Rules, 1954 (hereinafter referred to as the principle rules),
for sub-rule (I) of rule 3, the following sub-rule shall be sub-
stituted, namely :—

NOTIFICATION
New Delhi, the 31 st December, 1997
G.S.R. 729(E).—In exercise of the powers conferred
by section 3 of the All India Services Act, 1951 (61 of 1951),
the Central Government after consultation with the State
Governments concerned and the Union Public Service Com-
mission hereby makes the following rules further to amend
the Indian Administrative Service (Recruitment) Rules, 1954,
namely:
1.(1) These rules may be called the Indian Adminis-
trative Service (Recruitment) Second Amend-
ment Rules, 1997.
(2) They shall come into force from the date of their
publication in the Official Gazette except rule 6,

which shall be deemed to have come into force
from the 1st day of January, 1994 and rule 8 which
shall come into force from the 1st day of January,
1998.
2. In the Indian Administrative Service (Recruitment)
"3. Constitution of the service.—(1) The Service
shall consist of the persons recruited to the service
in accordance with the provision of these rules."
3. In rule 4 of the principal rules,—
(i) sub-clause (aa) of sub-rule (1) shall be omitted;
(ii) for sub-rule (2), the following sub-rule shall be sub-
stituted, namely :—
"(2) Subject to the provisions of these rule,—
(a) the method or methods of recruitment to be
adopted for the purpose of filling up any par-
ticular vacancy or vacancies as may be required
to be filled during any particulay period of re-
cruitment, shall be determined by the Central
Government in consultation with the Commis-
sion and the State Government concerned;
(b) the number of persons to be recruited by each
method shall be determined on each occasion
by the Central Government in consultation with
the State Government concerned.";
4. In rule 5 of the principal rules, proviso to sub-rule
5. In rule 6 of the principal rules,—
(i) in sub-rule (2) the word, brackets and letters "and
(aa)" shall be omitted;
(ii) for sub-rule (3), the following sub-rule shall be sub-
stituted, namely :—
"(3) The initial appointment of persons recruited to
the service under clauses (b) and (c) of sub-rule (1)
of rule 4 shall be in the senior scale of pay."
6. In rule 7 of the principal rules,—
(i) in sub-rule (3), for the words "Scheduled Castes and
Scheduled Tribes", the words "the Scheduled Castes,
the Scheduled Tribes and Other Backward Classes"
shall be substituted;
(ii) in sub-rule (4), for the words "the Scheduled Castes
or the Scheduled Tribes"at both the places, the words
"the Scheduled Castes, or the Schedule Tribes or
Other Backward Classes" shall be substituted;
(iii) after sub-rule (4), the following proviso shall be in-
serted, namely :—
"Provided that candidates belonging to the Sche-
duled Castes or the Scheduled Tribes or Other Back-
ward Classes and declared by the Commision to be

suitable for appointment to the Service shall be ap-
pointed against unreserved vacancies, in case they
qualify for appointment to the Service based on their
merit without recourse to the benefit of reservation."
7. Rule 7A of the principal rules shall be omitted.
8. In rule 9 of the principal rules,—
(i) for sub-rules, (1) and (2), the following sub-rules
shall be substituted, namely :—
' (1) The number of persons recruited under rule 8
in any state or group of states shall not, at any time,
exceed 33-1/3 per cent ofthe number of senior posts
under the State Government, central deputation re-
serve, State deputation reserve and the training re-
serve in relation to that State or to the group of States,
in the Schedule to the Indian Administrative Ser-
vice (Fixation of Cadre Strength) Regulations, 1955
Provided that the number of persons recruited
under sub-rule (2) of rule 8 shall not at any time
exceed fifteen per cent of the number of persons
recruited under rule 8.
Explanation :—For the purpose of calculation ofthe
posts under this sub-rule, fractions, if any, are to
ignored.
(2) Notwithstanding anything contained in this rule,
in relation to the State of Jammu and Kashmir, the
number of persons recruited under sub-rule (1) shall
not upto the 30th April, 2002 exceed at any time,
fifty per cent of the number of senior posts under
the State Government, central deputation reserve.
Slate deputation reserve and the training reserve in
relation to that State in the Schedule to the Indian
Administrative Service (Fixation of Cadre Strength)
Regulations, 1955.";
(ii) sub-rules (2A) and (3) shall be omitted.
Explanatory note.—The provisions for reservation in
respect ofthe Other Backward Classes for recruitment to the
service were made applicalbe by the Central Government with
effect from the Civil Service Examination, 1994 onwards and
hence it is proposed to give retrostpective effect to the provi-
sions of sub-rules (3) and (4) of rule 7 ofthe Principal Rules
from the 1st day of January, 1994. It is certified that by giv-
ing retrospective effect to these provisions, nobody is being
adversely affected.

NOTIFICATION
New Delhi, the 31st December, 1997
G.S.R. 730(E).—In exercise of the powers conferred
by section 3 of the All India Services Act, 1951 (61 of 1951),
the Central Government after consultation with the State
Governments concerned and the Union Public Service Com-
mission hereby makes the following rules further to amend
the Indian Police Service (Recruitment) Rules, 1954,
namely :—
1.(1) These rules may be called the Indian Police Ser-
vice (Recruitment) Second Amendment Rules,
1997.
(2) They shall come into force from the date of their
publication in the Official Gazette except rule 6,
which shall be deemed to have come into force
from the 1st day of January, 1984 and rule 8
which shall come into force from the 1st day of
January, 1998.
2. In the Indian Administrative Service (Recruitment)
Rules, 1954 (hereinafter referred to as the principle rules),
for sub-rule (1) of rule 3, the following sub-rule shall be sub-
stituted, namely :—

"3. Constitution of the service.—(1) The Service
shall consist of the persons recruited to the service
in accordance with the provisions of these rules."
3. In rule 4 of the principal rules,—
(i) sub-clause (aa) of sub-rule (1) shall be omitted;
(ii) for sub-rule (2), the following sub-rule shall be sub-
stituted, namely :—
"(2) Subject to the provisions of these rules,—
(a) the method or methods of recruitment to be
adopted for the purpose of filling up any par-
ticular vacancy or vacancies as may be required

4. In rule 5 of the principal rules, proviso to sub-rule

(ii) for sub-rule (3), the following sub-rule shall be sub-
stituted, namely :—

(iv) after sub-rule (5), the following proviso shall be in-
serted, namely :—

NOTIFICATION

mission hereby makes the following rules further to amend
the Indian Forest Service (Recruitment) Rules, 1966,
namely:
1. (1) These rules may be called the Indian Forest
Service (Recruitment) Second Amendment
Rules, 1997.

(2) They shall come into force from the date of
their publication in the Official Gazette except
rule 7, which shall be deemed to have come into
force from the 1st day of January, 1994, and
rule 9 which shall come into force from the 1st
day of January, 1998,
2. In the Indian Forest Service (Recruitment) Rules,
1966, (hereinafter referred to as the principal rules),
(i) After sub-rule (a) of rule 2, the following sub-
rule shall be inserted.
"(aa) "direct recruit" means a person appointed
to the service after recruitment under clause (a)
ofsub-rule(2)of rule4."
(ii) Clause (ii) of sub-rule (9) of rule 2 shall be omit-
ted.
3. For rule 3 of the Principal rules, the following shall
be substituted, namely :—
"3. Constitution of the service,—(1) The Ser-
vice shall consist of the persons recruited to the
service in accordance with the provisions of these
rules."
4. In rule 4 of the principal rules,—
(i) Sub-rule (I) shall be omitted.
(ii) In sub-rule (2), the words "after the recruitment
under sub-rule (1), subsequent shall be omitted.
(iii) sub-clause (aa) of sub-rule (2) shall be omitted.
(iv) for sub-rule (3), the following shall be substituted,
namely:—
"(3) Subject to the provisions of these rules,
(a) the method or methods of recruitment
to be adopted for the purpose of filling
up any particular vacancy or vacancies
as may be required to be filled during
any particularly period of recruitment,
shall be determined by the Central Gov-
ernment in consultation with the Com-
mission and the State Government con-
cerned;
(b) the number of persons to be recruited
by each method shall be determined on
each occasion by the Central Govern-
ment in consultation with the State Gov-
ernment concerned.";
(v) sub-rules (3A) and (5) shall be omitted.
5. In rule 6 of the principal rules,—
(i) in sub-rule(2) the words "and (aa)" shall be omit-
ted.
(ii) for sub-rule (3), the following sub-rule shall be
substituted, namely:—
"The initial appointment of persons recruited to
the Service under clause (b) of sub-rule (2) of
rule 4 shall be in the senior scale of pay.".
6. In sub-rule (I) of rule 6A, the words "or clause (aa)"
[PART II-Sec. 3(i) ]
shall be omitted,
7. In rule 7 of the principal rules,
(i) in sub-rule (3), for the words "Scheduled Castes

Castes, the Scheduled Tribes and Other Backward,
Classes" shall be substituted'
(ii) After sub-rule (3) following proviso shall be in-

mission hereby makes the following regulations further to
amend the Indian Administrative Service (Appointment by
Promotion) Regulations, 1955, namely :—
1.(1) These Regulations may be called the Indian Ad-
ministrative Service (Appointment by Promotion)
Second Amendment Regulations, 1997.
(2) They shall come into force on the first day of

2. In the Indian Administrative Service (Appointment
by Promotion) Regulations, 1955 (hereinafter referred to as
the principle regulations), in regulation, in sub-regulation (1),
for clause (1), the following clause shall be substituted,
namely:—
(1) 'year' means the period commencing on the first
day of January and ending on the thirty first day
of December of the same year."
3. In regulation 5 of the principal regulations,
(i) for sub-regulation (1), the following sub-regula-
tion shall be substituted, namely :—
"(1) Each Committee shall ordinarily meet
every year and prepare a list of such members of
the State Civil Service as are held by them to be
suitable for promotion to the Service. The num-
ber of members of the State Civil Service to be
included in the list shall be determined by the
Central Government in consultation with the State
Government concerned, and shall not exceed the
number of substantive vacancies as on the first
day of January of the year in which the meeting
is held, in the posts available for them under rule
9 of the recruitment rules. The date and venue of
the meeting of the Committee to make the Selec-
tion shall be determined by the Commission :
Provided that no meeting of the Committee
shall be held, and no list for the year in question
shall be prepared when,

(a) there are no substantive vacancies as on the
first day of January of the year in the posts avail-
able for the members of the State Civil Service
under rule 9 of the recruitment rules; or
(b) the Central Government in consultation
with the State Govrnment decides that no recruit-
ment shall be made during the year to the sub-
stantive of vacancies as on the first day of Janu-
ary of the year in the posts available for the mem-
bers of the State Civil Service under rule 9 of the
recruitment rules; or
(c) the Commission, on its own or on a pro-
posal made by either the Central Government or
the State Government, after considering the facts
and circumstances of each case, decides that it is
not practicable to hold a meeting of the Commit-
tee to make the selection to prepare a select list.
Explanation.—In the case of joint cadres, a separate
select list shall be prepared in respect of each
State Civil Service.";
(ii) in sub-regulation (2), and in sub-regulation (3)
for the word "April", whereas it occurs, the word
"January"shall be substituted;
(iii) in sub-regulation (3), for the first proviso the fol-
lowing proviso shall be substituted, namely :—
"Provided that a member of the State Civil
Service whose name appears in the select list in
force immediately before the date of the meeting
of the Committee and who has not been appointed
to the Service only because he was included pro-
visionally in the select list shall be considered
for inclusion in the fresh list to be prepared by
the Committee, even if he has in the meanwhile,
attained the age of fifty four years.";
(iv) after sub-regulation (3), the following sub-regu-
lation shall be inserted, namely :—
"(3 A)The Committee shall not consider the case
of such member of the State Civil Service who
had been included in an earlier select list and—
(a) had expressed his unwillingness for ap-
pointment to the Service under regulation 9 :
Provided that he shall be considered for in-
clusion in the select list, if before the commence-
ment of the year, he applies in writting, to the
State Government expressing his willingness to
be considered for appointment to the Service;
(b) was not appointed to the Service by the
Central Government under regulation 10.";
(v) sub-regulation (6) shall be omitted.
4. In regulation 7 of the principal regulations,-—
[PART II—Sec. 3(i)]
(i) for sub-regulation (2), the following sub-regula-
tion shall be substituted, namely:—
"(2) If the Commission considers it necessary
to make any changes in the list received from the
State Government, the Commission shall inform
the State Government and the Central Govern-
ment of the changes proposed and after taking
into account the comments, if any, of the State
Government and the Central Government, may
approve the list finally with such modification, if
any, as may, in its opinion, be just and proper";
(ii) for sub-regulation (4), the following sub-regula-
tion shall be substituted, namely:—
"(4) The select list shall remain in force till the
31st day of December of the year in which the
meeting of the selection committee was held with
a view to prepare the list under sub-regulation
(1) of regulation 5 or up to sixty days from the
date of approval of the select list by the Commis-
sion under sub-regulation (1) or, as the case may
be, finally approved under sub-regulation (2),
whichever is later:
Provided that where the State Government
has forwarded the proposal to declare a provi-
sionally included officer in the select list as "un-
conditional", to the Commission during the pe-
riod when the select list was in force, the Com-
mission shall decide the matter within a period
of ninety days or before the date of meeting of
the next selection committee, whichever is ear-
lier and if the Commission declares the inclusion
of the provisionally included officer in the select
list as unconditional and final, the appointment
of the concerned officer shall be considered by
the Central Government under regulation 9 and
such appointment shall not be invalid merely for
the reason that it was made after the select list
ceased to be in force :
Provided further that in the event of any
new service or services being formed by enlarg-
ing the existing State Civil Service or otherwise
being approved by the Central Government as
the State Civil Service under clause (j) of sub-
regulation (1) of regulation 2, the select list in
force at the time of such approval shall continue
to be in force until a new list prepared under regu-
lation 5 in respect of the members of the new
State Civil Service, is approved under sub-regu-
lation (1) or, as the case may be, finally approved
under sub-regulation (2).";
(iii) sub-regulation (5) shall be ommitted.
5. Regulation 8 of the principal regulations shall be
omitted.

2. In the Indian Police Service (Appointment by
Promotion) Regulations, 1955 (hereinafter referred to as the
principal regulations), in regulation 2, in sub-regulation (1),
for clause (1), the following clause shall be substituted,
namely:—

subject to any "agreement regarding filling up of
the vacancies in the Joint Cadre by promotion

in connection with the affairs of any such
State, be made in the order in which the names
of the members of the state police service occur
in the relevant parts of the select list for the
time being in force:
Provided further that the appointment of an
officer, whose name has been included or deemed
to be included in the select list provisionaly
under the proviso to sub-regulation (5) of
regulation 5 or under the proviso to sub- ,
regulation (3) of regulation 7, as the case may
be, shall be made within sixty days after the
name is made unconditional by the Commission
in terms of the first proviso to sub-regulation
(4) of regulation 7:
Provided also that in case a select list officer
has expressed his unwillingness for appointment
to the Service, he shall have no claim for
appointment to the Service from that select list
unless he informs the Central Government
through the State Government before the expiry
of the validity period of the select list, revoking
his earlier expression of unwillingness for
appointment to the service.";
(ii) sub-regulation (2) shall be omitted.

Amendment Regulations, 1997.
(2) They shall come into force on the first day of
January, 1998.
2. In the Indian Forest Service (Appointment by Promo-
tion) Regulations, 1966 (hereinafter referred to as the principle
regulations), in sub-regulation (1) of regulation, 2, for clause
(g) the following clause shall be substituted,namely:—
"(g) 'year' means the period commencing on the first
day of January and ending on the thirty first day of
December of the same year.".
3. In regulation 5 of the principal regulations,
(i) for sub-regulation (1), the following sub-regula-
tion shall be substituted, namely :—
"(1) Each Committee shall ordinarily meet every year
and prepare a list of such members of the State For-
est Service as are held by them to be suitable for

the State Forest Service to be included in the list
shall be determined by the Central Government in
consultation with the State Government concerned,
and shall not exceed the number of subtantive va-
cancies as on the first day of January of the year in
which the meeting is held, in the posts available for
them under rule 9 of the recruitment rules. The date
and venue of the meeting of the Committee to make
the selection shall be determined by the Commis-
sion:
Provided that no meeting of the Committee shall be held,
and no list for year in question shall be prepared when,
(a) there are no substantive vacancies as on the first
day of January of the year in the posts available for
the members of the State Forest Service under rule 9
of the recruitment rules; or

(b) the Central Government in consultation with the State
Government decides that norecruitmentshall be made
during the year to the substantive vacancies as on
the the first day of January of the year in the posts
available for the members of the State Forest Service
under rule 9 of the recruitment rules; or
(c) the Commission, on its own or on a proposal made
by either the Central Government or the State Gov-
ernment, after considering the facts and circum-
stances of each case, decides that it is not practi-
cable to hold a meeting of the Committee to make the
selection to prepare a select list.

such member of the State Forest Service who had
been included in an earlier select list and—
(a) had expressed his unwillingness for appointment
to the service under regulation 9:
Provided that he shall be considered for inclusion in
the select list, if before the commencement of the
year, he applies in writing, to the State Government
expressing his willingness to be considered for ap-
pointment to the Service;
(b) was not appointed to the Service by the Central
Government under regulation 10.";
(v) sub-regulation (5) shall be omitted.

(iii) sub-regulation (5) shall be omitted.

7. In regulation 10 of the principal regulations, the words

G.S.R. 73S(E).—In exercise of the powers conferred by
section 3 ofthe All India Services Act, 1951 (61 of 1951)and
in pursuance of sub-rule (2) of rule 8 of the Indian
Administrative Service (Recruitment) Rules, 1954, and in
supersession of the Indian Administrative Service
(Appointment by Selection) Regulations, 1956, except as
respects things done or omitted to be done before such
supersession, the Central Government in consultation with
the State Governments and the Union Public Service
Commission, hereby makes the following regulations,
namely:—
1. Short title and commencement :—(1) These
Regulations may be called the Indian Administrative
Service (Appointment by Selection) Regulations,
1997
(2) They shall conic into force on the first day of
January, 1998.
2 Definitions:—In these regulations, unless the
context otherwise requires,—
(a) "Committee" means the Committee as constituted
under regulation 3 of the Indian Administrative
Service (Appointment by Promotion) Regulations,
1955;
(b) "Promotion Regulations" means the Indian
Administrative Service (Appointment by
Promotion) Regulations, 1955;
(c) "Recruitment Rules" means the Indian
Administrative Service (Recruitment) Rules, 1954;
and
(d) Words and expressions used herein and not
defined but defined in the Indian Administrative
Service (Recruitment) Rules, 1954, and Indian
Administrative Service (Appointment by
Promotion) Regulations, 1955 shall have the
meanings respectively assigned to them in those
Rules and Regulations.
3. Determination of vacancies to be filled:—The
Central Government shall, in consultation with the
State Government concerned, determine the number
of vacancies for which recruitment may be made
under these regulations each year. The number of
vacancies shall not exceed the number of substantive
vacancies, as on the first day of January of the year,
in which the meeting of the Committee to make the
selection is held.
[PART II—Sec. 3(i)]
4, State Government to tend proposals for
consideration of the Committee:—(1) The State
Government shall consider the case of a person not
belonging to the State Civil Service but serving in
connection with the affairs of the State who,
(i) is of outstanding merit and ability; and
(h) holds a Gazetted post in a substantive capacity ;
and
(iii) has completed not less than 8 years of
continuous service under the State Government
on the first day of January of the year in which
his case is being considered in any post which
has been declared equivalent to the post of
Deputy Collector in the State Civil Service and
propose the person for consideration of the
Committee. The number of persons proposed
for consideration of the Committee shall not
exceed five times the number of vacancies
proposed to be filled during the year :
Provided that the State Government shall not
consider the case of a person who has
attained the age of 54 years on the first day
of January of the year in which the decision
is taken to propose the names for the
consideration of the Committee:
Provided also that the State Government shall
not consider the case of a person who,
having been included in an earlier select list,
has not been appointed by the Central
Government in accordance with the
provisions of regulation 9 of these
regulations.
5. Preparation of a list of suitable Officers by the
Committee:—The Committee shall meet every year
to consider the proposal of the State Government
made under regulation 4 and recommend the names
of the persons, not exceeding the number of
vacancies to the filled under regulation 3, for
appointment to the Service. The suitability of a
person for appointment to the service shall be
determined by scrutiny of service records and
personal interview:
Provided that no meeting of the Committee shall be
held and no list for the year in question shall be
prepared, when
(a) there are no substantive vacancies as on the first
day of January of the year in the posts available
for recruitment of persons under sub-rule (2) to
rule 8 read with proviso to sub-rule (1) to rule 9 of
the recruitment rules; or
(b) the Central Government in consultation with the
State Government decides that no recruitment
shall be made during the year to the substantive
vacancies as on the first day of January of the

7. Preparation of select list by the Commission:—(1)
The Commission shall consider the list prepared by
the Committee, the observations, if any, of the Central
Government and the State Government concerned
on the recommendations of the Committee and
approve the list subject to the provisions of sub-
regulation (2) which shall be termed as a select list.
(2) If the Commission considers it necessary to make
any amendment in the list, it shall consult the Central
Government and the State Government concerned

concerned, may approve the list with such
amendments, if any, as are in its opinion, just and
proper.
8. Appointment to the Service from the select
list:—(1) Appointment of persons who are included
in the select list, and are willing to be appointed to
the Service, shall be made by the Central Government
within a period of sixty days, in the order in which
the names of such persons appear in the select list:

hereby makes the following rules further to amend the Indian
Administrative Service (Regulation of Seniority) Rules, 1987,
namely :-
1. (1) These rules may be called the Indian Administra-
tive Service (Regulation of Seniority) Amendment
Rules, 1997.
(2) They shall come into force on the first day of
January, 1998.
2. In the Indian Administrative Service (Regulation of
Seniority) Rules, 1987 (hereinafter referred to as the principal
rules), in rule 3, in sub-rule (3), for clauses (ii) and (iii), the
following clauses shall be substituted, namely:-
"(ii) The year of allotment of a promotee officer shall be
determined with reference to the year in which the
meeting of the Committee to make selection, to pre-
pare the select list on the basis of which he was
appointed to the Service, was held and with regard
to the continuous service rendered by him in the
State Civil Service not below the rank of a Deputy
Collector or equivalent, up to the 31 st day of Decem-
ber of the year immediately before the year in which
meeting of the Committee to make selection was held
to prepare the select list on the basis of which he
was appointed to the Service, in the following man-
ner:-
(a) for the service rendered by him upto twenty
one years, he shall be given a weightage of
one year for every completed three years of
service, subject to a minimum of four years;
(b) he shall also be given a weightage of one year
for every completed two years of service be-

(a) for the service rendered by him upto twenty
one years, he shall be given a weightage of
one year for every completed three years of
service, subject to a minimum of four years;
(b) he shall also be given a weightage of one year
for every completed two years of service be-
yond the period of twenty one years, referred
to in sub-clause (a), subject to a maximum of
three years.
Explanation: For the purpose of calculation of the weightage
under this clause, the fractions, if any, shall be ignored:
Provided that he shall not be assigned a year of allot-
ment earlier than the year of allotment assigned to an
officer senior to him in that select list or appointed to
the service on the basis of an earlier select list:
Provided further that he shall not be allotted a year
earlier than the year of allotment assigned to an officer
already appointed to the service in accordance with
sub-rule (1) of rule 8 of the recruitment rules, whose
length of Class I continuous service in the State Civil
Service is equal to or more than the length of Class I
continuous service of the former in connection with the
affairs of the State.
Explanation : The length of the relevant Class I continuous
service in either case shall be with reference to the 31 st day of
December of the year immediately before the year in which the
meeting of the Committee to make selection was held to pre-
pare the select list on the basis of which appointment were
made in the respective cases."

2. Definitions:
In these rules, unless the context otherwise requires :
(a) 'Cadre' means the Indian Forest Service Cadre
constituted in accordance with rule 3 of the Cadre
Rules:
(b) 'Cadre Rules' means the Indian Forest Service
(Cadre) Rules, 1966;

(c) 'Cadre Schedule' means the Schedule to the
Indian Forest Service (Fixation of Cadre Strength)
Regulations, 1966;
(d) 'Commission' means the Union Public Service
Commission;
(e) 'Competitive examination' means the examination
referred to in rule 7 of the Recruitment Rules;
(f) ' direct recruit officer' means an officer appointed
to the service through a competitive examination
in accordance with rule 7 of the Recruitment
Rules;
(g) 'gradation list' means the gradation list prepared
under rule 5 of these rules;
(h) 'officer' means a member of the Service;
(i) 'Promotee officer' means an officer appointed to
the service in accordance with the provisions of
the Indian Forest Service (Appointment by Pro-
motion) Regulations, 1966;
0) 'Recruitment Rules' means the Indian Forest
Service (Recruitment) rules, 1966;
(k) 'Select List means the Select List prepared in ac-
cordance with the Indian Forest Service (Appoint-
ment by promotion) Regulations, 1966,
(I) ' Service' means the Indian Forest Service;
(m) 'State Cadre' and 'Joint Cadre' have the mean-
ings respectively assigned to them in the Cadre
Rules;
(n) ' State Government concerned' in relation to a Joint
Cadre means the Joint Cadre Authority,
3. Assignment to year of allotment
(1) Every officer shall be assigned a year of allotment in
accordance with the provisions hereinafter contained in these
rules;
(2) The year of allotment of an officer in service at the
commencement of these rules shall be the same as has been
assigned to him or may be assigned to him by the Central
Government in accordance with the rules, orders and instruc-
tions in force immediately before the commencement of these
rules;
(3) The year of allotment of an officer appointed to the
service after the commencement of these rules shall be as
follows:—
(i) the year of allotment of a direct recruit officer shall
be the year following the year in which the com-
petitive examination was held;

Provided that if direct recruit officer is per-
mitted to join probationery training under Sub-
rule (1) of Rule 6 of the Indian Forest Service (Pro-
bation) Rules, 1968 with the direct recruit officers
of subsequent year of allotment, then he shall be
assigned that subsequent year as the year of
allotment
(ii) The year of allotment of a promoteeofficershall be
determined with reference to the year in which
the meeting of the Committee to make selection,
to prepare theselectlist on the basis of which he
was appointed to the Service, was held and with
regard to the continuous service rendered by him
in the State Forest Service, up to the 31st day of
December of the year immediately before the year
in which meeting of the Committee to make selec-
tion was held to prepare the select list on the
basis of which he was appointed to the Service,
in the following manner :—
(a) for the service rendered by him upto twenty
one year, he shall be given a weightage of
one year for every completed three years of
service, subject to a minimum of four years;
(b) he shall also be given a weightage of one
year for every completed two years of
service beyond the period of twenty one
years, referred to in sub-clause (a), subject
to a maximum of three years.
Explanation: For the purpose of calculation of the weightage
under this clause, the fractions, if any, are to be
ignored,
Provided that he shall not be assigned a year of allot-
ment earlier than the year of allotment assigned to an officer
senior to him in that select list or appointed to the service on
the basis of an earlier select list;
4. Inter-se seniority of the officer who are assigned the same
year of allotment
The intcr-se seniority of the officers appointed to the
Service shall be in the following order in each category the
inter-se seniority shall be determined in the following
manner:—
(i) direct recruit officers shall be ranked inter-se in
the order of merit as determined in accordance
with rule 10 or the Indian Forest Service
(Probation) Rules, 1954;
(ii) promotee officers shall be ranked inter-se in the
order of their dates of appointment to the service.
Provided that is the appointment of more than
one officer is the same, their inter-se seniority
shall be in the order in which their names are ar-

ranged in the Select List on the date of appoint-
ment to the Service.
5. Gradation List
There shall be prepared every year for each State Cadre
and Joint Cadre a gradation List consisting of the names of all
officers borne on that Cadre arranged in order of seniority.
6. Fixation of the seniority of officers transferred to another
Cadre
(1) If a direct recruit officer is transferred from one cadre
to another in public interest, his year of allotment shall remain
unchanged and his inter-se position among the direct recruits
having the same year of allotment in the cadre to which he is
transferred shall remain the same as determined in accordance
with rule 11 of the Indian Forest Service (Probation) Rules,
1968.
(2) Ifa promotee officer is transferred from one cadre to
another in public interest, his year of allotment shall remain
unchanged and he shall be ranked inter-se with promotee
officers having the same year of allotment in the cadre to
which he is transferred with reference to the date of the basis
of which he was assigned the year of allotment under these
rules.
(3) If an officer is transferred from one cadre to another at
his request, he shall be assigned a position in the gradation list
of the cadre to which he is transferred below all the officers of
his category borne on that cadre who have the same year of
allotment
Provided that in the case of a direct recruit officer trans-
ferred from one cadre to another at his request, his seniority in
the list prepared under rule 11 of the Indian Forest Service
(Probation) Rules, 1968 shall remain unaffected for the
purpose of the said list.
7. Interpretation
If any question arises as to the interpretation of these it
shall be referred to the Central Government for decision.
8. Repeal and Savings
(1) The Indian Forest Service (Regulation of Seniority),
Rules, 1968 in force immediately before the commencement of
these rules are hereby repealed.
(2) The seniority of the officers appointed to the Service
prior to the coming into force of these rules shall be deter-
mined in accordance with the Indian Forest Service (Regula-
tion of Seniority) Rules, 1968 in force on the date of their
appointment to the service.
Provided that any order made or action taken under the
rules so repealed shall be deemed to have been made or taken
under the corresponding provisions of these rules.

G.S.R. No. 740(E).—In exercise of the powers conferred
by sub-section (1) of section 3 of the All India Services Act,
1951 (61 of 1951), read with sub-rules (!) and (2) of Rule 4 of
the Indian Police Service (Cadre) Rules, 1954, the Central
Government, in consultation with the Governments of the
States concerned, hereby make the following regulations to
amend the Indian Police Service (Fixation of Cadre Strength)
Regulations, 1955, namely:—

G.S.R 741(E).—In exercise of the powers conferred by
sub-section (1) of section 3 of the All India Services Act 1951
and read with sub-rules (1) and (2) of rule 4 of the Indian
Forest Service (Cadre) Rules, 1966, the Central Government,
in consultation with the Governments of the States concerned,
hereby make the following regulations to amend the Indian
Forest Service (Fixation of Cadre Strength) Regulations, 1966,
namely:—
1. (l)TheseRegulationsmaybecalled the Indian Forest
Service (Fixation of Cadre Strength) Third Amendment
Regulations, 1997.
(2) They shall come into force on 1st January, 1998.
