Cebu City (December 3, 2022) -- A Sewage Treatment Plant (STP) will soon rise along
the Bulacao River.

Atty. Jerry Carillo, chairman of the Cebu City Disaster Risk Reduction Management
Council disclosed that a private entity has expressed its willingness to construct an STP
near the Bulacao River with no cost to the City Government.

“Naay ni duol namo, group ni sila na ni offer nga mag construct of STP near the
bulacao river aron limpyo na ang tubig na mogawas padulong sa bukana sa sapa,” said
Carillo in an interview with Cebu City News.

Carillo, who is also the river commander of Bulacao River said that this private entity
will handle the construction of the STP and the implementation of the three-meter
easement law along the river.

Furthermore, Carillo said the group will handle the relocation of residents affect by the
implementation of the three-meter easement as well.

“Nindot kaayo ni noh, kai this will be no cost to the city government as everything will
be financed by them,” he said.

The sewage plant will remove contaminants from sewage to produce an effluent that is
suitable for discharge to the river and its surrounding environment.

Currently, the group is securing initial permits and finalizing its proposal before it can be
presented to the City Council.

“This will be a big help kai not only na we are able to save funds, but the group will
handle everything, especially with the relocation sa mga residents, it is a win-win for all
of us,” Carillo said.

With this proposal, Carillo hopes to have this as a model for all rivers as the Department
of Environmental and Natural Resources tagged all rivers in the City as “dead and non-
habitable”.

“With this proposal this gives us hope that we can revive our rivers and contribute to
the environment as well,” Carillo said.
