Non-Impact Areas. Nearly 3 in 5 (58%) agreed that the big winners from a new grid would be developers and gentrification of the local neighborhoods.
