Republic of the Philippines DEPARTMENT OF ENERGY (Kagawaran ng Enerhiya) ENERGY AUDIT GUIDELINES FOR DESIGNATED ESTABLISHMENTS ADVISORY 24 November 2022 ‘The Department of Energy (DOE) hereby reiterates full reportorial compliance of all Designated Establishments (DEs) in the Philippines — entities with an annual energy consumption of at least 100,000 kWh of combined electricity and fuel, pursuant to the pertinent provisions of MC2020-05-0001' and DC2022-03-0006? and in accordance with Republic Act No. 11286, or the “Energy Efficiency and Conservation Act’ as follows: 1. MC2i20-0-001- Dirty Al Designated Elsen une Commerc nui CONDUCT OF ENERGY AUDIT Pursuant to Item Ill - 6 of MC2020-05-0001, all Type 1 and Type 2 DEs shall conduct an energy audit once every three (3) years by engaging a Certified Energy Auditor (CEA) or an Energy Service Company (ESCO) and submit the Energy Audit Report to the DOE upon completion of the energy audit. The levels of energy audit shall be based on the following levels based on American Society of Heating, Refrigerating and Air-conditioning Engineers (ASHRAE) Standards: Level 1 Audit — Walk-Through Analysis - this type of energy audit identifies low-cost or no-cost opportunities for energy savings and areas of waste of energy. Level 2 Audit - Energy Survey & Analysis — this type of energy audit provides a more detailed description of the facility, including an equipment inventory, as well as energy usage and cost analysis using available information, statistics, and testing. Level 3 Audit — Detailed Analysis of Capital-Intensive Modifications - this type of energy audit focuses on the capital-intensive improvements identified during the level 2 analysis, sometimes called Investment Grade Audits (or IGAs). Energy Auditors are expected to display professionalism with utmost truthfulness, independence, and objectivity while conducting an energy audit. Multiple DEs under a single enterprise can be included on a single report provided that each DE (building or facility) has a separate discussion within the report. LEVEL OF ENERGY AUDIT For first time reporting, the DOE shall intially allow for the time being, Level 1 Audit for compliance during the first-ime reporting of all DEs. However, DOE is enjoining the DEs to submit a Level 2 Energy Audit for future compliances. All audit reports shall have assessments accompanied by audit evidence, identified and acceptable energy efficiency programs for continual improvement. SIGNATORY OF THE ENERGY AUDIT REPORT Al activities pertaining to the conduct of energy audits shall be conducted by a CEA or an ESCO. The Energy Audit Report shall include, at the minimum, the following signatories: * Prepared by - CEA/s or ESCO representative/s who conducted the energy audit. Their Cerificate Numbers shall be indicated under their names. For ESCO representative/s, the number on the ESCO's certificate shall be used by their representative/s; * Reviewed by — Certified Energy Manager (CEM) or Certified Energy Conservation Officer (CECO) of the DE assigned to the building or facility being audited. Should the DE have more than one (1) CEM or CECO, they have to identify the person/s (e.g., CEM for the entire enterprise) who will represent all the facilities. The certificate number of the CEM or CECO shall also be present in the document; and * Noted/Approved by — Head of the DE who has the authority to accept the Energy Audit Report ‘The DE shall be responsible for the submission of the Energy Audit Report and shall ensure the DOE's acknowledgment of the submission. 4, EXTENSION OF THE ENERGY AUDIT REPORT SUBMISSION The 31 December 2022 deadline shall still be enforced. As such, all DEs are expected to submit their Energy Audit Reports on or before said date. Should the DEs already engage the services of a CEA or an ESCO but the conduct of the actual audit will not be feasible within CY 2022, the DE shall inform DOE in writing and formally request for an extension (On the other hand, all requests for an extension on the submission of the Energy Audit Reports shall likewise be formally requested to the DOE with attached justification and the same shall be subjected to the evaluation and approval of the DOE. 5. SUBMISSION OF THE ENERGY AUDIT REPORT All Energy Audit Reports shall be submitted through the online portal that can be ‘accessed through this link: https://bit ly/Submit_EnerayAudit. Any submission made by the DE outside the designated portal will not be deemed as part of their ‘compliance.
