On arrival the deputies observed a vehicle on its top with four vehicle occupants with injuries. The vehicle left the roadway onto private property and struck two children between the ages of 2 and 3 years ald. Both children were killed on scene, | was informed by Detective Sot. Sorensen that and accident had occurred in Eagle Mountain. Other Detectives and myself responded to 2333 N 16000 Wi, cedar valley stables. When I arrived on scene I observed that several fences had been destroyed as well as a stable, I first made contact with Sgt Turner who had been on scene. Sgt Turner explained that a vehicle had crashed through the fences and into a stable area. In doing so the vehicle had hit and killed two young children. All occupants of the vehicle were transported to the hospital for medical attention. The driver of the vehicle was taken by helicopter to UVRMC. The driver of the vehicle was identified as Kent Cody Barlow. All three of the passengers in Kent's vehicle were treated for injuries. One of the passengers suffered serious bodily injury as a result of the crash, including stitches and a broken finger. Based on the injuries that the passengers of Kent's vehicle sustained, Kent will be additionally charged for DUI with serious bodily injury by negligent operation, and driving under the influence with personal injury x2, Interviews with the occupants of Kent's vehicle all stated that Kent was driving very fast, One occupant stated that Kent was “drifting” his vehicle and going 80 to 100 miles per hour when they hit a bump and lost control causing the vehicle to leave the roadway and enter into the horse property where the children were playing. All accounts of the incident by witnesses at the property and witnesses in the vehicle state that Kent was drifting in and out of his lane, at a speed far beyond the posted speed limit and Kent also ran the stop sign near the residence. Based on the speed that the vehcle must have been traveling to cause: so much damage to the structures, it would require a vehicle to run the near by stop sign to reach this kind of speed, The combination of speed, the stop sign violation, and failure to maintain the travel lane are the elements necessary te show the driver was driving recklessly at the time that he lost control of the vahicie. Accounts from independent witnesses stated that the suspect vehicle was traveling at a high rate of speed, did not stop at a stop sign, and lost control of the vehicle. While at the hospital an affidavit for Kent's blood and a quick urinalysis triage was drafted and approved by a Utah County Judge. Detective Sherwood was on scene at the hospital. Forensics wore called and a blood and urine sample was collected by forensic technician Monica Galindo. The urinalysis results indicated Kent was positive for Methamphetamine and amphetamines. In addition Kent admitted to having recently used methamphetamine as recent as Sunday morning May 1, 2022 to Detective Sherwood and also to myself. Kent has previously been convicted of several other drug related charges. While at the Utah County Jail Kent was further interviewed by myself. Kent was once again reminded of his rights. Kent agreed to speak with me about the incident. Kent stated that he did not remember what had happened, although Kent did recall that he had heen out near the frirnrauinds racina his car with friends.
