NATIONAL LEGAL SERVICES AUTHORITY (LEGAL AID

CLINIC) REGULATION, 2011

National Legal Services Authority Regulation Act 2011, enforce from


the date of their publication in the official gazette. It deals with the
commencement of ‘Legal Aid Clinics’ National Legal Services
Authorities. It requires the establishment of one legal aid clinic per
village or a reasonable cluster of villages to ensure that legal
assistance is available in the most remote parts of India. ‘Legal Aid
Clinic’ means the provisions established by the district legal services
authority to provide basic legal services to villages with the assistance
of para legal volunteers, includes the legal aid clinic run by law
colleges and law universities. It basically serves the purpose of
providing legal advice not for the aim of earning profit but in general
public interest.
Legal aid clinics have to be manned by para legal volunteers selected
by the legal service authorities and lawyers with the sense of
commitment, sensibility and sensitiveness to the problems of common
people.
Every person eligible under section 12 of legal services authority act
1987 shall get free legal services in legal aid clinic. Legal services
rendered at the legal service clinic shall be wide ranging in nature. It
shall work like a single-window facility for helping the disadvantaged
people to solve their problems whenever needed.
The para legal volunteers engaged in legal aid clinic shall provide
initial advice to the persons seeking legal service, help such people
especially illiterate.
Legal aid clinic shall be located at place where the people of the
locality can have easy access. There shall be sign board in English
and local language which depicts the name of legal aid clinic, working
hours and days of working, which shall be regulated by the legal
service institute having territorial jurisdiction in consultation with the
district legal service authority.
Consultation between state legal service and national legal service
authority may fix the honorarium of lawyers and para legal volunteers
engaged in legal aid clinic.

Legal aid clinic shall be under the direct administrative control of the
district legal service authority.
The above regulations shall mutatis mutandis be applicable to the
student legal aid clinics setup by the law colleges and law universities.
