“What are the goals of comprehensive agrarian reform act?”

It’s known as act of comprehensive agrarian reform law of 1988 it is the policy of the state to pursue and
it’s for farmers, to promote social justice in the agriculture. The agrarian reform program is founded on
the right farmers and regular farmworkers, who are landless to recognize them. The state shall protect
the rights of fishermen, farmers, and especially local communities and shall provide support for them.
The government addressed key national goals through comprehensive agrarian reform program (CARP),
which began in 1987. However there are also controversy in the act such as relating to compensation of
lands acquired under this act, and other terms and conditions. This act is a more equitable distribution
with due regard to the rights of landowners, to provide farmers and farmworkers the opportunity to
enhance their dignity and improve the quality. The act shall recognize the right of farmers, farmworkers,
and landowners, as well as cooperative and other independent farmers organization, for their
appropriate technology and research financial production and etc. The state may resettle landless
farmers and farmworkers in agricultural estates, by means appropriate incentives benificiaries and small
landowners. Also the state will be guided by the principles that land has a social function and land
ownership has a social responisibility. The state may lease undeveloped lands for public domain to
qualified entities for development farms and crops, especially for exports. Idle or abandoned land refers
to agricultural land develop to produce any crop nor economic purpose, continuously for a period of (3)
three years will have a notice by the government.
