1. Role & Responsibilities

 This role has two main poles: to manage BlackRock’s public policy response on Brexit and to lead on UK
specific public policy issues.

Brexit
 To coordinate within the public policy team and with other BlackRock experts to
determine the public policy priorities and positioning regarding Brexit
 To define the engagement strategy for UK authorities (Bank of England, HMT, FCA,
Cabinet Office, BEIS, BexEU, Houses of Parliament) and to execute, facilitating the
development of relationships from most senior to working levels between BlackRock
and the UK public authorities
 In time, to engage with the UK authorities on the development of UK legislation as a
result of Brexit.
 To coordinate with other asset managers and other financial services firms
 To coordinate with BlackRock representatives on the various associations and
represent BlackRock where appropriate
 To represent public policy on the Brexit steering committee together with the head of
EMEA public policy
 To lead the BlackRock Brexit intelligence forum (BlackRock country managers,
BlackRock representatives on associations, and key other functions)
 To work with the distribution businesses (retail, institutional, iShares) to gather
intelligence and in time, to develop client related materials and engage with key
clients.
 Coordinate with PR team (in conjunction with legal, HR as appropriate) in response
to media enquiries
 Depending on the candidate, this role may include managing BlackRock’s response
on Brexit for the region and demand working closely with the regional heads of a

number of functions, including investment, trading and risk functions, distribution as
well as IT, Operations, Legal, Strategy and HR.

UK public policy

 To determine and coordinate the execution of public policy engagement in the UK


 To lead the UK public policy working and steering groups. These aim to prioritise
themes for engagement common to the three UK businesses (unlike other countries
in Europe, no single country head exists but three heads of business for Retail,
Institutional and iShares) and to agree common positioning and messaging.
 To lead proactive engagement with policy makers to ensure BlackRock develops
constructive relationships and to enhance BlackRock’s reputation. Engage senior
management (members of the Global Executive Committee, members of the
European Executive Committee) and content experts in relationships with relevant
regulators and politicians from the most senior to working levels.
 To ensure BlackRock coverage of the appropriate associations in the UK.
 To provide thought leadership by contributing to and sponsoring publications that
have local, regional and / or global relevance.
 To represent BlackRock at internal and external conferences both as a delegate and
as a speaker.

Current UK public policy priorities other than Brexit:

 The following are UK specific priorities that we engage on in addition to global and EU
priorities (eg systemic risk, capital markets, distribution):
o Pensions and retirement savings
o FAMR
o Real assets investment (Infrastructure, real estate)

 Not within the role

o Investment Stewardship (corporate governance, ESG) falls within the remit of


another team member.
o UK specific topics emanating from the supervisory units of the FCA and PRA
(eg, competition review) are led by legal and compliance.

2. Grade and Reporting Lines

 Director / Managing Director


 This role reports into the Head of Government Relations & Public Policy in EMEA.
 If the candidate also leads on BlackRock’s Brexit response for the EMEA region, also
to the COO of EMEA. The time allocated to public policy compared to other functions
would change over time but we would expect on balance approx. [70%] to be devoted
to public policy engagement

3. Required Approach and Skills

 Collaborative approach. This is essential for success in this role given the structure
of BlackRock and the matrix responsibilities of the public policy team where members
have responsibilities for policy topics, BLK businesses and department and individual
European countries. In addition, the successful candidate will be expected to
coordinate with the global team to ensure consistent views and messaging
 Strong writing ability.
 Public speaking experience.
 Language proficiency: English; other European languages beneficial
 Position is located in London and requires willingness to travel within Europe with
occasional travel to the USA
