State Technical Support Agencies or the Mentor Institutes are the institutions of
repute, to be empanelled by the Ministry of Rural Development on the recommendation of
the respective States/UTs to support Shyama Prasad Mukherji Rurban Mission in selection
of clusters, preparation of ICAPs and, most importantly, the preparation of spatial plans for
the clusters and to hand hold the States/UTs in these processes etc .

Spatial planning is an important feature under the Shyama Prasad Mukherjee Rurban
Mission which integrates the spatial dimensions of conventionally carried out sectoral plan,
through land-based strategies and regulations. Planning norms and regulations are well laid
down in urban areas but remain largely absent for the rural areas. Ministry of Rural
Development, in collaboration with Ministry of Panchayati Raj (MoPR) and
Bhaskaracharya Institute for Space Application and Geo-informatics (BISAG-N) - under
Ministry of Electronics and Information Technology, has been making concerted efforts to
put up a decision making national digital platform(National Shyama Prasad Mukherjee
Spatial Planning Platform) to facilitate Geo-spatial planning for development of rural space,
particularly, well planned Rurban Clusters/Gram Panchayats.

2. As far as the primary responsibility of the Mentors Institutes/STSAs is concemed, the

institutes of repute, nominated by the States/UTs and empanelled by the Ministry, are to
help in preparation of Spatial Plans using the Spatial Planning Platform developed by
BISAG -N under an MoU signed by MoRD, MoPR and BISAG-N.

3. In order to provide support for preparation of the spatial planning, States/UTs were
asked to nominate mentor institutes. Presently 30 State/UTs have nominated their Mentor
Institution. As per State/ UT nomination, institutions of repute like IITs/ School of Planning
and Architecture, NITs as well as relevant government centres/departments etc. are hereby
empaneled as mentor institutes as per list enclosed.

4. An inter-ministerial Spatial Planning Expert Committee (SPEC) has also been

formed to guide States / UTs to effectively lead their Spatial Planning efforts as well as to
further strengthen the comprehensive spatial planning framework and portal for India's
rural areas. National Spatial Planning Manual - a handbook will be shared with all the
stakeholders of the Mission shortly to act as a self-sufficient guide for spatial planning
using Geo-spatial digital interface. Mentor Institutes/STSAs are expected to be lending
technical support under an MoU to be signed by the Institute with the respective State
Government and 'Rurban Cell' of NIRD&PR under a tripartite agreement. All the three
partners will be working in integrated manner over a digital platform namely Syama
Prasad Mookherjee Rurban Learning Management Platform to be maintained by BISAG-
N. This Leaming Management Platform will include components like national and
intemational research, capacity development, and innovations in the field of sustainable
cluster approach and holistic rurban growth.

5. Concept note for preparation of Spatial Plan detailing out terms of reference androles
and responsibility is enclosed along with this letter for ready reference. States/ UTs and
Mentor Institutes/STSAs are requested to share the names of nodal persons who will be
responsible for carrying out the spatial planning and all other activities as indicated in
Para-1 of this letter to nivedita.prasad@gov.in and monika.l8@gov.in.
