CHAPTER 1
INTRODUCTION
Managing the paper works are easily conducted. But as the years went by, when
population got bigger that the barangay couldn’t handle all the request of the residents and this
made it difficult to manage because of that bigger population. The resident would always wait for
the duty officer who was in charge for that day, then they would form a line to take care of their
needs. It takes lots of time for them to get and access what theyhave requested.
Advance technology open wider opportunity for barangays to work and serve their
constituents better through online by computerization of the documents they provide such as
barangay clearance, certificate of indigency, letter of recommendation, annual report, and others.
Motivated by the vision of empowering this self-governing political system digitally, the
researchers sought to identify the benefits of ICT and create an barangay management system that
would speed up the transactions carried out and documentation produced by the barangays. For
the integrity of all transactions, the developed system was created to only be accessed by
authorized users.
Claire Ong Carpio (2020) claims that the Barangay Management System, also known as
e-barangay, is a web-based management approach that will transform traditional, centrally
dependent barangay management into a more inclusive, citizen-focused system. It. primarily
seeks to improve the efficiency of current administrative procedures for obtaining papers, making
complaints, and producing appropriate and precise municipal data. In order to create the system,
the researchers used the prototype process. It emphasizes developing and testing system features,
designing the graphical user interface, and planning iterations. The electronic Barangay
Information System (eBIS) helps local governments keep digital records on resident information,
process permits and certificates, and implement programs based on a community's profile to
address problem areas (e-Konek Pilipinas Inc.).

at the center of effective governance might result from profiling each family in the community.
Once profile data has been gathered, essential data could include figures on labor and
employment, family income and spending, demographics by population and age, water and
sanitation, housing type, and education.
After finishing the system, the residents can be able to access it by multiple users. The
user has given an account by the admin, learn of the schedule of events, gain access to allowable
demographic info. It allows any authorized person to view all the personal data and the requests of
the barangay residents in the system. It will guide the first user in how to access the system by
providing a tutorial.
Through this, we can make it possible for Quezon barangays to avoid paperwork and for
computer services to more readily serve their citizens. In this way, we want to provide a reliable
way to complete paperwork. By offering digital services, they can better serve the local
population. The barangay duty officer can create and maintain records, announcements, and
reports so that citizens can easily access neededinformation.
1.3 Objectives
Barangay profiling management system is to provide and develop an efficient
system that manages and improve data service delivery.
Barangay Official – The barangay officials will benefit from the findings of the study,
which will enable them to easily undergo a transaction and gather information about the
residents to be processed.
Residents - For the residents, it is expected that the results of this study will enable
them to easily request the documents they need and see the barangay improvements.
Local Government Unit (LGU) – To the LGU official, it will help them to easily
access, gather the data of the barangay, and spot the accomplishment reports.
Researchers - For the researchers, this study will give them insight into the real
working stations. That helps them develop critical thinking abilities and computer skills.
This will serve as their basis for guiding them in creating web-based systems in the
future.
Future Researcher - For the future researchers, this is a great help in giving them an
idea about this system. to have a basis and knowledge that can help them improve their
research.

REVIEW OF RELATED SYSTEMS (STUDIES)
This chapter presents the relevant literature and studies that the

According to Nur Sukinah Aziz et al (2021) Nowadays, websites are used
widely all over the world as a medium of communication for information or services.
Organizations use websites to market their product and services. Users will always use
the website if the website can achieve their task or goal in searching information or
using the services more quickly, easily and effectively.
Websites are important nowadays in the globalized competition. Almost all the
organization using the website to share information and also as a medium of
communication because it not only cost effective but also save time. Everyday new web
sites are publishing in the internet and it has been growing at an exponential rate. A
website is a collection of web page. It is a medium of communication (Aaberge et al.,
2004). It represents the brand of the organization and provides first impression about
the organization to user. If it is not well presented or poor in web design, it will make
user away and give poor reputation to the organization. There are many types of
websites that not only provide information but also delivery services such as online
learning or e-learning, e-commerce, e-government and many more. According to
Priyanka Waghmare (April 16,2022) e-Governance is defined as the use of information
and communication technology (ICT) to provide government services, information
exchange, transactions, integration of previously existing services, and information . In
e-Governance, the letter "e" stands for "electronic."
Webs Design
In the study conducted by Robin Gandy (2022) Web design is the process of
planning, conceptualizing, and arranging content online. Today, designing a website
goes beyond aesthetics to include the website’s overall functionality. Web design also
includes web apps, mobile apps, and user interface design.
Based on the study WBE Staff in Designing Websites (2022) Web design
determines the appearance and experience of browsing a website, web app, or cloud
service. By using programming languages such as HTML, CSS, and JavaScript, web
design professionals create digital experiences that meet the website owner’s personal
or business objectives. From layout and graphics to fonts and colors, the process of web
design covers setting up all the aspects of a website or digital application. These aspects
impact how a website looks and feels on multiple devices, including mobile phones and
desktop computers.
Nick Babich (2021) Mobile web design is the process of optimizing web
experience for mobile users. This process includes creating: Mobile-first design.
Traditionally, websites have been optimized for desktop users, but as browsing habits
have evolved, designers tend to follow a mobile-first approach in design. This means
that the team starts with a mobile platform and optimizes content for the smallest
possible screen, then switches to a larger screen size like a tablet or desktop.
Responsive design. Responsive layout is a type of layout that changes based on the size
of the user’s device. Generally, the more screen space the user has, the more content
they see in each given moment. Search engine-friendly design. Even the most
compelling content or features on your website are useless if visitors cannot find your
website in search results. Google offers a tool called Mobile-Friendly Test that allows
you to check if your website is optimized for mobile and thus more user friendly.

appearance. While the design and appearance of a website matter, that’s only one of
several factors that will play a role in determining the website’s success.
According to Danish Wadhwa (2022) Having a proper web design will solve
various challenges. Like, it will help the people understand the product/services,
generate more emotional bonds, and increase interactions, etc. Well! The success of
web page design totally depends on how you combine elements such as color, font,
texture, etc. So, it is essential to have a clear understanding about each in detail.
Kim Anh Nguyen (2021) A well-designed website could offer much more than
just aesthetics. They attract, engage visitors, and help people understand the product,
company, and branding through a variety of indicators, encompassing visuals, text, and
interactions. That means every element of your site needs to work towards a common
goal.
Web Development
Internet is getting cheaper day by day which leads to more excess to the internet and
web development, the internet made things easier for all of us some of the web apps like
Facebook, google is a good and highly used examples of web apps.
There are many trusted IT companies for web development that provide web
development services to their customers. The purpose of web development is to create
different types of websites and applications, it’s professionally designed or redesigned
web apps that web developers dispense to their customers to ensure a good experience
of web applications.
Divyam Goyala, Pulkit Jainb, Bharat Bhushan (2022) Web development is the
skill to develop a website for World Wide Web (WWW) or Internet. Web development
can be implemented in many forms; Making simple static web pages, complex-
integrated web pages or more advanced contents like Web Apps. In more generic form,
web development includes: web engineering, web content development, web designing,
network security configurations, client-side/server-side scripting, web servers and e-
commerce website development. From shopping to ordering food through e-commerce,
applying for jobs to opening Bank Accounts, mostly everything can be done online with
the help of the internet. And to uphold all this, organizations need to provide a good
looking and reliable website or WebApp services.
Anthony Corbo (2021) Web development is responsible for creating the sites
and applications we use through a web browser in our day-to-day lives. Web
developers, often working in teams or alongside other tech professionals like data
scientists, UX designers and product managers, use specialized techniques and a
thorough knowledge of one or more programming languages to create a foundation for
where the website’s database will live, known as a back-end.
Web developers are also responsible for creating the front-end of a website
through the use of HTML, CSS and JavaScript, which creates the layout and style that
the user sees and interacts with when using the site. The back-end is dependent upon the
website’s server, which stores web pages and applications to be loaded into the web
browser upon request. The server acts as an intermediary between the web page or
application and the data stored within the server, facilitating communication between
the database and the client. Finally, web developers are responsible for maintaining the
site's functionality and overall performance over time.
According to Claire Ong Carpio (2020) states that the Barangay Management
System or e-barangay is a web-based management system which shall reinvent
barangay management from a traditional and centrally dependent unit towards a more
inclusive and citizens-oriented scheme. It essentially aims to streamline existing
administrative processes in terms of requesting documents, filing complaints, and
generating apt and accurate local statistics. The researchers have adopted the prototype
methodology in the development of the system. It focuses on creating and testing
system features, graphical user interface and scheduling iterations.
The analytics-enabled Barangay Profiling System organizes, records are
classified and information about each resident is provided as well as statistics by gender
and age grouping. Additionally, it generates barangay clearance for people whenever
they move.
