Government was led by employed, political class paid by wealthy.

C] Power was held by the states


Power was held by the corporations.
Hobbes defined the corporation as a cancer module on the parent body – the state.
When the wealth becomes located in Corporations
The Corporations transform into states.
The states disintegrate into local entities.
