Part 1 – Invitation and Submission Instructions
1.1 Invitation to Respondents
This Request for Supplier Qualifications (“RFSQ”) is an invitation by Centre d’excellence
en approvisionnement FRANCOachat and its participating agencies (“CEA
FRANCOachat”) to prospective respondents to qualify in accordance with Evaluation of
Responses (Part 2) for eligibility to provide Voice and Data Cabling as further
described in Section A of the RFSQ Particulars (Appendix C) (the “Deliverables”).

This competitive procurement process is being completed on behalf of the following


school board(s):

The Boards are seeking bids from qualified voice & data cabling companies to supply
and install voice and data cabling on an as-needed basis for all of their sites.

1.2 RFSQ Contact

Respondents and their representatives are not permitted to contact any employees,
officers, agents, elected or appointed officials or other representatives of CEA
FRANCOachat, other than the RFSQ Contact, concerning matters regarding this RFSQ.
Failure to adhere to this rule may result in the disqualification of the respondent and the
rejection of the respondent’s response.

1.3 Master Framework Agreement


Selected respondents will be invited to enter into an agreement in the form set out in
Appendix D (the “Master Framework Agreement”), which will govern the potential

subsequent provision of the Deliverables pursuant to invitational second-stage
competitive processes. The term of the Master Framework Agreement is to be for a
period of (3) three with an option in favour of CEA FRANCOachat’s participating
agencies to extend the Master Framework Agreement, unless otherwise agreed to by
the participating agencies, on the same terms and conditions for an additional term of
up to two (2) one year renewal option. Joint submissions are acceptable however if a
joint submission is made, the submission must clearly indicate which party will act as
the prime contractor.

Framework Agreement

The RFSQ timetable is tentative only and may be changed by CEA FRANCOachat at
any time. For greater clarity, business days means all days that CEA FRANCOachat is
open for business.

1.5 Submission of Responses


1.5.1 Responses to be Submitted at the Prescribed Location
Responses must be submitted through CEA FRANCOachat’s online portal at:

https://francoachat.bonfirehub.ca/portal

Submissions by other methods will not be accepted.

Minimum system requirements are Google Chrome or Mozilla Firefox. Javascript must
be enabled.

related to submissions, or visit Bonfire’s help forum at

1.5.2 Responses to be Submitted on Time
Responses must be uploaded and finalized on or before the Submission Deadline set
out in the RFQ Timetable. Responses sent after the Submission Deadline will not be
accepted.

Uploading large documents may take significant time, depending on file size and
internet connection speed. It is strongly recommended that respondents allow sufficient
time of at least one (1) hour before the Submission Deadline to upload documents and
finalize their submissions.

Respondents will receive an email confirmation receipt with a unique confirmation


number upon finalizing their submissions.

1.5.3 Responses to be Submitted in Prescribed Manner


Respondents should submit one electronic copy of their response in the file formats
listed under Requested Information for this opportunity in CEA FRANCOachat’s portal.

The maximum upload file size is 100 MB.

Documents should not be embedded within uploaded files, as the embedded files will
not be accessible or evaluated.

1.5.4 Amendment of Responses


Respondents may amend their responses prior to the Submission Deadline by un-
submitting the response and re-submitting a revised response through CEA
FRANCOachat’s portal.

1.5.5 Withdrawal of Responses


At any time throughout the RFSQ process, a respondent may withdraw a submitted
response. To withdraw a response prior to the Submission Deadline, a respondent
should un-submit the response through CEA FRANCOachat’s portal. Following the
Submission Deadline, a notice of withdrawal must be sent to the RFSQ Contact and
must be signed by an authorized representative of the respondent. CEA FRANCOachat
is under no obligation to return withdrawn responses.

Part 2 – Evaluation and Selection
2.1 Stages of Evaluation
CEA FRANCOachat will conduct the evaluation of responses in the following three
stages:

2.2 Stage I – Mandatory Submission Requirements


Stage I will consist of a review to determine which responses comply with all of the
mandatory submission requirements. If a response fails to satisfy all of the mandatory
submission requirements, CEA FRANCOachat will issue the respondent a rectification
notice identifying the deficiencies and providing the respondent an opportunity to rectify
the deficiencies. If the respondent fails to satisfy the mandatory submission
requirements within the Rectification Period, its response will be rejected. The
Rectification Period will begin to run from the date and time that CEA FRANCOachat
issues a rectification notice to the respondent. The mandatory submission requirements
are set out in Section C of the RFSQ Particulars (Appendix C).

2.3 Stage II – Evaluation


Stage II will consist of the following two sub-stages:

2.3.1 Mandatory Technical Requirements


CEA FRANCOachat will review the responses to determine whether the mandatory
technical requirements set out in Section D of the RFSQ Particulars (Appendix C) have
been met. Questions or queries on the part of CEA FRANCOachat as to whether a
response has met the mandatory technical requirements will be subject to the
verification and clarification process set out in Part 3.

2.3.2 Rated Criteria


CEA FRANCOachat will evaluate each qualified response on the basis of the rated
criteria as set out in Section F of the RFSQ Particulars (Appendix C).

2.4 Stage III – Pricing


Stage III will consist of a scoring of the submitted pricing in accordance with the price
evaluation method set out in Pricing (Appendix B). The evaluation of price will be

undertaken after the evaluation of mandatory requirements and rated criteria has been
completed.

2.5 Ranking and Selection


Based on the evaluation of the responses in Stage II,

The top three (3) ranked respondents will be short-listed to enter into a Master
Framework Agreement for inclusion on a prequalified supplier list for eligibility to
participate in potential invitational second-stage competitive processes for the
procurement of the Deliverables. In the event of a tie to two (2) decimal places, the
names of the tied proponents will be placed in a container and a name will be drawn.
The selected proponent will be the proponent whose name is drawn from the container.
Affected proponents will be invited to witness the draw.

2.6 Notification of Top-Ranked Respondents


The top-ranked respondents selected by CEA FRANCOachat to enter into the Master
Framework Agreement in accordance with the process set out in the Evaluation of
Responses (Part 2) will be so notified by CEA FRANCOachat by public posting, in the
same manner that this RFSQ was originally posted. Each selected respondent will be
expected to satisfy the pre-conditions of award listed in Section E of the RFSQ
Particulars (Appendix B) and to enter into the Master Framework Agreement within the
timeframe specified in the selection notice. Failure to do so may result in the
disqualification of the respondent and the selection of another respondent.

2.7 Second-Stage Competitive Process


Respondents who enter into a Master Framework Agreement will then be eligible for
invitational second-stage competitive processes.

Where fees are estimated to be less than $5,000, the Board will invite one of the
best ranking respondents from the VOR list to do the work.

If the contractor doesn’t respond in 24 hours or not available to do the work, the
Board will call the next ranked respondent from the applicable VOR list and so on and
so forth.

Where work value is estimated to be between $5,000 and less than $99,999 the
Board will invite all suppliers on the VOR list to provide a quote for the work.

Where work is estimated to be $100,000+ the Board will conduct an open

competitive process.

Project timelines will be discussed in advance project commencement and shall be


mutually agreed upon.

(a) Master Framework Agreement / VOR List

The Board intends to prequalify a maximum of five (5) respondents per category and
region. Where more than the above identified number of successful respondents
exceed the minimum total score, the five (5) highest scoring respondents per region
will be retained.

The Board will annually review the VOR lists to maintain the minimum number of
qualified respondent and to ensure it supports the Board’s requirements. Where the
number of successful respondents falls to less than five (5), the Board will refer to
and
add the next highest successful respondent who has exceeded the minimum total
score in the prequalification process, to the VOR list.
(b) Removal of vendors from VOR list:

Respondents may be removed from the VOR list for up to two (2) years, or at
the discretion of the Board for the following reasons but not limited to:

• unacceptable performance;
• infractions for which notice has been provided by the Board and in the opinion of
the Board remains un-remedied;
• significant changes in the respondent’s corporate structure;
• loss of business license, WSIB coverage, or insurance;
• failing to submit a series of 3 quotes;
• Inability to provide relevant documentation when audited on random invoices.

Part 3 – Terms and Conditions of the RFSQ Process
3.1 General Information and Instructions
3.1.1 Respondents to Follow Instructions
Respondents should structure their responses in accordance with the instructions in this
RFSQ. Where information is requested in this RFSQ, any response made in a response
should reference the applicable section numbers of this RFSQ.

3.1.2 Responses in English or French


Unless otherwise specified, all responses are to be in either English or French.

3.1.3 No Incorporation by Reference


The entire content of the respondent’s response should be submitted in a fixed form,
and the content of websites or other external documents referred to in the respondent’s
response but not attached will not be considered to form part of its response.

3.1.4 References and Past Performance


In the evaluation process, CEA FRANCOachat may include information provided by the
respondent’s references and may also consider the respondent’s past performance or
conduct on previous contracts with CEA FRANCOachat’s participating agencies or
other institutions.

3.1.5 Information in RFSQ Only an Estimate


CEA FRANCOachat and its advisers make no representation, warranty or guarantee as
to the accuracy of the information contained in this RFSQ or issued by way of addenda.
Any quantities shown or data contained in this RFSQ or provided by way of addenda
are estimates only, and are for the sole purpose of indicating to respondents the general
scale and scope of the Deliverables. It is the respondent’s responsibility to obtain all the
information necessary to prepare a response in response to this RFSQ.

3.1.6 Respondents to Bear Their Own Costs


The respondent will bear all costs associated with or incurred in the preparation and
presentation of its response, including, if applicable, costs incurred for interviews or
demonstrations.

3.1.7 Response to be Retained by CEA FRANCOachat
CEA FRANCOachat will not return the response or any accompanying documentation
submitted by a respondent.

3.1.8 No Guarantee of Volume of Work or Exclusivity of Contract


This RFSQ process will not result in any commitment by CEA FRANCOachat to
purchase any goods or services from any respondent, and CEA FRANCOachat is under
no obligation to proceed with any second-stage competitive process for the
procurement of the Deliverables. CEA FRANCOachat makes no guarantee of the value
or volume of the Deliverables that may be required over the term of the Master
Framework Agreement. Neither the Master Framework Agreement, nor any agreement
entered into pursuant to an invitational second-stage competitive process, will be an
exclusive contract for the provision of the Deliverables. CEA FRANCOachat may
contract with others for goods and services the same as or similar to the Deliverables or
may obtain such goods and services internally.

3.2 Communication after Issuance of RFSQ


3.2.1 Respondents to Review RFSQ
Respondents should promptly examine all of the documents comprising this RFSQ and
may direct questions or seek additional information in writing by email to the RFSQ
Contact on or before the Deadline for Questions. No such communications are to be
directed to anyone other than the RFSQ Contact. CEA FRANCOachat is under no
obligation to provide additional information, and CEA FRANCOachat will not be
responsible for any information provided by or obtained from any source other than the
RFSQ Contact. It is the responsibility of the respondent to seek clarification from the
RFSQ Contact on any matter it considers to be unclear. CEA FRANCOachat will not be
responsible for any misunderstanding on the part of the respondent concerning this
RFSQ or its process.

3.2.2 All New Information to Respondents by Way of Addenda


This RFSQ may be amended only by addendum in accordance with this section. If CEA
FRANCOachat, for any reason, determines that it is necessary to provide additional
information relating to this RFSQ, such information will be communicated to all
respondents by addendum. Each addendum forms an integral part of this RFSQ and
may contain important information, including significant changes to this RFSQ.
Respondents are responsible for obtaining all addenda issued by CEA FRANCOachat.

In the Submission Form (Appendix A), respondents should confirm their receipt of all
addenda by setting out the number of each addendum in the space provided.

3.2.3 Post-Deadline Addenda and Extension of Submission Deadline


If CEA FRANCOachat determines that it is necessary to issue an addendum after the
Deadline for Issuing Addenda, CEA FRANCOachat may extend the Submission
Deadline for a reasonable period of time.

3.2.4 Verify, Clarify and Supplement


When evaluating responses, CEA FRANCOachat may request further information from
the respondent or third parties in order to verify, clarify or supplement the information
provided in the respondent’s response including but not limited to clarification with
respect to whether a response meets the mandatory technical requirements set out in
Section D of the RFSQ Particulars (Appendix C). CEA FRANCOachat may revisit, re-
evaluate and rescore the respondent’s response or ranking on the basis of any such
information.

3.3 Notification and Debriefing


3.3.1 Notification to Other Respondents
Once the selected respondents have been notified, the other respondents will be
notified by public posting, in the same manner that this RFSQ was originally posted, of
the outcome of the RFSQ process.

3.3.2 Debriefing
Respondents may request a debriefing after publication of the outcome of the RFSQ
process. All requests must be in writing to the RFSQ Contact and must be made within
sixty (60) days of such notification.

3.3.3 Dispute Resolution Process


If a respondent wishes to challenge the RFSQ process, it should provide written notice
to the RFSQ Contact in accordance with CEA FRANCOachat’s dispute resolution
process and any applicable trade agreement or other applicable bid protest procedures.
The notice must provide a detailed explanation of the respondent’s concerns with the
procurement process or its outcome.

3.4 Conflict of Interest and Prohibited Conduct
3.4.1 Conflict of Interest
For the purposes of this RFSQ, the term “Conflict of Interest” includes, but is not limited
to, any situation or circumstance where:

(a) in relation to the RFSQ process, the respondent has an unfair advantage or
engages in conduct, directly or indirectly, that may give it an unfair advantage,
including but not limited to (i) having, or having access to, confidential information
of CEA FRANCOachat in the preparation of its response that is not available to
other respondents; (ii) communicating with any person with a view to influencing
preferred treatment in the RFSQ process (including but not limited to the lobbying
of decision makers involved in the RFSQ process); or (iii) engaging in conduct
that compromises, or could be seen to compromise, the integrity of the open and
competitive RFSQ process or render that process non-competitive or unfair; or
(b) in relation to the performance of its contractual obligations under a contract for
the Deliverables, the respondent’s other commitments, relationships or financial
interests (i) could, or could be seen to, exercise an improper influence over the
objective, unbiased and impartial exercise of its independent judgement, or (ii)
could, or could be seen to, compromise, impair or be incompatible with the
effective performance of its contractual obligations.
(c) For further clarity, without limiting the generality of the paragraph, the Education
Act states that goods or services must not be purchased from a Teacher,
Supervisory Officer, other Employee of the participating agencies or an employee
of the Ministry of Education and Training. This also applies to firms owned
directly or indirectly by an employee of the participating agencies. This is outlined
in Chapter E.2, Section 217, of the Education Act, RSO 1990 (latest revision).

3.4.2 Disqualification for Conflict of Interest


CEA FRANCOachat may disqualify a respondent for any conduct, situation or
circumstances determined by CEA FRANCOachat, in its sole and absolute discretion, to
constitute a Conflict of Interest as defined above.

3.4.3 Disqualification for Prohibited Conduct


CEA FRANCOachat may disqualify a respondent or terminate any contract
subsequently entered into if CEA FRANCOachat determines that the respondent has
engaged in any conduct prohibited by this RFSQ.

3.4.4 Prohibited Respondent Communications
Respondents must not engage in any communications that could constitute a Conflict of
Interest and should take note of the Conflict of Interest declaration set out in the
Submission Form (Appendix A).

3.4.5 Respondent Not to Communicate with Media


Respondents must not at any time directly or indirectly communicate with the media in
relation to this RFSQ or selection of respondents pursuant to this RFSQ without first
obtaining the written permission of the RFSQ Contact.

3.4.6 No Lobbying
Respondents must not, in relation to this RFSQ or the evaluation and selection process,
engage directly or indirectly in any form of political or other lobbying whatsoever to
influence the selection of successful respondent(s).

3.4.7 Illegal or Unethical Conduct


Respondents must not engage in any illegal business practices, including activities such
as bid-rigging, price-fixing, bribery, fraud, coercion or collusion. Respondents must not
engage in any unethical conduct, including lobbying (as described above) or other
inappropriate communications; offering gifts to any employees, officers, agents, elected
or appointed officials or other representatives of CEA FRANCOachat; deceitfulness;
submitting responses containing misrepresentations or other misleading or inaccurate
information; or any other conduct that compromises or may be seen to compromise the
competitive process.

3.4.8 Past Performance or Past Conduct


CEA FRANCOachat may prohibit a supplier from participating in a procurement process
based on past performance or based on inappropriate conduct in a prior procurement
process, including but not limited to the following:

(a) illegal or unethical conduct as described above;

(b) the refusal of the supplier to honour submitted pricing or other commitments; or

(c) any conduct, situation or circumstance determined by CEA FRANCOachat, in its


sole and absolute discretion, to have constituted a Conflict of Interest.

3.5 Confidential Information
3.5.1 Confidential Information of CEA FRANCOachat
All information provided by or obtained from CEA FRANCOachat in any form in
connection with this RFSQ either before or after the issuance of this RFSQ

(a) is the sole property of CEA FRANCOachat and must be treated as confidential;
(b) is not to be used for any purpose other than replying to this RFSQ and the
performance of any subsequent contract for the Deliverables;
(c) must not be disclosed without prior written authorization from the RFSQ Contact;
and
(d) must be returned by the respondents to CEA FRANCOachat immediately upon the
request of CEA FRANCOachat.

3.5.2 Confidential Information of Respondent


A respondent should identify any information in its response or any accompanying
documentation supplied in confidence for which confidentiality is to be maintained by
CEA FRANCOachat. The confidentiality of such information will be maintained by CEA
FRANCOachat, except as otherwise required by law or by order of a court or tribunal.
Respondents are advised that their responses will, as necessary, be disclosed on a
confidential basis, to CEA FRANCOachat’s advisers retained to advise or assist with the
RFSQ process, including the evaluation of responses. If a respondent has any
questions about the collection and use of personal information pursuant to this RFSQ,
questions are to be submitted to the RFSQ Contact.

3.6 Procurement Process Non-Binding


3.6.1 No Contract A and No Claims
This procurement process is not intended to create and will not create a formal legally
binding bidding process and will instead be governed by the law applicable to direct
commercial negotiations. For greater certainty and without limitation:

(a) this RFSQ will not give rise to any Contract A–based tendering law duties or any
other legal obligations arising out of any process contract or collateral contract;
and

(b) neither the respondent nor CEA FRANCOachat will have the right to make any
claims (in contract, tort, or otherwise) against the other with respect to the
selection of respondents, a decision to reject a response or disqualify a
respondent, or a decision of the respondent to withdraw its response.

3.6.2 No Legal Relationship or Obligation


No legal relationship or obligation regarding the procurement of any good or service will
be created between the respondent and CEA FRANCOachat by this RFSQ process.

3.6.3 Cancellation
CEA FRANCOachat may cancel or amend the RFSQ process without liability at any
time.

3.7 Governing Law and Interpretation


The Terms and Conditions of RFSQ Process (Part 3)

(a) are intended to be interpreted broadly and separately (with no particular provision
intended to limit the scope of any other provision);

(b) are non-exhaustive and will not be construed as intending to limit the pre-existing
rights of the parties to engage in pre-contractual discussions in accordance with
the common law governing direct commercial negotiations; and

(c) are to be governed by and construed in accordance with the laws of the province
of Ontario and the federal laws of Canada applicable therein.

2. Acknowledgment of Non-Binding Procurement Process


The respondent acknowledges that this RFSQ process will be governed by the terms
and conditions of the RFSQ and that, among other things, such terms and conditions
confirm that this procurement process does not constitute a formal, legally binding
bidding process (and for greater certainty, does not give rise to a Contract A bidding
process contract) and that no legal relationship or obligation regarding the procurement
of any good or service will be created between CEA FRANCOachat and the respondent
unless and until CEA FRANCOachat and the respondent execute a written agreement
for the Deliverables pursuant to a subsequent invitational second-stage procurement
process.

3. Ability to Provide Deliverables
The respondent has carefully examined the RFSQ documents and has a clear and
comprehensive knowledge of the Deliverables required. The respondent represents and
warrants its ability to provide the Deliverables in accordance with the requirements of
the RFSQ for the rates set out in its response.

4. Addenda

1. Instructions on How to Provide Pricing
(a) Respondents should provide the information requested under section 3 below
(“Required Pricing Information”) by reproducing and completing the table below
in their responses, or, if there is no table below, by completing the attached form
and including it in their responses.

(b) Rates shall be provided in Canadian funds, inclusive of all applicable duties and
taxes except for HST, which should be itemized separately.

(c) Rates quoted by the respondent must be all-inclusive and must include all labour
(including but not limited to salary, benefits and training) and material costs, all
travel and carriage costs (including but not limited to accommodations,
hospitality, incidents and food expenses), all insurance costs, all costs of delivery
(including but not limited to fuel, travel, equipment cost, vehicle surcharges,
disbursements), all costs of installation and set-up, including any pre-delivery
inspection charges, and all other overhead, including any fees or other charges

3. Required Pricing Information
Respondents are required to complete Bid Tables;

- BT-01ET - Greater Sudbury and Outlying Areas Cabling Services.


- BT-35OZ - Longlac and Surrounding Areas - Cabling services
- BT-57DN - Algoma and Surrounding Areas - Cabling Services

Pricing must remain firm for the initial 2-year contract term. Price increases for the
subsequent renewal options, must be discussed with and is subject for approval by the
Board. The price increase must not exceed the Consumer Price Index (CPI) as
published by Statistics Canada in January of the current renewal year.

Respondents are also required to complete Bid Table BT-58GZ Other Information
which will be applied to required repair services. This information will not form part of
the financial evaluation but is to be submitted for the Board’s review and negotiation and
will form part of the final contract.

4. Quality Bids
In the event the Board does not receive a minimum of three (3) Bids, the Board may
proceed with any of the following options:

• If in the opinion of the Board additional Bids could be received through a modified
or adjusted RFQ process, Bids received may be returned unopened and a new
RFQ process will be initiated;

• If in the opinion of the Board it is unlikely that additional Bids can be obtained or
for other factors such as time, the Bids may be opened and evaluated;

• If in the opinion of the Board it is in its best interest to do so, the Board may
abandon the RFQ entirely.

In the event the compliant lowest Bid received is above the Board’s Budget, the Board
may proceed with any of the following options:

• Cancel the RFQ entirely and issue modified Bid Documents;

• If in the opinion of the Board it is unlikely that additional Bids could be received
under Budget or for other factors such as time, the Board may, after approval from
the Director of Education, enter negotiations with the lowest compliant respondent

to reach an agreement which will be satisfactory to the Board and which will meet
the original intent of the solicitation;

If in the opinion of the Board it is in its best interest to do so, the Board may abandon

A. The Deliverables
General Information

The successful respondent will be required to provide various voice, data and video
cabling installations, troubleshooting, and repairs.

Project Details

Type of work or services which may be required includes, but is not limited to the
following:

• Installation /repairs or removal of Network Cable (Ethernet/fibre)


• Installation or removal of patch panels and cabling (Ethernet/fibre)
• Installation or removal of access points
• Installation or removal of IP speakers
• Installation or removal of network cabinets
• Installation of cable trays and J Hooks
• Identification and labeling of Network Cable (Ethernet/fibre)
• Installation or removal of IP Cameras

Schedule of Work

In general, work must take place Monday to Friday 7:30 a.m. to 5:00 p.m.

The successful respondent shall perform requirements of these contracted services in a


manner that will minimize disruption to operations, programs and services.

Cabling Standards and Requirements

All cables shall be installed according to relevant statutes (ex. Fire, Building, Electrical)
and pertinent networking standards (see Appendix E- Telecommunication
Infrastructure).

Areas where Work will take place may contain asbestos. Asbestos reports can be
found in each school in the designated area. The successful respondent shall consult
with the admin staff for the location of the designated area in that school.

Inspection of Work

Routine spot checks will be conducted. Spot checks are to ensure that the service is
being rendered properly and to the Boards’ satisfaction. Any quality issues observed
will be addressed immediately with the successful respondent, prompt correction of any
issues will be mandatory. Any quality issues that are not corrected will result in non-
payment of the service.

After repeat offences and non-compliance to rectify issues, the Board may consider
cancellation of the contract as per the Standard Form Agreement.

E. Pre-Conditions of Award
WSIB

The successful respondent shall submit to the Board at the time of entering into the
agreement, and every ninety (90) days thereafter a satisfactory Certificate of Clearance
from the Ontario WSIB. Ontario WSIB Clearance Certificates and updates will continue
to be retained by the Board. Such clearance certificates shall indicate that the successful
respondent and any prior approved subcontractor(s) have complied with the requirements
of the Ontario

WSIB and are in good standing on the books of the Ontario WSIB. The Board may, at
any time during the performance or upon completion of the agreement, require a further
declaration that all such contributions have been paid.

No payments to the successful respondent will be made by the Board where eligibility for
Certificate of Clearance, issued by the WSIB, is not in good standing.

General Liability

At the time of entering into the agreement, the successful respondent shall maintain at
his own expense, a policy of General Liability Insurance issued by an insurance company
incorporated or licensed to conduct insurance business in the Province of Ontario during
the entire agreement period.

The General Liability Insurance shall have limits of no less than two million dollars
($2,000,000) inclusive per occurrence for bodily injury, death and damage to property
including loss of use thereof.

The Board must be named as additional insured on the successful respondent’s


insurance policy. The insurance certificate must state that the Board will be advised within
thirty (30) days of any changes or cancellation to the insurance policy.

In addition, the successful respondent shall maintain at their own expense the following
insurance:

a) For the successful respondent’s vehicles owned or leased, third party liability insurance
policy in the minimum amount of two million dollars ($2,000,000).

b) Insurance against any loss or damage to his or her property or equipment while on the
Board property for this work.

The successful respondent shall provide the Board with proof of insurance within five (5)
working days after being notified of being awarded the agreement.

Prior to the expiration date of the original policies, without notice or request by the Board,
the successful respondent shall provide original signed Certificates or electronic
equivalents thereof, evidencing renewals or replacements to the Board.

Escalation Clause and Key Contacts

The successful respondent shall submit to the Board at the time of entering into the
agreement, a copy of their problem escalation chain and key contacts that the Board shall
use in the event of vendor performance concerns.

Appendix E – Telecommunication Infrastructure
Cabling Standards and Guidelines

Introduction

This document is intended to give the offeror an idea what is expected when pulling and
terminating telecommunication cabling. All work must respect the EIA/TIA 568
standards.

General Guidelines:

• All cabling is to be plenum-rated.

• Where the cable must pass through a firewall above the ceiling, a hole should be
cut through the drywall (avoid mudded joints) and sealed with the appropriate
fire-proof caulking when completed.

• Appropriate precautions should be taken when cutting through materials as to


minimize dust near IT equipment. Furthermore, precautions should be taken as
to not cut into or disrupt asbestos materials.

• Cables must not be run through fire dampers, ducts or any other building
systems.

• If there any questions or concerns, contact the IT department at once.

• The IT department is responsible to inspect and ensure that the work is


completed according to this standard.

• Horizontal cable management in racks are to be installed when necessary

• Horizontal patch panels are to be installed when necessary

• Fibre distributions are to be terminated in the rack in an enclosure as necessary.

• There shall be no splices of any kind in horizontal distribution cables. If a cable


is damaged or does not pass testing and acceptance procedures, that cable
must be removed and replaced at contractor's expense.

CONDUIT (if necessary)

• All conduits shall be EMT type installed with steel, setscrew type fittings
except on the exterior of the building, which shall be rigid galvanized steel
with threaded connectors. Conduit shall be installed in compliance to
prevailing codes and standards. Conduits must be installed at right angles
and parallel to building grids.

• Pull strings must be supplied in all new and reworked conduits.

• No pull elbows or LBs will be installed anywhere. Only sweep or 90deg.


elbows will be utilized and no more than 1 x 90-degree bend will be permitted
between pull boxes. The minimum radius of curvature shall be 10 times the
conduit internal diameter (ID).

• All conduit ends shall be fitted with plastic bushings.

• Maximum distance of conduit run between two pull boxes will be 30 metres.

HORIZONTAL DISTRIBUTION CABLING STANDARDS

• All cabling should be run in the hallway ceilings and then perpendicular into
office, classroom or other spaces to the termination point (where feasible).

• Cables should use existing cable trays and conduit wherever possible.

• Data and telecommunication cabling is to be kept separate from power cabling at


all times.

• Wiring and cables must NOT be left lying on the suspended ceiling. They must
be secured with Velcro ties, in a cable tray or on j-hooks.

• All cabling must have no 90-degree bends in the entire run.

• All cabling must be installed by the successful respondent certified by the


manufacturer. or CAT6 will be specified by the IT department.

• Communication cable: (Analog Telephony) Voice/FAX run to consist of one FT6


or CAT6 4 pair cable to the Main or Intermediate Telecommunication Closet
proper support must be provided. Termination of the communication/voice cables
is to be in accordance with ISDN standard T568A.

• Communication/Data cable: (IP Telephony and Network) Communication/Data
run to consist of one FT6 or CAT6 4 pair cable placed to the Main or
intermediate Telecommunication Closet proper support must be provided Identify
each cable by TIA/EIA-606-A standard. ALL NUMBERING WITHIN AN OUTLET
MUST BE CONSECUTIVE. Termination of the Communication/ Data cables is to
be in accordance with ISDN standard T568A. All data patch panels and
communication equipment must incorporate horizontal/vertical cable
management systems (CMS) as required per each unique installation. The only
cables permitted to enter the vertical/horizontal CMS are the patch cables
associated with the appropriate distribution equipment. Under no circumstance is
any horizontal/vertical cabling to utilize the inside trough or channel of the CMS.

Each outlet to come with 2 or 4 port Flush mount faceplate as appropriate. No portion of
a gang box opening is to be left exposed. Using different size faceplate combinations or
filler plates to cover non-conforming exposed areas is acceptable with prior approval
from the IT department.

• Number outlets in each room, in a clockwise direction, starting at main door


entrance to room. Identify each outlet with a printed label including the
Communication Room/Closet, the Rack number, the patch Panel number and the
Jack number: EXAMPLE- “A-25-21” = Closet A- Rack 2,patch panel 5- Jack
number 21

• The contractor must provide documentation of test results to the IT department,


identifying all wiring installed in accordance with CAT6 requirements as per
EIA/TIA standards. Any failure will result in a systematic authentication of all
terminations and a correction of identified failures by the Offeror

• CATV/Coax cabling will be RG6 Belden type 9116R terminated with Thomas and
Betts Snap and Seal connectors.

• UNDER NO CIRCUMSTANCES IS THE CABLING TO BE ATTACHED TO


SUSPENDED CEILING SUPPORTS, ELECTRICAL CABLE, PLUMBING PIPES
OR ANYTHING ELSE NOT SPECIFIED BY THE IT DEPARTMENT.

• HORIZONTAL CABLING WILL BE MOUNTED ABOVE ALL OTHER


MECHANICAL SYSTEMS.

VERTICAL/ENTRANCE DISTRIBUTION CABLING STANDARDS

• All cabling must have no 90-degree bends in the entire run.

• All cabling must be installed by the successful respondent certified by the


manufacturer. CAT6 will be specified by the IT department.

• Data Riser Cable: All single mode and multi-mode fibre strands are to be
terminated with SC connectors and labelled on both fibre patch panels. All fibre
strands must be capable of 10 Gigabit Ethernet to the locations being installed.
All testing identifying the terminated transmission characteristics of the fibre from
patch panel to patch panel are to be submitted to IT department. If there is a
requirement to install copper riser able between telecommunication closets, then
individual CAT6 FT6, 4 pair cable may be used.

• The successful respondent must provide documentation of test results to the IT


department, identifying all wiring installed in accordance with CAT6 requirements
as per EIA/TIA standards. Any failure will result in a systematic authentication of
all terminations and a correction of identified failures by the contractor.

NETWORK CABLING

Information Technology will determine new network closet locations and design layouts.
• Data cabling must not exceed 300 feet from end to end. (If cable less than
300 feet, cable to be extended up to another 50 feet coiled in the ceiling for
CSPGNO)

• Security may require space in the network closet for video surveillance
equipment.

All cables shall be installed according to all relevant statutes (ex. Fire, Building,
Electrical) as well as

ANSI/TIA/EIA-568-C.0, EIA/TIA-569, and generally accepted structured cabling


standards and practices.

Following is a subset, and in some cases a refinement, of the relevant standards, and to
accommodate equipment standardization of the Board. In all cases the relevant
standards must be adhered to in addition to the following:
• Cables must be a minimum, and plenum rated where applicable. (CAT6)
• IT will supply cable naming conventions for use by contractors for labeling each
termination point.
• The use of cable ties is not permitted – Velcro only
• During termination, manufacturers wire twist cannot be exposed greater than 1/4
inch
• During termination, the cable sheath should only be exposed the minimum
amount required to properly terminate the cable
• All cabling must be certified using an instrument designed for communication
cable certification to
• EIA/TIA 568-C standards applicable to the cable category and acceptable to the
Board
