Smart Cities Mission Progress Review and Works Inspection Report of Tumakuru Smart City by the Chairman, Technical Committee, SCM & Executive Director (Tech), KUIDFC and Technical Committee members on 10" November 2022 Members Present: 1. Representatives of PMC and site engineers of contractors. ‘The Smart Cities Mission Progress review and works inspection of Tumakuru Smart city ‘was taken up on 10-11-2022 and following action points are given for compliance by the MDi/concerned officers of the SPV. I. Project progress a) Tumakuru has completed 123 projects at a cost of Rs.591.82 Cr., which is 63.63 % and final bill is yet to be paid for 23 projects amounting to Rs. 129.30 Cr. TSCL should focus on expediting work completion with clear targets to Contractors and PMC to monitor effectively to ensure the achievement of targets. b) 32 projects are ongoing to the tune of Rs.215.82 Cr. (23.20%), for which expenditure till date is Rs.100.81 Cr. 4 PPP projects are ongoing to the tune of Rs.171.23 Cr. The balance works are to be planned for completion before ore June,2023. ©) Total funds released to TSCL (Gol and GoK) is Rs. 855.00 Cr, expenditure till date is Rs, 770.97 Cr (90.17% of releases). ‘The balance of Rs 155 Cr out of Rs 930 crore allocated to city is to be spent by June-2023. ‘This may be ensured through monthly payment of bills for all projects by proper work planning and monitoring of progress on a weekly basis by the MDIGM(Tech). Il. Works inspection- Action Points. 1, Construction of Anganwa MD, TSCL informed that 12 Anganwadis are completed and handed over to the Women and Child Welfare department. Currently, 8 Anganwadi centers are under construction and the status is as below; * Phase 3 (3 no.) - Painting and other finishing works are under progress. © Phase 4 (3 no.) - Plastering, tiles work, electrical and plumbing works are under progress, ‘© Phase 5 (2 no.) - Plastering work is under progress. 32 Jae ‘Smart Cities Mission Progress Review and Works Inspection Report of Tw “Committee, SCM & Fxecutive Director (Tech), KUIDFC and Tec Smart City by the Chaiman, Techie ce members om 10" November 2022 Anganwadi’ at Satyamangala (Phase-3) was inspected. Painting & other finishing ‘works are under progress. > vy vv v It is noticed that the steel window shutters fixed are difficult to operate. Instructed to rectify the same and ease the operations of the window shutters. Provide ramps with handrails for differently abled children duly following the National Building Code (NBC). Entrance steps treads are not as per the standard dimensions of 15 em, correct the same. C.C Lofts provided in the storeroom are sagging. Check and correct the same. Exhaust fan provided in the kitchen area for ventilation. However, provide mesh/cover at outer edge to prevent ingress of rodents etc, Rainwater down take pipe terminated at _mid wall height, lead of the rain water from the terrace to the recharge well/ sump/ storm water drain with proper connections. MS doors provided for the kitchen, storeroom & toilet in the Gudipalya Anganawadi, For the other Anganawadis under constructions, use FRP doors and frames for Kitchen, Toilet and store room. Additional sockets are provided in the wall and ceiling. Necessary precautions shall be taken to ensure the safety of the children. 2, Redevelopment of Mahatma Gandhi Stadium > Work order issued on 11.09.2019 and work is repordedly completed on 31,03.2022. The cost of the project is Rs. 55.08 Cr. Final bill yet to be released. TSCL shall handover the project to line Department. Finalise the operation & maintenance — strategy/plans of the stadium in consultation with the stakeholders, for its sustained operations and upkeep of facilities created. To ensure safe facility operation, monitoring and optimizing the use and to ensure efficiency in operation of the assets, Building monitoring system (BMS) is provided. But, the monitoring console is placed in the open space. Provide aluminium partition with a locking arrangement/ shift the unit to the administration room, with a locking arrangement to restrict entry of public. Expansion joints shall be finished uniformly. Space designated for commercial establishment shall be allotted to the prospective vendors duly following the standard norms/practice to utilize the asset created for revenue realisation. Mark the parking area in the basement as per the standards, Provide smart city logo and add few murals depicting sports at the front fagade, 3. Public Bike Sharing Alll the 15 Dock less Stations has been completed across the Tumakuru city. One of the places allotted for parking of the bicycles/e-bikes is beside the entrance of the MG stadium, The exi ing PBS station provided beside to MG stadium entrance is maintained badly. Housing with Basie Services for Urban Poor at Mariyammanagar: ‘The Area of the Slum is 28.08 guntas. The project cost of housing complex is Rs.14.01 crore, funded out of Smart ssion funds & the allotment has been made by ‘Tumakuru City Corporation to the beneficiaries, the project has come up in three blocks ~ A, B, C with 88 units/houses. «The built-up area of each unit/house is 33.33 sqm. Community Centre: To conduct social functions. Livelihood Centre: To promote much-needed job training and livelihood development for taking up income generating activities to supplement the family income. *Anganwadi Centre: To look after the children of these families to ensure they are brought up in proper atmosphere. > After site inspection, the concemed Engineers were instructed to ensure full usage of Livelihood centre and Anganwadi centre by the residents. In this regard, based on the request of the beneficiaries, MD, TSCL may send a request letter to TCC (with a copy to KUIDFC ) to take necessary action for the better usage of Livelihood center ( viz. activities like Computer training, Tailoring, Embroidery works ete.,) and Anganwadi centers. > MD, TSCL may write a letter to CDPO, Women and Child Welfare department for the deployment of teachers to the Anganawadi at Mariyammanagar. Provide play equipment and gym equipment in the Mariyammanagar apartment premises. ¥ 5. Redevelopment of KSRTC Integrated Bus Terminal at Tumakuru. The work is under implementation and at a very slow pace. It was observed that the Peripheral storm water drain in the premise is very much required for the smooth operations of the terminal by avoiding flooding during monsoon and ensure safe usage by the public. > KSRTC Engineers to plan and complete the storm water drain work on priority, through funds proposed for allocation from DULT. » Contractor to expedite the work on war-foot basis and complete the work by March 2023 positively, for start of terminal operations. > Purchase order copies shall be obtained for the Lift and Escalator vendor by 15" November 2022. > Bus bay work shall be complete by 30" November 2022. iscuss with SE, BESCOM regarding approval for installation of transformer at fe. > Make the project self-sustainable, finalize the O&M model for successful operation. pee Singet Cites Mision Progress Review and Works Inspection Report of Tuma Smart City by the Chairman, Technical ‘Committe, SCM & Executive Director (Tech), KUIDFC and Techn (0 November 2022 6. Construction of Multifunctional Auditorium, Library and Science Lab in Empress High School and P.U. College, Tumakuru: ‘The work is completed with G+2 floors (auditorium at ground floor, Library at 1* floor and science labs at 2” floor) and handed over to the Principal, Empress College and the building is under use. A committee is to be formed under the Chairmanship of the Deputy Commissioner, Tumakuru for finalize the operation and Maintenance of the Auditorium at Ground floor. > Computers have been placed in the old building since work was in progress. Now, the Principal, Empress High School has requested to shift all computers & its accessories to the new building- digital library/computer room. MD, TSCL to attend the request of the principal immediately > Provide proper ventilation to the Librarian room. 7. City Library ‘The project includes the City Library & Incubation Centre near Town Hall Junction in ‘Tumakuru City. the total built-up area is 7208.55 Sqm to accommodate 41 nos. of car parking in basement floor. ‘The building has auditorium, Pantry, refreshment hall, admin room, VIP room, Green room and reception hall in GF. ‘The Chief Librarian room, 102 viewers gallery, reading hall and senior citizen reading, room are housed in mezzanine floo, It has Education hall, Administrative staff room, meeting hall, Braille room, senior citizen room, Bulk book tagging room and kids room in First floor, competitive exam / group study room, microfilm reading room, e-library, store room, special reading research cubical and locker room are housed in second floor. A Incubation centre and office room is also planned in second/third floor. a) works have been completed. Hence, further action may be taken to handover the floors to the MSME. b) Furniture work is in progress at Mezzanine floor and FF ©) Explore to rent the Auditorium on hourly/ day basis to the other department/ college/ corporate company for mecting/ workshop/ event etc to generate revenue. 4) Complete the renovation of existing Library Building at the earliest. 8. [CMCC Tumakuru Smart City has implemented the ICMCC at a cost of Rs 39.97 Crore in 1* phase and Rs 16.70 crores in the 2% phase. The implementation includes CCTV surveillance with 298 cameras, Intelligent Signalling at 13 junctions, Environmental Monitoring at 5 location, VMS boards at 6 locations, Emergency response system with Emergency call box and PA systems and Locked House Monitoring System with 100 Sie ‘Smart Chies Mission Progress Review and Works Inspection Report of Tumakur art City by the Chairman, Technics ‘Committee, SCM & Paccutive Director (Tech) JFC and Techaleal Committee members on 10" November 2022 ‘The system has been GO-live from 01-06-2021, and the outcomes of various applications include; a. Total of 21320 traffic violation Challans generated for Rs 1.31 crore b. Total amount collected for Challans stands at Rs 17.1 lakh, ¢. Total Calls received for emergency response system is 1133 and out of which 56% of the calls are closed (635 calls). 4d. Integration of the E-Challan software with VAAHAN is completed. e. Integration of E-challan with KHAJANE-2 is under progress which will provide the payment gateway and enable the digital payment options to the citizens. > SPV/PMC to analyse the number of users logged into the system/application and track the usage. Based on the analysis of user pattern, increase the IEC activities to promote all applications developed to optimise the ICCC efficiency. > Daily reports on various use cases shall be generated and shared with related departments for taking informed decisions. 9. Sports Arena at Govt PU College The Sports Arena includes viewing gallery, viewing deck and lighting infrastructure to conduct sports like Kho-Kho, Kabaddi, Volleyball, Cricket practicing pitch with net and drainage facility in the historic P U College ground. The project envisaged to encourage and develop student athletes by providing sufficient opportunities to develop individual abilities at the Local, State National and International level. > Provide Poles for all courts like kabbadi, Kho-Kho ete. 10. Trauma Center, ‘The project aims to improve Medical Facilities in city with a Trauma Centre with G#3 floors. It provides for Major OTs, Doctors room,ICU wards, emergency response, reception area etc,. Work order issued on 22.07.2019 by the Health & Family welfare department. > Very narrow doors (0.75 m wide) are provided in the first floor rooms, The same may be rectified with doors as per standards. Railings shall be provided at the entrance ramp. Expedite the finishing works and complete the project. SPV to request health department to ensure allocation of required doctors/ nurses/ staff etc. to functionalize the facility created, vry 11. ICMCC Building @ SP office premise. The stilt floor has Parking, Reception, Locker room and Electrical Room. In first Floor, Control Room, Server room, UPS Room, NOC room, Emergency Response, Call taker and Dispatcher room, Conference Hall, Document, Printer Room and Manager room is provided. In Second Floor, Situation room, VIP Lounge, BMS, IT Manger room, IT Store, Conference Hall, Document, Printer Room and Manager Room is provided. During the site inspection, TSCL and PMC informed about the project progress and balance works. TSCL& PMC further explained that the work got delayed due to excess rail fall and delay due to on-going parallel works of LSI as per their scope in control panel room, UPS room, Server room, firefighting work etc. by IT Team and additional scope of work as requested by the Police authorities. » Instructed to the contractor to complete the balance work in all respect within the agreed timelines and MD, TSCL. to levy penalty on further delay. > TCSL and PMC instructed to provide semi-circular shaped work station tables in the control room. v Contractor to submit the furniture details (catalogue) of Godrej, /Feather lite/Nilkamal or equivalent make and TSCL to finalize the furniture required for the building in consultation with PMC. > TSCL shall approve the furniture vendors as soon as pos delay in approval. le to avoid the further > GM (Tech), TSCL shall co-ordinate and follow up wit for early completion of the project. the PMC and Contractor General Instructions: a. MD, TSCL may co-ordinate with KSRTC to complete the balance work of IBT works by end of March 2023. b. Maintain a ledger for each of the projects for recording components of Operation & Maintenance activities taken up by the agency on a day to day basis, for verification and also as a basis for payment of O&M claims. ©. Provide “project name Boards” with details of the project at all locations. 4, Few of the projects are physically completed but have not achieved financial closure. Necessary action shall be taken for financial closure of all such projects ‘on priority and hand over to the concerned line departments. e. MD & GM (Tech) to review every week, all pending projects in detail and provide timelines to the contractors/PMC/Technical staff to expedite the implementation of the projects. Disciplinary action shall be initiated upon failure of the timelines by the contractors/PMC/Technical staff. The proceedings’ MoM of the review meeting shall be submitted to KUIDFC. £. Projected work wise financial progress and completion targets for all balance ‘works shall be shared in prescribed format circulated vide letter dated 19.01.2022 g. SPV to adhere to the timelines set by the MoHUA. i, The Contractors delaying/not submitting bills, shall be pulled up and ensure monthly bills are paid to all projects to maintain steady financial progress. |. PMC shall monitor and document day to day activities of all projects and submit ‘monthly- work wise progress report, bottlenecks and remedial action proposed to address the issues at site on day-to-day basis. k. All quality test reports for raw materials, finished works and machinery/equipment procured for the projects shall be documented properly and made available at all work sites for inspection by authorities. |. Proper safety precautions at all work sites shall be taken and barricades with lighting shall be provided at sites with deep excavation.
