I. Theoretical Background
This study is conducting a smart energy meter with appliance power control
system for the home owners of Cebu City. Most of the homeowner consume electricity
for their appliances to be able to function in the modern world and with that also comes
the mismanagement of their electricity consumption. The following are the potential
concern for the actual electricity uses: Consumers frequently overestimate the amount
of electricity used by low-energy appliances while underestimating the amount of
electricity used by high-energy appliances; Energy efficiency strategies are frequently
preferred over curtailment strategies; Consumers are unaware of the amount of
electricity that can be saved by using particular strategies; and Consumers rely on
cognitive biases to estimate the amount of electricity used by particular appliances
(Lesic et.al.,2018). When appliances are left sitting in idle state it will continue to
consume energy all day. A possible solution for managing electricity consumption is to
integrate a control system.
This research is based on the study of Simrock (2008) in Control Theory where
he stated, “When one or more output variables of a system need to follow a certain
reference over time, a controller manipulates the inputs to a system to obtain the
desired effect on the output of the system”. Home owners will set a threshold of
electricity consumption and that will be the reference for the control system. When there
are many appliances that are open, electricity consumption will increase and base on
the reference it will control the power of the appliance whether it will shut off or stay on
base on the priority of the appliances.

Das and Saikia presented at the International Conference on Energy, Power and
Environment: Towards Sustainable Growth (ICEPE) in 2015. There are many workable
alternatives put out, but smart energy metering, energy management systems, and
smart home automation seem to be ones that are effective enough. It is possible to
conduct additional study on network architecture, communication technologies, and
specific mobile applications for data processing. It is also possible to build a system for
monitoring the power quality and correcting the power factor.
This research project aims to study the smart energy meter with power control
system in managing the electricity consumption. Unexpected high electricity bill can be
horrifying and devastating. With the use of this system home owner can estimate their
electricity, can automatically shut off appliances if the threshold of electricity exceeded
and analyze efficiency of the appliances in utilizing the power.
Business Owners - This research will help foresee the problems of managing
the electricity consumption and can help them find alternations or solutions to
existing problems.

Cebu City - The outcome of this study can help in shaping energy
infrastructure to become more reliable and efficient.
Environment - This study will help understand and identify the factors that
will improve from conserving electricity.
Future researchers - Findings from this study may be used by the future
researchers to provide insights for their own research. This may also serve as a
guide and comparison to their future study.
Householders - Results & Findings from this study will help minimizing
electricity cost and managing their usage.

Experimental Procedure
The first stage is to plan the concept of operation. It is where the project solution
is described to meet the study’s aim and objective. In this step, the researcher identifies
all of the work to be done. The next stage, the project’s tasks and resource
requirements are identified, along with the strategy for producing them. The Third stage
is the detailed design, a project plan is created outlining the activities, tasks,
dependencies, and timeframes. The researcher prepares the project budget by
providing cost estimates for the labor, equipment, and materials costs. In the
implementation stage, the researcher constructs the individual components of the

system, The Smart Meter, Smart Plug and the In-Home Display (IHD). Next is to test the
unit, integration and system to be able to identify if the system is working under the
specified requirement. Testing and debugging the system so that it will be ready for
deployment and the output will be the Smart Energy meter with appliance power control
system.
