IDP Letter To DNC RBC 1.6.23

Last month, the Rules and Bylaws Committee passed a calendar framework for the
2024 presidential nominating calendar, but in all honesty, adjourned with nothing
actually settled. As of yesterday’s deadline for submission of letters of intent, we are
faced with a situation in which at least two states will require deadline extensions
because they may be unable to meet the conditions necessary to avoid the rescission of
their waivers to hold contests in the pre-window.
I write today to remind you that Iowa has been put in a position that makes it impossible
to comply with our own state law, which has exactly no chance of being changed by our
legislature. It is also important to note that no state situated in the Central or Mountain
time zones is represented in the pre-window, and three of the five early window states
that have been proposed were among the original 13. Small rural states like Iowa must
have a voice in our Presidential nominating process. Democrats cannot forget about
entire groups of voters in the heart of the Midwest without doing significant damage to
the party for a generation.
The Iowa Democratic Party proposed historic changes to the Caucuses in its bid to seek
a waiver. We recognized that the caucuses as they were no longer aligned with 21st
century democracy, and that we had no alternative but to reimagine the Iowa Caucuses
as a vote-by-mail state-party run contest. The process we proposed allowed flexibility as
to the date while complying with Iowa law. We believe that Iowa can be an important
part of the solution to an early nominating calendar by providing flexibility with its new
process.
Republicans in Iowa have already seized the opportunity to double down on their
caucuses and feed the narrative that Democrats have turned their back on Iowa and
rural America. Our own calendar remains in a state of uncertainty. The Iowa Democratic
Party believes that, with two states apparently unable to meet the criteria set forth as
conditions of a waiver, within the timeline set forth by this committee, we have a
compelling case to be granted a conditional waiver for a pre-window contest. As a state
party run contest, we retain the ultimate ability to tailor our contest to RBC rules and
specifications and maintain a flexibility that states with state-run contests cannot. To that
