Background Island Garden City of Samal Advisory Council (CAC) and the Technical Working Group (TWG), after the February 28, 2019 meetings, passed Resolution No. 01 series of 2019 requesting representation from the Provincial Advisory Council of Davao Del Norte Provincial Police Office for the Creation of Tourist Police Unit. On December 4, 2019, PBGEN FILMORE B ESCOBAL., Regional Director, PRO 11 launched/activated the Tourist Police Unit with Thirty (30) Non Commissioned Officers and Two (2) Commissioned Officers. The PNP Regional Office 11 believes that the establishment of IGACOS Tourist Police Unit would give the tourists confidence for their safety and security. C. Purpose and Scope To promote security and safety to all destination areas, ports, terminals and any jump off points of tourist and business areas that deals with tourist. This prescribes the organizational standards in the creation and activation of Tourist Police Unit (TPU) in the Island Garden City of Samal under the operational and administrative control of the Davao Del Norte Police Provincial Office or under the IGACOS Police Station which over the NHQ approves.ea To enforce laws and ordinances relative to the protection of lives, properties ind environment in the area of responsibility; exercise the general power to arrest, detain, search and seize in accordance with existing laws; conduct regular patrol to ensure the safety and protection of both tourists and residents within the jurisdiction; coordinate with concemed police stations in monitoring and investigating all cases involving tourists; and take immediate appropriate action to resolve conflicts. D. Vision, Mission 1. Vision The Tourist Police Unit is envisioned to institutionalize an organic PNP Unit whose members possessed special qualities of competence, professionalism and dependability, totally devoted to serving with pride and enthusiasm, the needs of both foreign and domestic tourists towards the attainment of a highly competitive, tourist and environment-friendly province thereby making Davao del Norte, Specifically the Island Garden City of Samal as ‘one of the best tourist destinations in the Philippines. 2. Mission Consistent with the PNP’s mandated functions of enforcing the law, preventing and controlling crimes, maintaining peace ‘and order and ensuring public safety, the IGACOS Tourist Police Unit shall continuously train and maintain adequate number of personnel to be deployed in AOR to cater to the public safety and special needs of tourist in order to ensure their safety, stress-free and worthwhile stay in this part of the country. E. Assessment The Island is enjoying a stable peace and order situation wherein the united peace efforts of the PNP, AFP, LGU, other Law Enforcement Agencies & the general public will remain a binding force & strength in combating lawiessness in the city. The people of this island enjoyed the peaceful place to live, work and do business, the constant initiatives towards total development and the unyielding support of the LGU though the exemplar leadership of our ever supportive father of the City, HON. AL DAVID T UY, definitely attracted many tourists not only from neighboring provinces but from other part of the countries as well. F. Recommendation Promote good understanding among people in the tourism business in advocating the importance of public safety, preservation and fehabilitation of natural resources, and cooperation in helping correct and mitigate the problems of environmental deterioration. Monitor and investigate all cases involving tourist in coordination with concemed local police stations, resolve conflicts, and take immediate action on security and public safety concerns of tourists which are brought to its attention.Ensure the public safety of the tourists and residents in the locality by conducting regular patrol and appropriate police presence to places of tourist interest .
