PROJECT PROPOSAL

PROJECT TITLE: Workforce under the Standing Committees of Board

Ordinances and Style, Legislative Monitoring,
Dangerous Drugs and Other Related Substances, Rules
and Ethics, and Personnel Discipline & Grievance
Committee)

PROJECT PROPONENT: Board Member _____________________

RATIONALE: Section 468 of the Local Government Code of 1991


enumerated the functions, duties, and powers of the
Sangguniang Panlalawigan.

The Sanggunian is also endowed with powers and


resources necessary to deliver basic services and
facilities to enable its inhabitants to develop fully into
self-reliant communities; likewise, it has the power of
inquiry in aid of legislation, in which case, they may
conduct probability or feasibility study on a possible
project for the benefit of the general public.

Furthermore, Chapter III (Local Legislation) of the same


Code mandates the organization and creation of
Standing Committees which shall include, but shall not
be limited to, the committees on appropriations, women
and family, human rights, youth and sports
development, environmental protection, and
cooperatives; the general jurisdiction of each committee;
and the election of the chairman and members of each
committee.

Consequently, the undersigned proponent was


designated as the Chairperson of the Personnel
Discipline & Grievance Committee by virtue of
Executive Order No. __________ Series of 2022
enacted by ___________________. The constitution
said Committee was anchored in the vested appointing
authority of the Local Chief Executive as provided for in
Art. IX-B of the 1987 Constitution as implemented in
Sec. 46 (a) Chapter 7, Book V of the 1987
Administrative Code and Sec. 86-88, Title III, Book I of
the Local Government Code.

On that premise, the proponent local legislator wishes to


hire workers to assist both administrative and legislative
support needed for the efficient function of the above-
stated Committees.

OBJECTIVES:
1. Disseminated information for the assigned committees for
guidance and purposes.
2. Assisted in legislative research.
3. Submitted written report to the Committee, if required.
4. Assisted in setting up meetings
5. Coordinated with the other Committees, LGU’s, Government
Offices, and NGO’s, if required.
6. Received important documents in relation to the committees.

PERIOD COVERED: January 11- March 31, 2023

BUDGETARY NEEDS:

1 personnel P 600.00/day x 58 P 34,800

TOTAL: P 34,800.00

To facilitate and guarantee the required outcome of this project:
