THW impose a tax on carbon emissions

Good morning Your Honor and Council


The topic for this debate is to impose tax on carbon emissions.
Let me discuss first the status quo:
Non-Annex countries or developing countries contribute to a
growing share of global green house gases emissions. In fact, 63
percent of current carbon emissions are contributed by
developing countries according to Center for Global Development.
As a signatory to Paris Agreement, The Philippines commits to a
projected greenhouse gas (GHG) emissions reduction and
avoidance of 75%, of which 2.71% is unconditional, for the
period 2020 to 2030 for the sectors of agriculture, wastes, industry,
transport, and energy.

For the purpose of this debate, allow me to set the parameters

-This house will impose tax on carbon emissions to bigger


industries such as energy sector with high carbon emissions
-The government revenues raised from the carbon emissions will
be allotted by incentivizing the industries with their commitment
to transition or develop green technology

Now unto my constructive speech

1. It is necessary to impose taxes on carbon emissions to the energy sector
Article II, Section 16 of the Philippine Constitution states that "the State shall protect and
advance the right of the people to a balanced and healthful ecology in accord with the rhythm
and harmony of nature."

The Philippines total GHG emissions in 2012 were 157.6 million metric tons
of carbon dioxide equivalent (MtCO2e), totaling 0.33 percent of global GHG
emissions. In the Philippines, 54 percent of GHG emissions came from the
energy sector, followed by the agriculture, industrial processes, waste, and
land-use change and forestry sectors which contributed 33 percent, 8
percent, 7 percent and -1 percent respectively to GHG emissions. 
 
We focus to impose tax to these industries particularly the energy sector
being a main contributor to carbon emissions.

The climate crisis requires that if we do not act now, there will be dire
consequences. Taxes on carbon emission will hold those
businesses/persons (with high carbon emissions) accountable.
The tax will discourage industries which have adverse environmental
impacts, and at the same time encourage these industries to innovate and
seek ways to lessen their carbon footprint.

2. This is a whole nation approach for environmental purposes

By imposing taxes on carbon emissions, industries will be more focused to


reduce its carbon emissions and at the same time encourage these
industries to innovate and seek ways to lessen their carbon footprint.
They upgrade our economy by adopting modern and low carbon
technologies and approaches that would help mitigate the climate crisis
and make our economy more resilient and our growth sustainable,

The agreement aims to substantially reduce global greenhouse gas emissions
