FICA’ In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of the special and adhoc rules issued in the G.O.Ms.No.291, Pig. & PR (Estt.I) Department, dt: 23-03-1963, G.O.Ms.No.15, PR & RD (Estt.III) Department, dt: 08-01-1999 and G.O.Ms.No.155, PR & RD (Estt.II) Department, dt: 01-05-2002 and as amended thereon if any, which were adopted in G.O.Ms.No.69, PR&RD(PR.I) Department Dated:28.08.2015 and subsequently amended from time to ie, in respect of the various posts in Panchayat Raj Engineering Department, the Governor of Telangana hereby makes the following Special Rules for the Telangana Panchayat Raj Engineering Service:- 1. SHORT TITLE: (1) These rules may be called the Telangana Panchayat Raj Engineering Service Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette. 2. CATEGORIES: The service shall consist of the following categories of posts and equivalent posts, namely:- Category (1) : _ Engineer-in-Chief Category (2) _ Chief EngineerCategory (3) : Superintending Engineer Category (4) : Executive Engineer Category (5) 1 Deputy Executive Engineer Category (6) : Assistant Executive Engineer Note: Category (5): Deputy Executive Engineer level equivalent posts are PA to Superintending Engineer in the Regional Offices. 3. (ii) They should be approved probationer in the cadre of Assistant Engineer. (iii) Should not have any charges / disciplinary cases, pending against him/her. (iv) Should not have any adverse Confidential Reports. (v) Should have completed (6) years of qualifying service. (vi) In case of Assistant Engineers converted from Technical Officers the qualifying service of (6) years will be reckoned by combined service of Assistant Engineer and Technical Officer (Draughtsman Grade-I).Note: (1) Henceforth, as far as Recruitment is concerned if direct recruitment of Assistant Executive Engineers is made in a particular year, the eligible Assistant Engineers who are appointed by transfer as Assistant Executive Engineers after completion of (6) years of qualifying service shall be placed below/above the direct recruitee Assistant Executive Engineer candidates of that particular year based on the date of communication of Public Service Commission selection list to Engineer- in-Chief, PR, Hyderabad. If the selection list by the Public Service Commission is ‘communicated to Engineer-in-Chief, Panchayat Raj, Hyderabad on a particular date, all the Assistant Engineers appointed by transfer as Assistant Executive Engineer before that date shall be placed above the direct recruitee Assistant Executive Engineers and vice versa. (2) Since these rules are prospective the Assistant Engineers who will be appointed by transfer as Assistant Executive Engineer shall be placed below the last regular Assistant Executive Engineer candidate as on that date of appointment by transfer took place in that particular Multi Zone. (3) No Deputy Executive Engineer, who appointed by transfer from the category / cadre of Assistant Engineer is eligible for further promotion. (4) _ On the basis of necessity and requirement, the Government will finalize the cadre strength of each category of Telangana Panchayat Raj Engineering Service. (5) No Ratio will be maintained among the Assistant Executive Engineers and Assistant Engineers on sanctioned strength. However, the vacancies shall notified for Direct Recruitment by the department from time to time in the Ratio of 3:1 between Assistant Executive Engineers and Assistant Engineers respectively. (6) The department shall send proposal for recruitment of Assistant Executive Engineers and Assistant Engineers to the Public Service Commission. 4, RESERVATION OF APPOINTMENT: (1) Rule 22 and Rule 22-A of the Telangana State and Subordinate Service Rules, 1996 as amended from time to time shall be applicable for the Direct Recruitment. (2) Local reservation shall be applicable as per the provisions of the Telangana Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 2018. 5. QUALIFICATION: kk ~ Category Method of Qualification Appointment __(4) (2) (3) Category-(6) By direct | Must possess Bachelor's Assistant Executive | recruitment Degree in Civil Engineering. Engineer By appointment | Must. Possess minimum by transfer qualification of Diploma in Civil Engineering and should pass the requisite Departmental Test. (a) The Bachelor’s Degree in Civil Engineering should be from a University in India established or incorporated under a Central Act or State Act or an Institution recognized by the University Grants Commission / All India Council for Technical Education or AMIE.(b) The Diploma in Civil Engineering should be awarded by State Board of Technical Education or its equivalent qualification recognized by the State Board of Technical Education of Telangana State. 6. AGE: Rule 12 of the Telangana State and Subordinate Service Rules, 1996 as. amended from time to time shall be followed for Direct Recruitment. 7, MINIMUM SERVICE and ELIGIBILITY FOR PROMOTION: Unless otherwise specified elsewhere in these rules, no person shall be eligible for appointment by transfer or promotion unless he/she has put such minimum service in the category from which such appointment by transfer or promotion is made:- (i) For promotion to the cadre of Engineer-in-Chief, one should render at least one year of service in the cadre of Chief Engi (ii) For promotion to the cadre of Chief Engineer, one should render at least one year of service in the cadre of Superintending Engineer. (ili) For promotion to the cadre of Superintending Engineer, one should render minimum two years of service in the cadre of Executive Engineer. (iv) For promotion to the cadre of Executive Engineer from the cadre of Deputy Executive Engineer, one should render minimum (2) years of service in the cadre of Deputy Executive Engineer. (v) For promotion / appointment by transfer to the cadre of Deputy Executive Engineer from Assistant Executive Engineer / Assistant Engineer, one should render minimum (2) years of regular service in the cadre of Assistant Executive Engineer / Assistant Engineer as the case may be, with (2) years should be field service. (vi) The field experience for Physically Challenged candidates shall not be required. 8. PROBATION: (1) Every person appointed by Direct Recruitment to any of the posts shall, from the date on which he/she commences probation, be on probation for a total period of (2) years within a continuous period of (3) years. (2) _ Every person appointed to any post either by promotion or transfer (not by transfer on tenure) shall, from the date on which he commences his probation, be on probation for a period of (1) year on duty within a continuous period of (2) years. 9. TRAINING: (1) Every person appointed by direct recruitment to the post of Assistant Executive Engineer, shall undergo, immediately after appointment a course of training for such period and as per such programme and syllabus as may be prescribed by the Engineer-in-Chief, Panchayat Raj, Hyderabad, from time to time. (2) _ The period of training will be treated as duty for all purposes. (3) A direct recruitee shall be eligible, during the period of training, for the initial pay of the post with usual allowances admissible.10. TESTS: Every person appointed to the post of Assistant Executive Engineers by Direct Recruitment shall pass the Account Test for Public Works Department Officers and Subordinates within the period of probation. Note:Any such Assistant Executive Engineer on probation shall not be discharged for failure to pass the above test within the period of his/her probation, but his/her probation shall be extended and his/her increment shall be stopped till he passed. 11. UNIT OF APPOINTMENT: For the purposes of recruitment, appointment, discharge for want of vacancy, re-appointment, seniority, promotion, transfer and posting and appointment as full Member to the post specified in Column (2) of the Table below the Unit of Appointment shall be as specified in Column (3) as per the Presidential Order, 2018, thereof:- Category Post Unit of Appointment: @ Q@) @) | 6 Assistant Executive Engineer | Multi Zone — Comprising of Zone-I, Zone-II, Zone-IIl, Zone-IV ‘Multi Zone = II: Comprising of Zone-V, Zone-VI, Zone-VII (As per PO 2018) 12. APPOINTING AUTHORITY: (1) Government shall be the appointing authority for the categories of Executive Engineers and above category. (2) Engineer-in-Chief, Panchayat Raj, Hyderabad, shall be the appointing authority up to the cadre of Deputy Executive Engineer for initial postings and subsequent transfers in the categories of Deputy Executive Engineers, Assistant Executive Engineers.
