KARC2 UDD Suggestions
1. The need for an empowered urban mobility authority in Bengaluru has never been
greater. Since 2008, the Government has failed to legislate the BMLTA Act despite several
committees and policy documents recommending such an institute. This is one important
urban mobility reform that should be implemented immediately without any further delay
to prevent Bengaluru's transport from further degradation. The 3rd Report of KARC-2 is
unfortunately vague and contradictory in its recommendation regarding BMLTA. I am
unsure whether the commission has seen the draft BMLTA Act which is currently awaiting
legislation.
2. Please appoint technocrats to head public transport firms. Having an IAS cadre officer and
transferring them every 2 years is a wasteful exercise and does not aid capacity building. For
example, BMRCL (which is both building and running the metro) has seen nearly 10 MDs
since its inception while Delhi has had only two MDs to date.
1. BMLTA will improve integrated public transport provision, will seek accountability from
operators, and will increase public transport patronage.
2. Getting technocrats to head public transport firms is a universal practice and the Delhi
example unmistakably points at the benefits.
