INFORMATION SYSTEM FOR THE ADMINISTRATION OF
PROJECTS IN THE PIWANDES INSTITUTION OF THE CITY OF
PUNO – 2021
ABSTRACT

The use of ICT (Information and Communication Technologies) in this peculiar situation that we
are experiencing due to the health crisis caused by Covid-19 throughout the world, has meant rapid
progress in the development of Information Technologies in all companies and institutions, such
progress if we do so in a well-targeted manner, it leads to a positive impact on institutions and
responds to the needs of the current context; for which the present work, entitled Prototype of an
Information System for Project Administration in the PIWANDES Institution of the City of Puno -
2021” has the objective of solving a problem immersed in the Institute of Technological Innovation
and Promotion of Development - PIWANDES, which in the majority of times an adequate
administration is not practiced in the aspect of the reviews of the different projects to be executed,
which causes a bad organization of information within the Institution. The place of application and
experimentation for the development of this work was the Institute of Technological Innovation and
Development Promotion - PIWANDES, in which an analysis was carried out, determining the
different requirements, problems and alternative solutions; Likewise, the reactions of the users who
use and operate the Information System were analyzed and the degree of acceptance of the use of
the system could be estimated.
The Prototype Development methodology that we will use in this work is the RUP Methodology
(Rational Unified Process), where our objective in the first place is to know a little more about the
RUP methodology, applying all the Workflows that the mentioned methodology involves
previously, carrying out the identification of Use Cases, State Diagrams, Deployment Diagrams
among others, which will allow us to know the basic functionalities that the system must require.

INTRODUCTION
The Institute of Technological Innovation and Development Promotion - PIWANDES participates
in different processes of acquisition of projects, whether Public or Private, such calls are made by
CONSUCODE, INABEC, among others, the projects can be Market Studies, Technical Files,
Studies of the Tourism, Andean Gastronomy Studies, Environmental Pollution Studies, Investment
Studies, among others, once you have won the call you have a certain deadline to present the Final
Study Project.

For this case, the Project Director gathers a multidisciplinary team who work remotely, such
members reside in Tacna, Moquegua, Cusco, Lima and also in Puno, for which the Project Director
is like the Coordinator who explains what he wants that each Professional does in their area, which
have to send advances of the part of their work, where the Coordinator has the function of providing
the information that is requested by the professionals so that they can make their respective
advances, he is also in charge of receive the advances, then review each advance and, if necessary,
let you know your observations for later correction. And if there are no errors, the Coordinator will
structure, shape the Study Projects for their Final Presentation.

At present, the Coordinator has difficulties, in the first place for the ordering of the various Study
Projects that he is in charge of, secondly the little organization in the reception of his advances that
are sent by his team of professionals for each Project of Study in particular, this leads to delays in
making progress for the Final Study Project; Therefore, it is necessary to develop an Information
system and analyze the impact it will have on the institution's application.

Software engineering was born as a discipline to apply the technical principles and tools of software
development, it arose because all developers in the 80's, made the software in an artistic way, that
is, using ad hoc methods and techniques where experience (trial and error) was the way to go. This
approach produced large and successful programming products, but as projects became more
complex due to the advancement of hardware and software and the increasing penetration of
computing in all areas of society, it led to the production of non-quality software, budgets are
missed and maintenance costs will increase dramatically.

The Rational Unified Process is an object-oriented software development methodology created by


Rational Software Corporation. The creators of the methodology are the same as those of the UML:
Ivar Jacobson, Grady Booch and James Rumbaugh, who were respectively authors of the
methodologies: Process Objectory, the Booch method and the OMT methodology. Like all software
development methodology, its purpose is to convert the specifications provided by the client into a
software system. The UML Unified Modeling Language is a standard language for writing software
blueprints. UML can be used to visualize, specify, build and document the artifacts of a system that
involves a lot of software”.
The UML is the Unified Object-Oriented Modeling Language; UML is not a method because it has
no notion of process which is an important part of a method. Now if UML is not a method; so, what
are the stages to follow in the development of systems with UML? Several specialists in
information systems development argue that there is a need to adopt a Systems Development
Process to frame the important phases that the UML follows, for Therefore, the developers of
information systems projects use the Unified Processes to provide adequate solutions to the needs
of the clients. The objective of this article is to evaluate the Impact caused by the use of the
Information System for Project Administration in the PIWANDES Institution, if with this
application the level of Project Administration is improved in terms of faster processes.

MATERIALS AND METHODS

The application and evaluation of this Information System was carried out at the PIWANDES
Institution located in the City of Puno, where it was determined that the study sample is the people
who work in the Studies and Projects Area, which belongs to said institution. In order to measure
the impact caused by the implementation and use of the information system, the following were
used; Surveys (Google Form). Observation, documentary and / or situational analysis.The variable
analyzed is the Functionality of the web platform, which has been analyzed according to the
condition of usability, scalability and easy use of the system for users.
RESULTS AND DISCUSSION

Having carried out the development of the Information System for Project Management, it has
begun with the creation of the virtual environment for which the methodology based on the agile
methodology model has been used; taking into account the extreme XP programming, Design
Sprint.Achieving the development of a Web Information System, which complies with the same
functionality defined in this present article.

It is interpreted from table 1, that 57.9% of the users who entered the web system “Project
Administration”; they indicate that the navigability on the web platform seems simple to them,
which is why they evaluate very satisfied, 31.6% mention that their navigability is satisfied and
10.5% affirm that they are extremely satisfied. While 0.0% indicates not very satisfied and not
satisfied at all.

It can be seen in table 2, that 47.4% of the users who visited the web platform; they report that the
content it shows is necessary and they rate it very satisfied, 42.1% mention satisfied and 10.5%
affirm extremely satisfied. While 0.0% indicates not very satisfied and not satisfied at all.

It can be seen in table 3, that 42.1% of the users who visited the web platform; they report that the
contents maintain an adequate and understandable design, which is why they rate it very satisfied,
34.2% mention satisfied and 23.7% affirm extremely satisfied. While 0.0% indicates not very
satisfied and not satisfied at all.

CONCLUSIONS
The development of the Information System for Project Management improved the level of Project
Management in the Area of Studies and Projects. As for the faster the process, the better
classification of the projects. For Testing purposes, the Project Management System was
implemented in the Institution with the most important functions, for this reason it can be stated that
it operates at the Prototype level, complying with the minimum required, but it is necessary to
indicate that the Information Systems are at all times in a process of change and evolution given
that the needs of users also increase. Having carried out the impact study, it is concluded that the
use of the Web Information system had a positive acceptance of use and acceptability, given that it
had a very satisfactory evaluation by the users who entered the web platform, where 61 % indicate
very satisfied with the accessibility, 53% determined that its use is very satisfied and 58% indicate
very satisfied during its navigability.
It is necessary to implement more Web Information Systems in all the institutions of our city of
Puno, since they have become a primary and essential tool to perform the most essential functions
and also provide all institutions with real-time interaction and friendlier to all internal and external
users.
