SUBJECT: CONDUCT OF LOCAL GOVERNMENT ELECTION, 2022 2N° PHASE IN KARACHI AND HYDERABAD DIVISIONS This is being written in continuation of our earlier letter dated 12.01.2023 & the Order of the Hon'ble Commission dated 13.01.2023. 2. | am directed by the Government under Section 34 of the Sindh Local Government Act, 2013 to state as under: 1. That the worthy Provincial Cabinet in its meeting dated 12.01.2023 had decided to withdraw its earlier issued notifications regarding the number of Union Committees in Karachi division & Hyderabad district. 2. That the Provincial Cabinet had also expressed its concerns with the non availability of Pakistan Army & Civil Armed Forces for static deployment at the polling stations. 3. That in pursuance of what is stated in the preceding paragraphs, a letter was written to the Hon'ble Commission. However, the Hon'ble Commission through its order dated 13.01.2023 rejected the withdrawal of notifications regarding the number of Union Committees. Furthermore, in the said order no response has been made to the concerns of the provincial Govt regarding the non availability of Pakistan Army & Civil Armed Forces. 4, That on 13.01.2023, a meeting was held at the office of Chief Secretary, Government of Sindh which was also attended by the Secretary of ECP as well as senior officers of law enforcement and intelligence agencies. In this meeting, the law enforcement & intelligence agencies apprised the participants of the precarious law and order situation along with specific threats to various political leaders and workers of political parties. 5. That the said meeting has further corroborated the fear and apprehension of the Government that due to the prevalent situation, there is a greater need for the presence of troops of Pakistan Army and Civil Armed Forces to be statically deployed at the polling stations.
