Rafael Cardona, a native-born Costa Rioan who has lived
for a number of years in ' Guatemala and Mexico. In
I, Guatemala he aoted for some time as Chief of General
Ubioo's Press Offioe until he and General Ubioo had
a disagreement, after whi9h Cardona went to Mexico
and beoame a Mexioan oitizen. He has been in Costa
Rioa now for several months.

I was reliably informed this morning that the

rupture between General Ubioo and Cardona is supposed I

to be merely a smoke-soreen, and that they are still I

in close and sympathetic. touoh with eaoh other. My

informant asserted that during the time Cardona was

in Mexico he was plentifully supplied with funds sent '1 I

him from Guatemala and that since his arrival in


Costa Rioa he has had ample funds at his disposal.
Consequently, my informant says he is fully
oonvinced that the formation of the Faacist
(Socialist-Revolutionary) Party in Costa Rioa under
Cardona's leadership is an integral and important
part of General Ubioo's alleged plan to overthrow
the jimenez Go~ernment in this oountry and eventually
bring it under his influenoe. (I~r.tS suggested that

The Fascist movement is as y~t too young for

a reliable appraisal of its importanoe to be made.


It does not appear that it has attracted any
partioularly reputable interests, although the
press has linked the name of Bernardo YgleSias,
ousted Direotor of the National Sohool of

Agriculture and s~ of President Rafael Yglesias

with the party. But if, as it now appears,
Cardona has the moral and financial support of
General Ubico, this Fasoist movement may be able

to attract undesirable and even dangerous trouble
makers and serve as a fooal point for Guatemalan,
anti-Rioardista agitation in Costa Rioa.
