Moreover, the learning competencies were designed to heip the learners to think critically, creatively, and scientifically. There is a need to build a foundation for learning the basic science process skills and strengthen these skills for learning the integrated science process skills. 2. _ In view of the Regional Memorandum No. 492, s, 2022, titled Simultaneous Administration cf Various Assessments Regionwide, this office, through the Curriculum and Learning Management Division (CLMD), will conduct a simultaneous administration of Science Process Skills Assessment for Grade 7 learners for School Year 2022-2023 on October 20, 2022. 3. The participants are the select Grade 7 learners from the select junior high schools in 20 Schools Divisions in the Region. The following steps in selecting the schools and Grade 7 learners shall be observed: a. The schools division through the Division Science Education Program supervisors (DSEPSs) shall facilitate the selection of participating schools and learners with the assistance of the school heads/principals. The criteria for selecting the schools and learners are as follows: a.l participating schools should have sufficient and functional computer sets; @.2 learners must come from the regular classes and not from Science High Schools and/or STE classes; .3 learners must come from different public elementary schools of the previous school year implementing the regular curricular program and not from Special Science Elementary Schools (Note: The school may strategize the selection of participants, as well as the number of participants enrolled in elementary schools of the previous school year as long as all elementary feeders of the school are included); a4 number of learners per school should belong in the following classification of grades: Classification of Grades Number of learners 75 to 80 81t08s | 86 to 90, | 91 to 95, | 96 to 100 I Total | £3 fon ono a5 schools must secure an informed assent/consent from the learners signed by the parent/guardian (see Enclosure No. 4 — Informed Assent/Consent); b. The schools shall submit the list of selected Grade 7 learners (in MS Excel format) to the DSEPS on or before October 11, 2022. Template A for the consolidated list of Grade 7 learners is found in Enclosure No. 3. c. The DSEPS shall submit the consolidated list of Grade 7 learners (in MS Excel format) to the Regional Science Education Program Supervisor on or before October 14, 2022. Template B for the consolidated list of Grade 7 learners is found in Enclosure No. 3. 6. The identified room examiners and checkers/correctors of the participating school must be assigned to another participating school. The DSEPSs, with the assistance of the school principals, should assign checkers/correctors (should be Master Teachers) coming from participating schools. In case of an insufficient number of Master Teachers from the participating schools, the DSEPS may identify and assign the Master Teachers from non-participating schools. The DSEPSs with the assistance of the Public Schools District Supervisors shall ensure the smooth conduct of the science process skills assessment through monitoring of the participating schools. Moreover, they shall provide technical assistance to the schools to ensure the successful administration of the region-wide assessment. The regional testing supervisor and testing coordinator shall likewise conduct random monitoring of participating schools. 8. In preparation for the conduct of the region-wide administration of science process skills assessment, there will be a virtual orientation of the regional and division testing coordinators, school testing committee, and support staff/working committee on October 17, 2022, at 1:30 p.m. via MS Teams. The meeting link will be provided to them a day before the activity. 11. Results of the Science Process Skills Assessment (SPSA) shall be submitted by the Division Testing Supervisor/Coordinator and properly endorsed by the schools division superintendent on or before October 25, 2022. 12. The results and findings of the Region-wide Science Process Skills Assessment will not be used to rank the SDOs according to the performance level of their learners nor the performance of the schools. Furthermore, the findings should not be used as a basis for the IPCRF of teachers and additional grades for the learners who took the assessment. 13. Science Process Skills (SPSs) are important to acquire and organize knowledge about the environment and to link ideas that belong to students based on previous experience and new experience (Azizah et al., 2018). Science learning through SPS is expected to be a vehicle for students to learn about selves and their natural surroundings, and further prospect of applying SPS in daily life. Furthermore, learners are practicing these process skills to understand how scientists investigate and answer their own questions (Santos & David, 2017). This assessment tool aspires to be more responsive toward the assessment of the science process skills of Grade 7 learners. ‘These guidelines shall provide guidance and direction to the schools on the conduct of region-wide administration of science process skills assessment for Grade 7 learners. A. Science Process Skills Assessment (SPSA) Tool ‘The science process skills assessment will be administered through a computer- based modality. The assessment tool will be uploaded to the computers by the division testing coordinator with the assistance of the ICT coordinator of the school who will serve also as the support staff of the school testing committee. To ensure the functionality of the tool as to the given technical requirements in terms of its accessibility and ease of manipulation by the examinees, there will be a test run of the computer-based assessment tool prior to the actual conduct of the administration of the science process skills assessment. ‘This is to record and address the issues and concerns before the scheduled region-wide assessment. There will be prescribed time for the entire assessment. The takers will be given several minutes, as stipulated in the assessment tool, for them to be more guided in accomplishing the assessment. In answering the assessment, test takers shall use the prescribed answer sheet, and not directly answer on the test questionnaire. The computer-based tool will generate the responses of the examinees which will be checked by the assigned correctors. A scoring guide will be provided to the checkers/correctors in giving the scores to the responses of the test takers. Facilitates the online meeting cum orientation to the division testing supervisors and coordinators, school heads/principals, school testing coordinators, room examiners, checkers/correctors, encoders, ICT coordinators, and other support staff. 3. Monitors the test run of the computer-based assessment of science process skills and the actual conduct of the science process skills assessment, 4. Collects the results of the reports on assessment results (see Enclosure No. 6) and other relevant reports from 20 Division Testing Supervisors. Facilitates the analysis of the assessment results and submits the analysis Teports to the Chief of the Curriculum and Learning Management Division. wi B.2 Responsibilities of the Regional Testing Coordinator 1. Communicates with the division testing coordinators regarding the preparations relative to the conduct of the region-wide science process skills assessment. 2. Assists the regional testing supervisor in the conduct of activities related to the science process skills assessment such as in the conduct of orientation to the division and school testing committee and test run of the computer- based assessment tool, 3. Monitors the region-wide conduct of the science process skills assessment. 4. Collects the accomplishment reports (see Enclosure No. 10) from the Division ‘Testing Coordinators relative to the conduct of the region-wide science process skills assessment. 5. Selects the participating junior high schools based on the given criteria, room examiners, and checkers/correctors 2. Collects and consolidates the list of test takers submitted by the schools. 3. Submits the consolidated list (in MS Excel Format) to the regional testing supervisor on or before October 14, 2022 (see Enclosure No. 3-Template B). 4. Supervises/monitors the test run of the computer-based assessment, with the assistance of division testing coordinator, and the actual conduct of the assessment in all participating schools. 5. Collects and consolidates the reports, (see Enclosure No. 6) on the results of the assessment submitted by the schools. 6. Submits the results of the assessment {in MS Excel Format) to the regional testing supervisor on or before October 25, 2022. B.4 Responsibilities of the Division Testing Coordinator 1. Receives the soft copy of the computer-based science process skills assessment tool. 2. Facilitates the installation/ uploading of the tool in the computer sets. 3. Leads the conduct of the test run to check the functionality of the assessment 001. 4. Take notes and records in the accomplishment report on the issues and concerns relative to the conduct of the test run and the actual administration of the assessment. 5. Coordinates with the division testing supervisor pertaining to the activities related to the conduct of the assessment. 6. Assists the division testing supervisor in the preparation and finalization of the division consolidated report. 7. Prepares the accomplishment report relative to the conduct of the Science Process Skills Assessment (see Enclosure No. 10). B.5 Responsibilities of the School Testing Supervisor 1. Organizes and conducts the orientation to the school testing committee and Grade 7 class advisers on the preparations relative to the conduct of the assessment and in the selection of test takers. 2. Instructs the school testing coordinator and the science department head to prepare the testing rooms especially the set-ups of the computers. 3. Facilitates the selection of the test takers based on the prescribed criteria, 4. Submits to the Division Testing Supervisor the exact number of takers on or before October 11, 2022 (sce Enclosure No. 3-Template A) 5. Communicates with the division testing supervisors regarding the room examiners, correctors, and encoders. 6. Supervises the activities related to the administration of Science Process Skills Assessment. 7. Assigns testing room/s with the provision of computer sets for 30 examinees. 8. B.6 Responsibilities of the School Testing Coordinator/Science Department Head 1. Assists the school testing supervisor in the selection of examinees. 2. Prepares the list of examinees (see Enclosure No. 2 - Template A) for every testing room and posts it in their assigned room. 3. Ensures the complete and signed informed assent/consent from the examinees and parent/guardian. 4, Facilitates the orientation to the identified examinees on the conduct of science process skills assessment. 5. Facilitates the preparation of the testing room/s. 6. Prepares and submits the school report on the results of the assessment (see Enclosure No. 5). 7. Assists the school testing supervisor in ensuring the health and safety protocol in the conduct of the assessment. 8. Collects the answer sheets from the room examiner/s and hand-over to the assigned checkers/correctors. B.7 Responsibilities of the Room Examiner 1. Be familiarized with the guidelines on the conduct of the science process skills assessment. . Be Familiarized with the science process skills assessment tool. Checks the attendance of the examinees. Reports to the school testing coordinator the list of non-takers. Provides preliminary activities to the examinees regarding the science process skills assessment, Provides separate sheets of paper for the written part of the examination, particularly on the illustrations. (Note: The separate answer sheets must contain the serial number of the examinees) 7. Collects and gives the answer sheets to the school testing coordinator. 8. Assists the school testing coordinator in the preparation of the accomplishment report. waon B.8 Responsibilities of the Checkers /Correctors 1. Gets the answer sheets of the examinees from the school testing coordinator. 2, Familiarizes with the assessment tool and the scoring guide. (Note: The scoring guide will be sent to the checkers/correctors via email) 3. Checks the responses of the examinees in the computer-based assessment and in the answer sheets. 4, Exchanges corrected answer sheets with co-correctors for checking and recounting of correct answers. 5. Gives the corrected and rechecked answer sheets to the School Testing Coordinator. 7. B.9 Responsibilities of the Encoders 1, Prepares the list of examinees of the participating school alphabetically following the prescribed format (see Enclosure No. 3-Template A) 2. Encodes the scores of each examinee in three subjects using the prescribed format. 3. Proofreads and rechecks the entries in the document. 4, Assists the school testing coordinator in the preparation of the school report on the results of the science process skills assessment using the prescribed format. 5. Gives soft and hard copies to the School Testing Coordinator for rechecking. B.10 Support Staff (ICT Coordinator) 1. Assists the members of the school testing committee in the entire process of the conduct of the science process skills assessment. 2. Checks the functionality of the computer sets prior to the actual conduct of the assessment. 3. Provides technical assistance in terms of ensuring the functionality of the equipment used such as the computer sets. 4.
