This is with reference to the inspection(s) conducted by NSDL Team in different TIN-FC locations.

During the
inspection it was observed that the below mentioned certain points / procedure(s) not followed by the TIN-FC’s as
requirements of NSDL.You are advised to incorporate/ implement below mentioned observation(s) with immediate
effect to avoid attracting penalty(s).
1 Anti-virus software was not found installed on the machine/s.
Only one PC is being used for processing of Returns whereas minimum two PCs are to be kept operational for

offering TIN services.
3 The machine/s being used for processing of Returns is/are having one hard disk only.
None of the Compression Utilities prescribed by NSDL were found installed on machine/s being used for TIN

Operations.
5 Latest version of SAM/PAAM has not been installed on the machine/s.
6 Anti-virus software installed on the machine/s was not kept in active status.
7 Anti-virus software on PC(s) is not been updated on weekly basis.
8 Operating system installed on the machine/s for TIN operations was found to be unlicensed.
9 Anti-Virus installed on the machine/s for TIN operations was found to be unlicensed.
10 Compression Utility/ies installed on the machine/s for TIN operations was found to be unlicensed.
Logical access to the machines being used for TIN operations was found to be not restricted to ensure data protection,
11 in terms of passwords for power-on, machine login, application login etc.
12 LAN access of TIN related PCs is not restricted.
Same User ID /Password is used by more than one employee for accessing SAM/PAAM Database/Digitization

Software.
14 User IDs are generic & not as per NSDL guidelines in SAM/PAAM Database / Digitization Software.
15 Windows Operating system security patches have not been updated on PC used for TIN Operations.
16 TIN-FC Branch/TIN-PAN Centre has not connected printer to the machine/s being used for TIN operations.
TIN-FC Branch/TIN-PAN Centre has not installed Compact disk drive (CDD) on the machine/s installed for TIN

operations.
PC(s) used for TIN operations are not covered under AMC or any in-house arrangement for hardware/software

support.
19 Physical access to the machines being used for TIN operations was found to be not restricted.
TIN-FC Branch/TIN-PAN Centre was found to be using internet based email for sending TIN related data to Upload
20 Centre without encryption/ hash algorithm.
Continuous and sufficient power backup was not found to be available for all the machines and other peripherals being

used for TIN operations.
22 10/100 MBPS Network Card has not been installed on PCs used for TIN operations.
23 If PC is discarded, backup of SAM/PAAM & other related files is not stored.
SAM/PAAM installed on PC used for TIN operations was found to be not working and error observed was not

reported to NSDL.
25 User ID is not blocked for employees leaving the organisation in SAM/PAAM Database/ Digitization Software.
26 No PC was found installed at TIN-FC branch/TIN-PAN Centre during inspection.
27 Availability of form 49A, 49B and Change request at all TIN FC branches on all NSDL working days
