RECONSTITUTING THE CAPACITY DEVELOPMENT AGENDA TEAM OF THE

PROVINCIAL GOVERNMENT OF PALAWAN

WHEREAS, pursuant to the Supreme Court (SC) ruling in the case of

Mandanas et. al. vs. Executive Secretary (G.R. No. 199802 & 208488, July 3, 2018),
former President Rodrigo Roa Duterte issued Executive Order (EO) No. 138, Series
of 2021, mandating the full devotion of certain functions of the Executive Branch
to Local Government Units (LGU);

WHEREAS, pursuant to Sections 5 and 10 of the said EO, LGUs are

mandated to prepare their Devolution Transition Plans (DTPs) in close
coordination with National Government Agencies (NGA) concerned;

WHEREAS, in view of the devolution of certain functions from NGAs, LGUs

shall also formulate their respective Capacity Development Agenda, based on the
assessment framework and guidelines to be issued by the DILG-LGA;

WHEREAS, Capacity Development, which is a main component of the LGU

DTP, shall be guided by, among others, the strategy for capacity development of
the LGUs as contained in the NGA DTPs, local development thrusts, and
performance goals and objectives;

WHEREAS, there is a need to create the Capacity Development (CapDev)

Agenda Team to assist different departments or offices of the Provincial
Government of Palawan (PGP) in the formulation of their CapDev Agenda as a
component of the Devolution Transition Plans.

NOW, THEREFORE, I, V. DENNIS M. SOCRATES, Governor of the Province of

Palawan, by virtue of the power and authority vested upon me by law, do hereby
order:
SECTION 1. CREATION. The Capacity Development Agenda Team of the
Provincial Government of Palawan is hereby created.

 SECTION 2. COMPOSITION. The CapDev Team of the Provincial
Government of Palawan shall be composed of the following:

SECTION 3. FUNCTIONS. The Provincial Capacity Development Agenda Team shall

perform the following duties:
a. Provide coaching support in the conduct of the Capacity Development
Agenda Formulation Training Workshop;

b. Assist in the formulation of the offices’ Capacity Development Agenda;

c. Provide support to the Provincial Administrator in the assessment/review

of the Capacity Development Agenda;

d. Analyze and consolidate the Capacity Development Agenda of departments

and/or offices under the Provincial Government of Palawan;

 e. Perform other duties and responsibilities consistent with its mandate;

SECTION 4. REPEALING CLAUSE. All other laws, Executive Orders, Memoranda,

Circulars, Rules, and Regulations, including parts thereof which are inconsistent
with the provisions of this Order are hereby repealed or modified accordingly.

SECTION 5. EFFECTIVITY. This Order shall take effect immediately.
