Case – WHO IS RIGHT

Summary:

To ensure the natural balance of flora and fauna, an organization called Ecological Survey of
India (ESI) was established in 1964 at the national level and had one centre in each of the
states. ESI had its headquarters at Shimla in Himachal Pradesh and controlled all the state
centers in ESI had 1000 officers of various grades. 10,000 supervisors in various categories and
approximately 50000 field staff. The field staff was divided into various categories like
agriculture assistants, surveyors, draftsmen, planters, field guards, clerks, drivers and other
administrative staff like cooks, barbers, washmen etc the country directly.
The Review committee of ESI recommended that the Clerks and Software Institute, Nagpur
should be closed down as it was proving to be a “White elephant”.The recommendations were
based on Pran Kishore, director general’s personal views. Pran Kishore retired and Chaman Lal
took over as Director General, ESI in 1990. Chaman Lal, took an action of stalling the closure
of the Driver and maintenance unit to give him an ample time to make a better decision that
could lift up the productivity of ESI and to promote quality and cost control as he felt that
vehicle and plant drivers if recruited from the mainstream of the country would not be able to
undertake work for a prolonged period of time in climatic conditions.

Q.1 Discuss the decision making process adopted by the two senior executives in this case.

However, managers need to identify the problem in an organisation first before they can able
to make a well-informed decision in an organisation. Pran kishore's decision making process
lacked stratergy and support. He just thought of saving money and used in main project. ESI
centre has suffered as there is administrative staff support. Reports and returns were not being
forwarded to headquater. Here an assessment of different ideas or alternative is made. At this
stage Pran Kishore could have involved his employees and stakeholder in his decision to close
the clerk and software institute.

Chaman Lal, took an action of stalling the closure of the Driver and maintenance unit to make
a better decision that could lift up the productivity of ESI and to promote quality and cost
control. After all this stages in the decision making process an evaluation is done to assess the
results of the decisions that have been made by the two managers of ESI to identify the impact
it has made on the performance and growth of ESI.
Q2. Who is right? Support your answer with relevant arguments.

The first manager Pran Kishore took a decision to close the clerk and software institute of
ESI as it proved expensive to maintain. He took the decision on the closure to ensure a
reduction in cost of the activities of ESI to save money. However, the second manager
Chaman Lal decided to stall the closure of the institute as he thought of quality of staff and
output rather than cost.

We think that chaman lal was right because if any problems arise in organisation as a director
it is your responsibility to take appropriate decisions keeping staff and organizations both in
mind directors can't simply gave order to shut everything.

Q3. What should be the next decision of Chaman Lal? Should the Clerks and Software
Institute Nagpur be reopened?

Chaman Lal decides to reopen the Clerk and Software institute of ESI. This is because the
closure of the institute led to a decline in the quality of staff work in various state. He should
identifies the areas where more expenses are occuring in trainning which can be avoided
because trained and skilled staffs are assets for any companies. So compromising in there
training is not advisable. We think chaman lal should open clerks and computer software
institue nagpur again as quality of work is suffering.

The software institute if reopened, Chaman Lal should ensure that the cost of investment
should be lower than expenditure that will be incurred to maintain to maintain the institute.
