The local government was inherit from British colonization, with many of its laws

derived from and modeled on English Laws. After Malaysia gain the independence in 1957,
the state government practices considerable power over local affairs, even appointing
councils and mayors.Malaysian constitution provides for each state to govern its own
arrangements by ordinance. Local government is responsible for public health and sanitation.

The period after independence was a turbulent one for local government in Malaysia.
This was because there were too many types and numbers of local councils and most of them
were too small and weak financially and had lack of administrative support. Relating to this
matters, a recstucturing of local government happen. Restructuring in the context of local
government means to reorganize, review and re-examine the structure, functions, purpose and
administration of local government.

The first reason for restructuring local government is because the number of local
government units were too many. There were nearly 390 units prior to restructuring. The
number need to be decrease or reducing numbers so the size become smaller. For example,
the very small councils are amalgamated into bigger one. It is also to reduce the types of local
authorities.

The second reason for restructuring local government in 1965 is because there were
seven types of local government units and most had no financial and administrative
autonomy. For example town boards, municipal, city councils and local councils. The local
councils were the most. It needs to be improve the local government finances such as
increasing its financial autonomy and suggesting ways to enhance its financial capacity.

The third reason for restructuring is because most councils could not provide basic
services due to lack of finance and administrative staff. To provide basic services, manpower
is important. Restructuring need to be done and matter like this should be solve by hiring
more staff.

The fourth reason for restructuring of local government in 1965 is because corruption
was rampant. Corruption is the misbehave against the good ethics, any act that is not
integrity. It is also an abuse of power. Corruption should be fight from inside or outside of the
organization so that the performance of the local government is always trusted by people.
For conclusion, local government was thoroughly transformed after and have give
benefits to many people. It remains to be seen if the transformation taking place can enhance
local government’s efficiency and effectiveness.
