The Community Based Initiative Approach (CBIA) is


INTRODUCTION an implementation strategy design to build on the
community’s initiative and promote the participation
BACKGROUND of the affected families, through community
associations (CA), in relocation and decision-making
process. The CA shall participate in the project
planning and implementation particularly in the
choice of permanent housing/resettlement project
sites, and other activities to participate in the project
implementation process.
