Reliof meneures at Ged: camp: Due to heavy rains and flash floods on 28—-10—90 at Pegumbshallah/Geddai Camp, 44 ry Board Quarters were completely washed away. Five employees of Tamil Nadu Electricity Board ch in Education and Postal Depart Totally 37 persons died in the mishap. The Chairman, Tamil Nadu Electricity Board visited Geddai Camp on 27—10-80 and reviowod 11 ngements made for reliet of pealed to the various Trade Unions/Associations for their eo-operation in ameliorating the affected families Etectri ‘A um of Rs. 500/- towards funeral expenses was given to the dependants of the deceased employees of the Board. Apart from this an amount of Rs. 40,000/- to each tamily of the deceased employee was given. In addition, an amount of Rs. 4,000/- (Rupees four thousand only) was sanctioned by the Board as interest-iree recoverable foan to each of the 37 families. This amount will be recovered in 20 monthly instalments of Rs. 200/- per month from March 1991. The Management of M/s. BHEL donated sum of Rs. 20,000/-. The following Trade Unions/Associations have also contributed their share tewards relief meaguree by giving cash :— Rs. 1. Stainless steel tiffin carrier 12, Readymade Frock eon hid ‘The purchase was made for a total sum of Rs. 31,005/- and the balance amount ef Rs. 7,000/- was distributed to 40 familios at the rate of As. 150/- each leaving a balance of Rs. 1,000/-. This amount was handed ovor to Superintending Engineer/Generation, Kundah, for boing utilised towards further relief proposed by Kundah Generation Circle. A function was arranged at Geddai Camp, Kundah, on 17—11—90 when the Chairmen/ TNEB distributed the various gift articles along with cash of Rs. 500/- each (i.e. Rs. 350/- by TNEB Engineers’ Association and Rs. 160/- from the balance amount contributed by other Unions) to the affected families, in tho presence of large gathering. 26 beneficiaries were present and received the articles and cash from the Chairman/TNEB, on 17—11—90. Employment assistance to dependants of the deceased employees is also under the active consideration of the Board. The Superintending Engineer/Kundah was requested to distribute the cash and the gift articles to the remaining 14 persons. The Chairman and the Members of the Tamil Nadu Electricity Board place on record their appreciation for the spontaneous response shown by the Trade Unions and the Management of M/s. BHEL in rendering relief measures to the families of our colleagues affected by the heavy rains and flood in Geddai. The following special training programmes were conducted during November ‘90 :— (1) Chief Engineer/Planning was deputed for tha seminar on “Private Sector participation in the Powor Sector” conducted by Institute of Public Enterprise, Osmania University Campus at New Delhi on Sth and 10th November ’90. (2) Two Assistant Executive Engineers of Ennore Thermal Power Station were deputed for the course on ‘Power Station Chemistry for Engineers’ conducted by Power Engineers Training Society/Neyveli from 18-—11—90 to 301190, (3) One Assistant Engineer was deputed for workshop on ‘Materials Management’ conducted by Anna Institute of Management from §—-11—80 to 7—11—90. and Family Pensioners : VIIb Revision of DA to Pensioner The Board in Per. B-P. (Ch) No. 234 (Sectt. Branch) dt. 1—-11—90 has revised the DA to pensioners and family pensioners effective from 1—7—90. 1X. Branch) dt. 8--11—90, the Board has approved running of the canteen at Tucticorin Thermal Power Station by the Labour Co-operative Society subject to the condition prescribed therein. X. No. IEMC/E2:A1/F Power sanction & Feasibility/D1015/90 dt. 27—11—90, the Board has instructed the Chief Engineer and Superintending Engineers of Electricity Distribution Circles to process all HT applications of textile units requesting new/additional toads for sanction which consume 2000 or more units per tonne of finished product. Sub: Measurement Books—Utilisation of Measurement Books—Precedure—Instruc- tions — Issued, It is observed during the Preliminary Inspections and Final Inspections conducted in the Offices of the Superintending Engineers that in most of the Circles the labour charges and pur- chase of Electrical Goods, payments are made from imprest and at the same time pass order for such amount is also made in the Measurement Book. It is not clear as to how the Measurement Book which is intended to be used for measured quantity is being utilised for day to day tran- sactions done through imprest. This amounts to duplication of work. The imprest amount is meant only for making potty payments and in unforeseen circums- tances, where normal procedure of incurring expenditure may involve delay. It cannot be utilised for the expenses which can be made by normal procedure. The Measurement Book is intended to be used for measured quantity and also for recording “4 necessary other details as discussed in Article 174 of MFC Vol. i, para 603 of TNEB Manual. As per para 603 (3) of T.N.E.B. Manual Vol. |, the Measurement Book must be made use for re- cording of measured quantity (i.e) the work done or supplies made. However according to Note (2) under para 603 of TNEB Manual! Vol. 1, all the local purchases made by Assistant Engineer/Assistant Executive Engineers for carrying out repairs or work at place distant from Stores may be recorded in the Measurement Books in the same way for work done. Proceedings A serious fire accident occurred at Kadamparai Power House which resulted in damages to certain equipments, etc. The efforts that are necessary for restoration of the units at Kadamparai Power House have been discussed on 24~10—1990 at Kadamparai Power House and it was decided that the Chief Engineer (Transmission and Grid Operation) will have to co-ordinate all activities in regard to restoration of units at Kadamparai Power House. 2. In pursuance of the above decision, it is hereby ordered, that the Chief Engineer {Transmission and Grid Opration) shall co-ordinate all activities in regard to restoration of Units at Kadamparai Power House. As the restoration work will involve ordering of equipments and replacement of failed/defective equipments, the Chief Engineer/Transmission and Grid Operation shall not only expedite supply of equipments but also to ensure ordering of proper and suitable replacements, 3. (ii) The award shall be distributed in proportion to the salaries drawn by the employees as on 311289 at Tuticorin Thermal Power Station. Proceedings : In the Vil Plan pariod 1985-90, around 34 MW of Wind electric generators wore installed inthe Country as programmed. The wind electric projects so far constructed have clearly sctablished that wind electric generation is technically feasible and financially viable. The wind ping projects undertaken by Department of Non-Conventional Energy Sources (DNES) helped to create the badly needsd data base and identity the potential sites. It is now recognised ' that a thrust should be provided in the VIMI Five year plan (1990-9) to promote wind energy generation. Till 31-380, 14 MW of wind electric generators have been installed in the state and these wind mill generators have generated 34.8 MW till the end of 30—8—90. The Department Non-Conventional Energy Sources, have also approved for erection of wind mills aggregating , 1,800 KW at Puliankulam and 4 Nos. 55 KW wind mills at Road side transformer stations near 4 Kayathar during 1990-91. 2. In his letter read above, the Superintending Enginser/General Construction Circle/ South/Madurai_ has sent proposal for sanction of ene separate circle with supporting staff fer the erection of wind farms. 8. After careful examination of the proposal, sanction is hereby accorded for creation of the following poets for the Development of wind energy fora period upto 31—12—91 from the date of utilisation with Headquarters at Madurai 1.
