SUBJECT : ‘Submission of HR-Related Technical Paper

The Civil Service Commission Regional Office IV announces the acceptance of
HR-Related Technical Paper in connection with this year's Search for Best HR
Technical Paper. The Search is open to all career officials and employees of government
agencies in Region IV who are either appointed or designated to perform human resource
management functions regardless of age, sex, sexual orientation, gender identity, civil
status, disability, religion, or political affiliation.
The HR-related technical paper may focus in any of, but not limited to, the following:
1. Experience in Implementing/Managing HR Systems
2. Best Practice in HR Management/Development Systems
3, Research on HR Management/Development
4. Critique of a Civil Service Commission (CSC) policy
5. PRIME-HRM Journey
Please take note of the following guidelines in writing your technical paper:
1. Format and content should comply with the attached template.
2. Other requirements:
‘* All papers must be typewritten, double-spaced on one side only of A4 size paper.
‘An equation or symbol that cannot be typed may be handwritten.
«The pages of the paper must be numbered consecutively. The Introduction, Body,
Conclusion, Tables, and Diagrams and Appendices should not exceed 10 pages.
* Additional discussions may be made highlighting the impact of the subject of the
technical paper in his/her respective agency.

the 27 Regional Conference of the Human Resource Management Practitioners which
will be held in Marinduque in April 2020 (details to be announced), where they will be
presenting their papers to the panel of judges. The Winner in this Search will also be
announced during the Conference.
Please submit three (3) copies of your paper to the CSC Field Office which has jurisdiction
over your agency or to the Civil Service Commission Regional Office IV, 139 Panay
Avenue, Brgy. South Triangle, Quezon City, on or before February 28, 2020. You may
also submit your paper thru email to cscro4_psed@yahoo.com. Attached is the
Guidelines to the 2020 Search for Best HR Technical Paper for your reference.
