R: Good morning/afternoon, everyone. Our group will be presenting two laws and to be further
discuss later on. These laws are, Philippine AIDS Prevention and Control Act of 1998 or the RA
8504, and the Special protection of children against abuse exploitation and discrimination act or
the RA 7610.

S: Let's first have RA 8504. (1st and 2nd Slide)

S1: As stated, RA 8504 is an act promulgating policies and prescribing measures for the
prevention and control of HIV/Aids in the Philippines, instituting a nationwide HIV/Aids
Information and Educational Program, establishing a comprehensive HIV/Aids monitoring
system, strengthening the Philippine National Aids Council, and for other purposes. It
reconstitutes and streamlines the Philippine National AIDS Council or PNAC established under
RA 8504 to ensure the implementation of the country’s response to the HIV and AIDS epidemic.
It also provides for a formulation of a six-year National Multi-Sectoral HIV and AIDS Strategic
Plan or an AIDS Medium-Term Plan (AMTP) which shall be periodically updated by the PNAC.

S2: RA 8504 was approved on February 13, 1998 by the former president of the Philippines,
Fidel V. Ramos which as was mandated by PNAC or the Philippine National AIDS Council.

S: Let us now define what is AIDS and HIV. HIV stands for Human Immunodeficiency Virus
Infection, while AIDS stands for Acquired Immune Deficiency Syndrome. AIDS is a disease
spectrum of the human immune system caused by the infection with human immunodeficiency
virus (HIV).

These are the diseases that recognizes no territorial, social, political and economic boundaries
for which there is no known cure.
