The Boards are seeking bids from qualified voice & data cabling companies to supply
and install voice and data cabling on an as-needed basis for all of their sites.

Respondents and their representatives are not permitted to contact any employees,
officers, agents, elected or appointed officials or other representatives of CEA
FRANCOachat, other than the RFSQ Contact, concerning matters regarding this RFSQ.
Failure to adhere to this rule may result in the disqualification of the respondent and the
rejection of the respondent’s response.
The RFSQ timetable is tentative only and may be changed by CEA FRANCOachat at
any time. For greater clarity, business days means all days that CEA FRANCOachat is
open for business.

Uploading large documents may take significant time, depending on file size and
internet connection speed. It is strongly recommended that respondents allow sufficient
time of at least one (1) hour before the Submission Deadline to upload documents and
finalize their submissions.
Documents should not be embedded within uploaded files, as the embedded files will
not be accessible or evaluated.

The top three (3) ranked respondents will be short-listed to enter into a Master
Framework Agreement for inclusion on a prequalified supplier list for eligibility to
participate in potential invitational second-stage competitive processes for the
procurement of the Deliverables. In the event of a tie to two (2) decimal places, the
names of the tied proponents will be placed in a container and a name will be drawn.
The selected proponent will be the proponent whose name is drawn from the container.
Affected proponents will be invited to witness the draw.
Where fees are estimated to be less than $5,000, the Board will invite one of the
best ranking respondents from the VOR list to do the work.
If the contractor doesn’t respond in 24 hours or not available to do the work, the
Board will call the next ranked respondent from the applicable VOR list and so on and
so forth.
Where work value is estimated to be between $5,000 and less than $99,999 the
Board will invite all suppliers on the VOR list to provide a quote for the work.
The Board intends to prequalify a maximum of five (5) respondents per category and
region. Where more than the above identified number of successful respondents
exceed the minimum total score, the five (5) highest scoring respondents per region
will be retained.
The Board will annually review the VOR lists to maintain the minimum number of
qualified respondent and to ensure it supports the Board’s requirements. Where the
number of successful respondents falls to less than five (5), the Board will refer to
and
add the next highest successful respondent who has exceeded the minimum total
score in the prequalification process, to the VOR list.
(b) Removal of vendors from VOR list:
Respondents may be removed from the VOR list for up to two (2) years, or at
the discretion of the Board for the following reasons but not limited to:
• unacceptable performance;
• infractions for which notice has been provided by the Board and in the opinion of
the Board remains un-remedied;
• significant changes in the respondent’s corporate structure;
• loss of business license, WSIB coverage, or insurance;
• failing to submit a series of 3 quotes;
• Inability to provide relevant documentation when audited on random invoices.

3.3.2 Debriefing
Respondents may request a debriefing after publication of the outcome of the RFSQ
process. All requests must be in writing to the RFSQ Contact and must be made within
sixty (60) days of such notification.
(a) in relation to the RFSQ process, the respondent has an unfair advantage or
engages in conduct, directly or indirectly, that may give it an unfair advantage,
including but not limited to (i) having, or having access to, confidential information
of CEA FRANCOachat in the preparation of its response that is not available to
other respondents; (ii) communicating with any person with a view to influencing
preferred treatment in the RFSQ process (including but not limited to the lobbying
of decision makers involved in the RFSQ process); or (iii) engaging in conduct
that compromises, or could be seen to compromise, the integrity of the open and
competitive RFSQ process or render that process non-competitive or unfair; or
(b) in relation to the performance of its contractual obligations under a contract for
the Deliverables, the respondent’s other commitments, relationships or financial
interests (i) could, or could be seen to, exercise an improper influence over the
objective, unbiased and impartial exercise of its independent judgement, or (ii)
could, or could be seen to, compromise, impair or be incompatible with the
effective performance of its contractual obligations.
(c) For further clarity, without limiting the generality of the paragraph, the Education
Act states that goods or services must not be purchased from a Teacher,
Supervisory Officer, other Employee of the participating agencies or an employee
of the Ministry of Education and Training. This also applies to firms owned
directly or indirectly by an employee of the participating agencies. This is outlined
in Chapter E.2, Section 217, of the Education Act, RSO 1990 (latest revision).
3.4.6 No Lobbying
Respondents must not, in relation to this RFSQ or the evaluation and selection process,
engage directly or indirectly in any form of political or other lobbying whatsoever to
influence the selection of successful respondent(s).
(b) the refusal of the supplier to honour submitted pricing or other commitments; or
(a) is the sole property of CEA FRANCOachat and must be treated as confidential;
(b) is not to be used for any purpose other than replying to this RFSQ and the
performance of any subsequent contract for the Deliverables;
(c) must not be disclosed without prior written authorization from the RFSQ Contact;
and
(d) must be returned by the respondents to CEA FRANCOachat immediately upon the
request of CEA FRANCOachat.
(a) this RFSQ will not give rise to any Contract A–based tendering law duties or any
other legal obligations arising out of any process contract or collateral contract;
and
3.6.3 Cancellation
CEA FRANCOachat may cancel or amend the RFSQ process without liability at any
time.
(a) are intended to be interpreted broadly and separately (with no particular provision
intended to limit the scope of any other provision);
(b) are non-exhaustive and will not be construed as intending to limit the pre-existing
rights of the parties to engage in pre-contractual discussions in accordance with
the common law governing direct commercial negotiations; and
(c) are to be governed by and construed in accordance with the laws of the province
of Ontario and the federal laws of Canada applicable therein.

4. Addenda
The respondent is deemed to have read and taken into account all addenda issued by
CEA FRANCOachat prior to the Deadline for Issuing Addenda. The respondent is
requested to confirm that it has received all addenda by listing the addenda numbers, or
if no addenda were issued by writing the word “None”, on the following line:
____________________. Respondents who fail to complete this section will be deemed
to have received all posted addenda.
5. No Prohibited Conduct
The respondent declares that it has not engaged in any conduct
prohibited by this RFSQ.
6. Conflict of Interest
Respondents must declare all potential Conflicts of Interest, as defined in section 3.4.1
of the RFSQ. This includes disclosing the names and all pertinent details of all
individuals (employees, advisers, or individuals acting in any other capacity) who (a)
participated in the preparation of the response; AND (b) were employees of CEA
FRANCOachat within twelve (12) months prior to the Submission Deadline.
If the box below is left blank, the respondent will be deemed to declare that (a) there
was no Conflict of Interest in preparing its response; and (b) there is no foreseeable
Conflict of Interest in performing the contractual obligations contemplated in the RFSQ.
7. Disclosure of Information
The respondent hereby agrees that any information provided in this response, even if it
is identified as being supplied in confidence, may be disclosed where required by law or
by order of a court or tribunal. The respondent hereby consents to the disclosure, on a
confidential basis, of this response by CEA FRANCOachat to the advisers retained by
CEA FRANCOachat to advise or assist with the RFSQ process, including with respect
to the evaluation of this response.

(b) Rates shall be provided in Canadian funds, inclusive of all applicable duties and
taxes except for HST, which should be itemized separately.
(c) Rates quoted by the respondent must be all-inclusive and must include all labour
(including but not limited to salary, benefits and training) and material costs, all
travel and carriage costs (including but not limited to accommodations,
hospitality, incidents and food expenses), all insurance costs, all costs of delivery
(including but not limited to fuel, travel, equipment cost, vehicle surcharges,
disbursements), all costs of installation and set-up, including any pre-delivery
inspection charges, and all other overhead, including any fees or other charges
required by law.
2. Evaluation of Pricing
Pricing is worth 44 points of the total score.
Pricing will be scored based on a relative pricing formula using the rates set out in the
pricing form. Each respondent will receive a percentage of the total possible points
allocated to price for the particular category it has submitted a response for, which will
be calculated in accordance with the following formula:
Pricing must remain firm for the initial 2-year contract term. Price increases for the
subsequent renewal options, must be discussed with and is subject for approval by the
Board. The price increase must not exceed the Consumer Price Index (CPI) as
published by Statistics Canada in January of the current renewal year.
Respondents are also required to complete Bid Table BT-58GZ Other Information
which will be applied to required repair services. This information will not form part of
the financial evaluation but is to be submitted for the Board’s review and negotiation and
will form part of the final contract.
4. Quality Bids
In the event the Board does not receive a minimum of three (3) Bids, the Board may
proceed with any of the following options:
• If in the opinion of the Board additional Bids could be received through a modified
or adjusted RFQ process, Bids received may be returned unopened and a new
RFQ process will be initiated;
• If in the opinion of the Board it is unlikely that additional Bids can be obtained or
for other factors such as time, the Bids may be opened and evaluated;
• If in the opinion of the Board it is in its best interest to do so, the Board may
abandon the RFQ entirely.
In the event the compliant lowest Bid received is above the Board’s Budget, the Board
may proceed with any of the following options:
• If in the opinion of the Board it is unlikely that additional Bids could be received
under Budget or for other factors such as time, the Board may, after approval from
the Director of Education, enter negotiations with the lowest compliant respondent

to reach an agreement which will be satisfactory to the Board and which will meet
the original intent of the solicitation;
If in the opinion of the Board it is in its best interest to do so, the Board may abandon
the RFQ entirely.
The successful respondent will be required to provide various voice, data and video
cabling installations, troubleshooting, and repairs.
Project Details
Type of work or services which may be required includes, but is not limited to the
following:
Schedule of Work
In general, work must take place Monday to Friday 7:30 a.m. to 5:00 p.m.
All cables shall be installed according to relevant statutes (ex. Fire, Building, Electrical)
and pertinent networking standards (see Appendix E- Telecommunication
Infrastructure).
Service Expectation
Product Inquiries Respond to the inquiries within one (1) business day. (5
business days CSPGNO)
Service Calls Respond to regular service calls within one (1) business
day of notification that service is required and a
certified technician must be able to mobilize and begin
Work within ten (10) business days
Emergency call-outs Must be able to respond to emergency calls within one
(1) hour of being notified and a certified technician must
arrive at the site within the same day the call arrived.
The certified technician on-site will assess the situation,
recommend a possible solution, and perform the
required work as agreed upon by the Board. Depends
on the emergency but could be up to 1 business day for
CSPGNO
Delivery Times Meet forecast delivery schedule(s) for each project.
On time completion of Task completed prior to or no later than agreed upon
installation completion date.
Warranty Claims Respond to the Board within one (1) business day after
receipt of request.
Discontinued Products Written notification to the Board is required a minimum
of forty-five (45) days prior to product becoming
unavailable.
Deficiencies Any work completed that does not meet the written
specifications provided by the Board must be remedied
within two (2) business days.
Warranty
The successful respondent will provide a minimum one (1) year labor warranty for all
work completed.
If manufacturer warranties are available for materials, these will also be provided as
applicable.
Asbestos
Areas where Work will take place may contain asbestos. Asbestos reports can be
found in each school in the designated area. The successful respondent shall consult
with the admin staff for the location of the designated area in that school.
Routine spot checks will be conducted. Spot checks are to ensure that the service is
being rendered properly and to the Boards’ satisfaction. Any quality issues observed
will be addressed immediately with the successful respondent, prompt correction of any
issues will be mandatory. Any quality issues that are not corrected will result in non-
payment of the service.
After repeat offences and non-compliance to rectify issues, the Board may consider
cancellation of the contract as per the Standard Form Agreement.
Board Policies
The successful respondent shall adhere to all relevant Board policies while performing
on-site Work. Board policies are available at:
B. Material Disclosures
The material disclosures that apply to this RFSQ, if any, are set out below.
Please note that all Jacks and patch panels (loaded & unloaded) must be of the Panduit
Brand or approved equivalent.
We also require that a drop is left with a loop long enough to allow a future relocation
anywhere within the room. The extra wire loop is to be left in the drop ceiling attached to
a support.
2. Pricing (Appendix B)
Each response must include pricing information that complies with the instructions
contained in Pricing (Appendix B).
E. Pre-Conditions of Award
WSIB
The successful respondent shall submit to the Board at the time of entering into the
agreement, and every ninety (90) days thereafter a satisfactory Certificate of Clearance
from the Ontario WSIB. Ontario WSIB Clearance Certificates and updates will continue
to be retained by the Board. Such clearance certificates shall indicate that the successful
respondent and any prior approved subcontractor(s) have complied with the requirements
of the Ontario
WSIB and are in good standing on the books of the Ontario WSIB. The Board may, at
any time during the performance or upon completion of the agreement, require a further
declaration that all such contributions have been paid.
General Liability
At the time of entering into the agreement, the successful respondent shall maintain at
his own expense, a policy of General Liability Insurance issued by an insurance company
incorporated or licensed to conduct insurance business in the Province of Ontario during
the entire agreement period.
The General Liability Insurance shall have limits of no less than two million dollars
($2,000,000) inclusive per occurrence for bodily injury, death and damage to property
including loss of use thereof.
In addition, the successful respondent shall maintain at their own expense the following
insurance:
a) For the successful respondent’s vehicles owned or leased, third party liability insurance
policy in the minimum amount of two million dollars ($2,000,000).
b) Insurance against any loss or damage to his or her property or equipment while on the
Board property for this work.
The successful respondent shall provide the Board with proof of insurance within five (5)
working days after being notified of being awarded the agreement.
Prior to the expiration date of the original policies, without notice or request by the Board,
the successful respondent shall provide original signed Certificates or electronic
equivalents thereof, evidencing renewals or replacements to the Board.
The successful respondent shall submit to the Board at the time of entering into the
agreement, a copy of their problem escalation chain and key contacts that the Board shall
use in the event of vendor performance concerns.

Introduction
This document is intended to give the offeror an idea what is expected when pulling and
terminating telecommunication cabling. All work must respect the EIA/TIA 568
standards.
General Guidelines:
• Where the cable must pass through a firewall above the ceiling, a hole should be
cut through the drywall (avoid mudded joints) and sealed with the appropriate
fire-proof caulking when completed.
• Cables must not be run through fire dampers, ducts or any other building
systems.
• All conduits shall be EMT type installed with steel, setscrew type fittings
except on the exterior of the building, which shall be rigid galvanized steel
with threaded connectors. Conduit shall be installed in compliance to
prevailing codes and standards. Conduits must be installed at right angles
and parallel to building grids.
• Maximum distance of conduit run between two pull boxes will be 30 metres.
• All cabling should be run in the hallway ceilings and then perpendicular into
office, classroom or other spaces to the termination point (where feasible).
• Cables should use existing cable trays and conduit wherever possible.
• Wiring and cables must NOT be left lying on the suspended ceiling. They must
be secured with Velcro ties, in a cable tray or on j-hooks.
Each outlet to come with 2 or 4 port Flush mount faceplate as appropriate. No portion of
a gang box opening is to be left exposed. Using different size faceplate combinations or
filler plates to cover non-conforming exposed areas is acceptable with prior approval
from the IT department.
• CATV/Coax cabling will be RG6 Belden type 9116R terminated with Thomas and
Betts Snap and Seal connectors.
• Data Riser Cable: All single mode and multi-mode fibre strands are to be
terminated with SC connectors and labelled on both fibre patch panels. All fibre
strands must be capable of 10 Gigabit Ethernet to the locations being installed.
All testing identifying the terminated transmission characteristics of the fibre from
patch panel to patch panel are to be submitted to IT department. If there is a
requirement to install copper riser able between telecommunication closets, then
individual CAT6 FT6, 4 pair cable may be used.
NETWORK CABLING
Information Technology will determine new network closet locations and design layouts.
• Data cabling must not exceed 300 feet from end to end. (If cable less than
300 feet, cable to be extended up to another 50 feet coiled in the ceiling for
CSPGNO)

• Security may require space in the network closet for video surveillance
equipment.
All cables shall be installed according to all relevant statutes (ex. Fire, Building,
Electrical) as well as
Following is a subset, and in some cases a refinement, of the relevant standards, and to
accommodate equipment standardization of the Board. In all cases the relevant
standards must be adhered to in addition to the following:
• Cables must be a minimum, and plenum rated where applicable. (CAT6)
• IT will supply cable naming conventions for use by contractors for labeling each
termination point.
• The use of cable ties is not permitted – Velcro only
• During termination, manufacturers wire twist cannot be exposed greater than 1/4
inch
• During termination, the cable sheath should only be exposed the minimum
amount required to properly terminate the cable
• All cabling must be certified using an instrument designed for communication
cable certification to
• EIA/TIA 568-C standards applicable to the cable category and acceptable to the
Board
• Certification records for each cable will be forwarded to the Board with cable
number identification
• Terminations must be wired according to the pinout.
• The contractor must provide a record of the successful testing to the Board upon
completion.
• Every cabling link in the installation shall be tested for:
