Dear Sir/Madam,
Re: Implementation of Pradhan Mantri Fasal Bima Yojana (PMFBY) for Kharif-2019
& Rabi-2019-20.
We request reference to our various communication in the captioned matter. In spite of
the regular communications shared with the operating units with regards to compliance
of provisions of Pradhan Mantri Fasal Bima Yojana (PMFBY) issued from time to time,
our department is continuously receiving complaints from loanee farmers, Insurance
Companies and other agencies.
On analysing the gist of the complaints, it is observed that the following are the common
lapses that gives rise to the complaints:
Branches are adopting a very casual approach while dealing with PMFBY matter.
Non deduction of insurance premium from the farmers within the cut off time,
Non-remittance of Insurance Premium within the time schedule.
Non-obtaining of declaration from the borrowers for their crops.
Non-uploading of farmer’s data in the PMFBY portal within the stipulated time.
Aadhaar of the beneficiary farmers not obtained and updated in the portal.

Since this is a very sensitive issue related to the farmers, non-adherence to the PMFBY
guideline gives rise to customer dissatisfaction and puts the Bank in an awkward
position before the regulatory authorities.
In this context, you are requested to advise the branches under your jurisdiction to
comply with the PMFBY guidelines issued by the Central/State Govt. At the cost of
repetition we reproduce the major points of PMFBY scheme that needs strict compliance
by the operating units:-
1 All farmers availing Seasonal Agricultural Operations (SAO) loans from Financial
Institutions (i.e. loanee farmers) for notified crops would be covered compulsorily. The
non-loanee farmers are required to submit necessary documentary evidence of land
records prevailing in the state and /or applicable contract/agreement details/other
documents notified/permitted by concerned State Government. All farmers including
sharecroppers and tenant farmers growing notified crops in the notified area are eligible
for coverage.
2. Branches should meticulously ensure to complete the process of premium collection
(as per notification in the respective states), remittance of premium as well as uploading
the data before cut-off date invariably, as it is a time bound activity.
3. The premium for Kharif-2019 & Rabi-2019-20 is to be deducted from the farmer's
accounts well within the cut-off date as notified by the respective State Govt. and
premium amount to be remitted through payment gateway (Pay-Gov) of National Crop
Insurance Portal or electronic mode (NEFT/RTGS) only to the concerned Insurance
Companies along with the declarations/ proposals. No remittance /financial transaction
in the form of Banker’s cheque /Demand Draft will be allowed.

Branches are requested to enter Aadhaar number while uploading the farmer's data
in the PMFBY-Portal as Aadhaar is mandatory for availing Crop insurance.
5. Crop loans sanctioned through Kisan Credit Cards (KCC) are covered under
compulsory coverage and bank branches shall maintain all back up records and
registers relating to compliance with PMFBY and its seasonality discipline and cut-off-
date for remittance of premium/ submitting of coverage details as in the case of normal
crop loans.
6. Branches in the States, where the State Governments are having their own portal
should upload the data in their respective State Portal also.
7, Lead Bank/Regional Office should ensure that all the eligible crop loans/seasonal
operational loans taken for notified crops are fully insured and the conditions stated in
the declarations submitted have been complied with no farmer should be deprived from
insurance cover. Lead Bank/Regional Office therefore, should make all efforts and
pursue with their branches for enrolling all eligible loanee farmers and interested non-
loanee farmers under crop insurance.
Any lapses in compliance of PMFBY will be viewed seriously & respective Branch
Managers will be held responsible for non-compliances if any.
