Incident Command System Scenario

Zamboanga City is composed of approximately 800,000 people in the south-west part


of Zamboanga del Sur. It serves as the hub for much of the economic and social infrastructure
of the area. The downtown area houses the City Hall and other commercial business. The
national highway passes through the MCLL and serves as a key transportation route for
moving people and goods through the provinces nearby. The City is also situated nearby the
seabeds of South China Sea and Sulu Sea.
The KCC Mall de Zamboanga is one of the biggest commercial mall in Zamboanga
city and has helped many resident in Zamboanga for employment. With a nearby Hospital and
Air Transportation, KCC is considered as the center of the City's Mall. It is 10:00am in the
morning of March 29, 2022, about an hour ago the KCC Mall de Zamboanga was hit by what
felt like a moderate earthquake about intensity 7. Damage is being reported in various locations
specifically in the City Area, but there is no current accurate assessment of the overall damage.
Police officer on scene report damage to building and nearby establishment. It appears,
however, that the most severe damage is the entrance mall of the KCC. Initial reports received
state that the earthquake triggered a landslide in those area near the river. Several also reports
indicates that there is damage to the nearby commercial establishment. Communication, water
and power supplies have been disrupted in the center of the incident. There are also reports of
landslide in multiple location along the river of Sta. Maria. Many people within the vicinity of
KCC rush away as far as they can, but reports have found that some employees and customers
have been trapped inside. Some government and private people have voiced their availability
to respond, but many are pre-occupied with the whereabouts of the family members and others
who cannot be located.
The City Disaster Risk Reduction Management Council has been convened on short
notice and is discussing response needs and options. Council members realize very quickly that
the scale of the damage exceeds their capacity to respond. However, with the closure of some
highways, they will likely be on their own for at least 2 days. The CDRRMC has activated the
local EOC and requested members of the City Incident Management Team (CIMT) to report to
the City Hall. The CDRRMC has also requested assistance from several Rescue Units, AFP,
Police to mobilize assistance, but informs that the assistance will be available within 1 hour.
You are the CIMT and you are requested to respond to the incident to assume the
Incident Management Role. The CDRRMO tells you that one police Superintendent is
currently the IC but he is overwhelmed and would like to transfer command of the incident to
you.
Your objectives are the following:
 Save and sustain Lives
 Assess disaster Impact
 Ensure infrastructure and
 Utilities are maintained and restored.
The following resources and supplies are already on scene in KCC responding to the
earthquake.
 4 police unit with 2 officer per vehicle (po1, po2, po3, po4)
 1 police superintendent (ps1)
 3 ambulance (amb1, amb2, amb3)
 2 dump truck with operator (dt1, dt2)
 2 back hoe (bh1, bh2) 20 community volunteer.
 Food supplies.
The mayor has also placed an order for the following additional resources:
 1 police unit with 2 officer (po5)
 2 fire engine with 4 firefighter (fe1, fe2)
 1 fire superintendent (fs1)
 2 emergency medical task force (1 doctor, 4 nurses, 5 emt)
 2 ambulance (amb4, amb5)
 3 search and rescue team of 20 person per team (sar1, sar2, sar3) 500 family
emergency kits.

 Restore water, communication, and power supplies to the center of incident
(KCC Mall).
 Complete Preliminary Damage Assessment of all damaged nearby structures
in areas affected.
 Provide assistance to those who might have localized flooding problems

5. Summary Report of ICS

In the given scenario, the KCC Mall de Zamboanga was struck by a mild
earthquake of magnitude 7 at around 10:00 a.m. on March 29, 2022, about an hour ago.
Damage has been reported in a number of areas throughout the city, and current exact
assessment of the entire damage is still on the process.

The above organization chart is a visual wall chart that depicts the ICS
organization position assignments for the incident. CDRRMC has been assigned the
position of Incident Commander. They will provide overall incident response leadership
and delegate authority to others. They will be given overall direction by the
administrator/official of the agency. The CIMT is designated as the liaison officer, and
their role is to assist the Incident Commander by acting as a point of contact for agency
officials who are assisting with the operation. The AFP, Rescue Units, Police Unit,
Medical Task Force, and three sets of Search and Rescue Teams are all part of the
Operation Section. This division is in charge of coordinating all operations in support of
the emergency response and putting the action plan into action(s). These are the teams
tasked with reducing the immediate threat, establishing situation control, and restoring
normal conditions. It is overseen by Council Members or the Infrastructure Damage
Assessment while in the Planning Section.

They are in charge of overseeing Situation Status and Damage Assessment as well
as planning ongoing actions (both structural and infrastructure). The portion after that is
the Logistics section. Its purpose is to provide assistance to the Section of Operations
This section is responsible for providing all resources and support for the response
operation, including procurement, delivery arrangements, and resource deployment.
Finally, the last section is the Finance Section. They are responsible for all accounting
and financial parts of the disaster, as well as any other administrative requirements, and
set up the accounting system to be utilized for the emergency, as well as overseeing all
accounting and financial aspects of the disaster, under this section.

The initial actions upon arrival on the incident site are to conduct and on-scene
evaluation, identify and implement initial priorities and objectives and conduct resource
needs assessment, evaluate, organize, deploy and lead on-scene resources, and evaluate
and manage incident personnel. Within the next 24 hours, the whole team must verify and
validate information from the notification phase, confirm injuries, fatalities, and threats to
public and responders, verify existing responder support services, ensure that pre-
deployment operations risk assessment is conducted, determine additional risks: security,
weather, unstable situation, etc. Review contingency plans, communicate priorities and
objectives to responders; update as conditions change, deploy response resources, to
protect sensitive areas such as environmental, and critical infrastructure, document
decisions and actions. Also to communicate them to incident command personnel. Within
48 hours, restoration of water, communication, and power supplies to the center of
incident (KCC Mall) were cone, a complete Preliminary Damage Assessment of all
damaged nearby structures in areas affected and provided assistance to those who might
have localized flooding problems.

In response to the earthquake, an incident facilities is established by the Incident


Commander. The Incident Command Post (ICP) is located at KCC Centro Pastoral
Parking Area. It is positioned outside of the present and potential hazard zone but close
enough to the incident to maintain command. The location is a good place to oversee all
incident operations. Two staging areas were temporary located inside Zamboanga
International Airport alongside the Sta. Maria Road. It was located in the specified are
because it is located close enough to the incident for a timely response, but far enough
away to be out of the immediate impact zone. It is where available personnel and
equipment are kept while waiting for tactical assignments. These are collocated with the
ICP, Bases, Camps, Helibases, and Helispots.
There is one base set up near the ICP. The base is the location from which
primary logistics and administrative functions are coordinated and administered. It is
established and managed by the Logistics Section. Another facilities found near the
incident site are the Camps. There are three camps for this incident and the two camps are
located at the Zamboanga International Airport and the other one is located beside the
base. The three camps Are temporary locations within the general incident area that are
equipped and staffed to provide food, water, sleeping areas, and sanitary services. This is
where resources may be kept to support incident operations if a Base is not accessible.
The Helibase and Helispots are located inside the Zamboanga International Airport. This
is the perfect place for where helicopter-centered air operations are conducted and
helicopters can safely land and take off.
