2. Project description
2.1 The problem approach
Categories of vulnerable people (orphans, abandoned, deprived of parental care,
children from disadvantaged families, children, youth and adults with disabilities,
homeless children, the lonely and helpless elderly) - due to political and economic
instability that has in recent years Republic Moldova, led to the involuntary ignorance of
the respective category from all points of view (create conditions for rehabilitation,
training and socialization).
Although the government's policy towards vulnerable populations proves to be
positive, they continue to live in conditions of poverty and marginalization / exclusion
because it is directly influenced by the situation in the country: economic decline, low
investment due to political instability and the presence of vast of shadow economy.
Public institutions of specialized education, are in a small number, with limited
access for people with special needs, practical activities that are addresses to the given
institutions are oriented to providing superficial support but not of the social /
professional inclusion, does not give personalized support. So it is obvious that the
education system is not adapted to include education / professional training certain /
various disadvantaged groups and not even respond to the expectations and needs of
beneficiaries.
The degree of disability pension still remains minimal covering a fifth of the
monthly consumption basket. Public institutions such as hospitals, where this target group
should receive free services, do not have equipment, stocks and motivated staff (their
salaries are also very low). It is also worth mentioning that according to the new legal
provisions that are to be debated at the government, hospitals in Chisinau, are to be
significantly reduced.
Therefore, the "A hope in the future" Centre for rehabilitation, nontraditional
recovery, bio food, social inclusion, through its personalized service, comes to help
society to ensure equal and non-discriminatory education, social inclusion, nontraditional
rehabilitation method "Ţigun" (Chinese millennial method with the slogan "There isn’t
incurable disease"), healthy nutrition and psychological support, thus completing the state
absences in those areas.
