1. भूJमका/Introduction
नीट-एमडीएस एक पात्रता-सह-रैंिकंग परीक्षा है, जो दंत िचिकत्सक अिधिनयम, 1948 (समय-
समय पर संशोिधत) के तहत िविभन्न एमडीएस पाठ्यक्रमों में प्रवेश के िलए एकल प्रवेश परीक्षा
के रूप में िनधार्िरत है।
एमडीएस पाठ्यक्रमों में प्रवेश के िलए राज्य या संस्थान स्तर पर कोई अन्य प्रवेश परीक्षा मान्य नहीं
होगी। देश के िविभन्न िवश्विवद्यालयों/संस्थानों के तहत एमडीएस पाठ्यक्रमों में प्रवेश के िलए
नीट-एमडीएस उत्तीणर् करना अिनवायर् है।
NEET-MDS is an eligibility-cum-ranking examination prescribed as the

single entrance examination for admission to various MDS Courses
under Dentists Act, 1948 (amended from time to time).
No other entrance examination, either at the state or the Institution
level, shall be valid for entry to MDS courses. Qualifying NEET-MDS is
mandatory for entry to MDS courses under various Universities/
Institutions in the country.
नीट-एमडीएस का दायरा/Scope of NEET-MDS
नीट-एमडीएस 2023 शैक्षिणक सत्र 2023-24 के एमडीएस पाठ्यक्रमों में प्रवेश के िलए एकल
पात्रता सह प्रवेश परीक्षा होगी िजसमें िनम्निलिखत शािमल होंगे:
1. एमडीएस पाठ्यक्रमों के िलए अिखल भारतीय 50% कोटा सीटें (सभी राज्य)
2. भारत के सभी राज्यों/केंद्र शािसत प्रदेशों के िलए एमडीएस पाठ्यक्रमों के िलए राज्य कोटे की
सीटें।
3. देश भर के सभी िनजी डेंटल कॉलेजों, संस्थानों और िवश्विवद्यालयों में एमडीएस पाठ्यक्रम
4. सशस्त्र बल िचिकत्सा सेवा संस्थानों में एमडीएस पाठ्यक्रम।
5. आमीर् डेंटल कोर में शॉटर् सिवर् स कमीशन के िलए डेंटल सजर्न (बीडीएस और एमडीएस) के
िलए स्क्रीिनंग परीक्षा

2023-24 प्रवेश सत्र के िलए नीट-एमडीएस के माध्यम से एमडीएस पाठ्यक्रमों में प्रवेश के िलए
िनम्निलिखत दंत िचिकत्सा संस्थान शािमल नहीं हैं:
1. एम्स, नई िदल्ली
कोई भी राज्य सरकार/िनजी डेंटल कॉलेज/िवश्विवद्यालय प्रवेश सत्र 2023-24 के िलए अपने
एमडीएस पाठ्यक्रमों में प्रवेश के िलए कोई अलग प्रवेश नहीं आयोिजत करेगा।
NEET-MDS 2023 shall be the single eligibility cum entrance

examination for admission to MDS Courses for the academic session
2023-24 which will include the following:
1. All India 50% quota seats for MDS courses (all states)
2. State quota seats for MDS courses for all States/Union territories of
India.
3. MDS courses at all Private Dental Colleges, Institutions & Universities
all across the country
4. MDS courses at Armed Forces Medical Services Institutions.
5. Screening exam for dental surgeons (BDS & MDS) for Short Service
Commission in Army Dental Corps
The following Dental institution(s) are not covered for admission to

MDS courses through NEET-MDS for 2023-24 admission session:
1. AIIMS, New Delhi
No state government/private dental college/Universities shall be

conducting any separate entrance for admission to their MDS Courses
for the admission session 2023-24

भारत सरकार ने अिखल भारतीय आधार पर आधुिनक िचिकत्सा में स्नातकोत्तर परीक्षाओं के उच्च
और समान मानकों को स्थािपत करने हेतु एवं क्षमता िनमार्ण के िलए उपलब्ध मौजूदा स्वास्थ्य

सेवा के बुिनयादी ढाँचे का उपयोग करके िचिकत्सा िशक्षा की गुणवत्ता में सुधार लाने के उद्देश्य से
1975 में आयुिवर् ज्ञान में राष्ट्रीय परीक्षा बोडर् (एनबीईएमएस) की स्थापना की।।
एनबीईएमएस का मुख्य उद्देश्य आधुिनक िचिकत्सा में स्नातकोत्तर िचिकत्सा िशक्षा के मानकों को
ऊंचा करना और अिखल भारतीय स्तर पर उच्च स्तर की परीक्षा आयोिजत करना है।
एनबीईएमएस स्नातकोत्तर और डॉक्टरेट प्रिशक्षण के ज्ञान और दक्षताओं की प्रािप्त के न्यूनतम स्तर

के मूल्यांकन के िलए एक सावर्जिनक राष्ट्रीय मानक प्रदान करता है। एनबीईएमएस िनम्निलिखत
परीक्षा आयोिजत करता है:
The Government of India established the National Board of

Examinations in Medical Sciences (NBEMS) in 1975 with the objective
of improving the quality of the Medical Education by establishing high
and uniform standards of postgraduate examinations in modern
medicine on an All India Basis and utilizing existing healthcare
infrastructure for capacity building.
The prime objectives of NBEMS is to elevate the standards of post

graduate medical education in modern medicine and conducting
examinations of high standard on an all India basis.
NBEMS provides a common national standard for evaluation of

minimum level of attainment of the knowledge and competencies of
post graduate and doctoral training. NBEMS conducts the following

2. Information for Candidates
2.1. नीट-एमडीएस 2023 प्रवेश सत्र 2023-24 के िविभन्न एमडीएस पाठ्यक्रमों में प्रवेश के
िलए पात्रता-सह-रैंिकंग परीक्षा है।NEET-MDS 2023 is the eligibility-cum-
ranking examination for admission to various MDS courses of
2023-24 admission session.
2.2. नीट-एमडीएस 2023 एनबीईएमएस द्वारा आयोिजत िकया जाएगा। उम्मीदवार ध्यान दें िक
एनबीईएमएस की भूिमका नीट-एमडीएस के संचालन, पिरणाम की घोषणा और नािमत
परामशर् प्रािधकरण को पिरणाम सौंपने तक सीिमत है। एमडीएस सीटों की काउं सिलंग और
आवंटन में एनबीईएमएस की कोई भूिमका नहीं है। दस्तावेजों का सत्यापन और उम्मीदवारों
की पात्रता िनधार्रण काउं सिलंग/प्रवेश प्रिक्रया के समय िकया जाएगा। NEET-MDS
2023 will be conducted by NBEMS. Candidates may note that the
role of NBEMS is limited to the conduct of NEET-MDS, declaration
of the result and handing over the result to the designated
counseling authority. NBEMS has no role in counseling and
allotment of MDS seats. Verification of documents and eligibility
determination of the candidates shall be undertaken at the time of
counseling/admission process.
2.3. उम्मीदवार कृपया ध्यान दें िक नीट-एमडीएस 2023 में उपिस्थित एमडीएस सीट सुरिक्षत
करने के िलए कोई स्वचािलत अिधकार प्रदान नहीं करती है। दंत िचिकत्सक अिधिनयम,
1948 के अनुसार एमडीएस पाठ्यक्रम चलाने के िलए मान्यता प्राप्त िकसी भी दंत संस्थान
में स्नातकोत्तर सीटों पर चयन और प्रवेश, पात्रता, प्रवेश मानदंड, िचिकत्सा िफटनेस और
संबंिधत िवश्विवद्यालयों, िचिकत्सा / दंत संस्थानों, डेंटल काउं िसल ऑफ इं िडया, राज्य/केंद्र
सरकार द्वारा िनधार्िरत मानदंडों को पूरा करने के अधीन है। ,। Candidate may kindly
note that appearance in NEET-MDS 2023 does not confer any
automatic rights to secure a MDS seat. The selection and admission
to Postgraduate seats in any dental institutions recognized for
running MDS courses as per Dentists Act, 1948 is subject to
fulfilling the admission criteria, eligibility, medical fitness and such
criteria as may be prescribed by the respective universities,
medical/dental institutions, Dental Council of India, State/Central
Government.

2.4. उम्मीदवारों को सलाह दी जाती है िक वे सूचना बुलेिटन को ध्यान से पढ़ें और नीट-एमडीएस
2023 के िलए ऑनलाइन सबिमशन प्रिक्रया शुरू करने से पहले सूचना बुलेिटन के साथ-
साथ एनबीईएमएस वेबसाइट https://nbe.edu.in पर नीट-एमडीएस 2023 इं डक्स

पेज पर िदए गए ऑनलाइन आवेदन पत्र को जमा करने के बारे में िनदेर्शों का अध्ययन करें।
Candidates are advised to read the Information Bulletin carefully
and go through the instructions regarding submission of online
application form given in the information bulletin as well as on
NEET-MDS 2023 index page on NBEMS website https://
nbe.edu.in before starting online submission process for NEET-
MDS 2023.
2.5. यह समझा जाता है िक उम्मीदवारों ने आवेदन पत्र ऑनलाइन जमा करने को पूरा करने पर
नीट-एमडीएस 2023 के िलए सूचना बुलेिटन और सूचना बुलेिटन में िनयमों और शतोर्ं को
पढ़ िलया है, सहमत हैं और स्वीकार कर िलया है। Candidates are deemed to
have read, agreed and accepted the Information Bulletin and the
terms and conditions in the Information Bulletin for NEET-MDS
2023 on completing the online submission of application form.
2.6. उम्मीदवार को यह सुिनिश्चत करना चािहए िक आवेदन पत्र के ऑनलाइन जमा करने के दौरान
दजर् की गई सभी जानकारी सही और तथ्यात्मक है। ऑनलाइन आवेदन पत्र में उम्मीदवारों
द्वारा प्रदान की गई जानकारी को सही माना जाएगा और एनबीईएमएस िकसी भी पिरिस्थित
में उम्मीदवारों द्वारा प्रदान की गई जानकारी में बदलाव के िलए िकसी भी अनुरोध पर िवचार
नहीं करेगा। आवेदन पत्र में दजर् कुछ जानकारी को संपािदत करने का िवकल्प संपादन िवंडो
के दौरान उम्मीदवारों के िलए उपलब्ध होगा। कृपया एिडट िवंडो के बारे में िववरण के िलए
आवेदन पत्र भरने के िनदेर्श से सम्बंिधत अध्याय देखें। Candidate should ensure
that all the information entered during the online submission of
application form is correct and factual. Information provided by
the candidates in the online application form shall be treated as
correct and NBEMS will not entertain, under any circumstances,
any request for change in the information provided by the
candidates. The option of editing certain information entered in
the application form shall be available to the candidates during the
NEET-MDS 2023 12

2.7. एनबीईएमएस स्वयं िकसी भी पिरिस्थित में ऑनलाइन आवेदन पत्र जमा करने के समय
उम्मीदवारों द्वारा दजर् की गई िकसी भी जानकारी को संपािदत / संशोिधत / पिरवितर् त नहीं
करता है। संपादन िवंडो बंद होने के बाद आवेदन पत्र में दी गई जानकारी में कोई पिरवतर्न
करने के िलए आवेदन पत्र तक पहुंचने का कोई प्रावधान नहीं है। कोई पिरवतर्न करने के ऐसे
अनुरोधों पर िवचार नहीं िकया जाएगा। हालांिक, उम्मीदवार िनधार्िरत कट-ऑफ तारीखों
द्वारा अपलोड की गयी छिवयों के संबंध में अपने आवेदन (यिद ऐसा एनबीईएमएस द्वारा
सूिचत िकया गया है) में किमयों को सुधारने में सक्षम होंगे। NBEMS itself does not
edit /modify/alter any information entered by the candidates at
the time of online submission of application form under any
circumstances. There is no provision of accessing the application
form to make any changes in the information provided in the
application form after closure of edit window. Such requests to
make any changes shall not be entertained. Candidates, however,
shall be able to rectify the deficiencies in their application (if so
communicated by NBEMS) regarding images uploaded, by the
prescribed cut-off dates.
2.8. कृपया नीट-एमडीएस 2023 आवेदन पत्र भरने के िनदेर्श पर अध्याय देखें। उम्मीदवारों को
सलाह दी जाती है िक वे प्रस्तुत िकए गए अपने आवेदनों की समीक्षा करें और किमयों, यिद
कोई हो, को नीचे िदए गए िववरण के अनुसार िवंडो के भीतर सुधारें। उम्मीदवार ध्यान दें िक
आवेदन पत्र में छिवयों से सम्बंिधत कमी के बारे में उन्हें एनबीईएमएस द्वारा सूिचत िकया जा
सकता है, हालांिक, यह सुिनिश्चत करना पूरी तरह से आवेदक की िजम्मेदारी होगी िक प्रस्तुत

NEET-MDS Application Form. Candidates are advised to review
their applications submitted and rectify the deficiencies, if found
any, within the window as detailed below. Candidates may note
that deficiency in the application form pertaining to images
NEET-MDS 2023 13
uploaded may be communicated to them by NBEMS, however, it
shall be the sole responsibility of the applicant to ensure that the
application submitted is complete in all aspects as per the
information bulletin. If any deficiency in the application which
was not communicated by NBEMS to the applicant before conduct
of the examination, is noted at any later stage, this would not
create any equity in favour of the candidate and confer any rights
on to the candidates for grant of eligibility for the examination.

अपने आवेदनों को संपािदत करने की अनुमित दी जाएगी। संपादन िवंडो के दौरान कोई
नया आवेदन पंजीकृत नहीं िकया जा सकता है नािह कोई आवेदन का भुगतान िकया जा
सकता है। हालांिक, उम्मीदवार श्रेणी और/या पीडब्ल्यूडी िस्थित में पिरवतर्न के मामले में
आवश्यक शेष शुल्क, यिद कोई हो, का भुगतान संपादन िवंडो के दौरान िकया जा सकता
है। नाम, परीक्षा शहर, राष्ट्रीयता, मोबाइल नम्बर और ईमेल आईडी को छोड़कर संपादन
िवंडो के दौरान िकसी भी जानकारी/दस्तावेज को बदला/सुधारा जा सकता है।िवंडो बंद
होने से पहले सूचना को िकतनी भी बार संपािदत िकया जा सकता है। अंितम सबिमट की

successfully submitted their payment for the application during
Application Submission window shall only be allowed to edit
their applications during 2nd February 2023 to 5th February
2023. No new application can be registered or payment can be
made during edit window. However, the balance fee required, if
any, in case of change in candidate category and/or PwD status
can be paid during the edit window. Any information/document
can be changed/corrected during the edit window except for
Name, Test City, Nationality, Mobile Number and Email ID.
Information can be edited any number of times before the closure
of the window. The last submitted information will be saved in
records.
2.8.2.अंJतम संपादन JवKडो: अपलोड की गई छिवयों (फोटो, हस्ताक्षर, अंगूठे का िनशान) से

uploaded (photograph, Signature, Thumb Impression) shall be
intimated to the concerned candidates and same can be
corrected during the final edit window i.e. 10th February 2023
to 13th February 2023. No further opportunity shall be given to
make corrections. Candidates are advised to submit the images
in their application as per prescribed image upload guidelines.
Failure to submit images as per guidelines and/or failure to
rectify the images shall invite rejection of the application.

nbe.edu.in के माध्यम से ऑनलाइन जमा िकया जा सकता है, आवेदन जमा करने के
िलए कोई अन्य पद्धित नहीं है। िकसी अन्य माध्यम से प्रस्तुत िकए गए आवेदन को सरसरी
तौर पर खािरज कर िदया जाएगा। Application for NEET-MDS 2023 can only
be submitted online through NBEMS website https://nbe.edu.in
There is no other methodology for application submission.
Application submitted through any other mode shall be summarily
rejected.
2.10.एक उम्मीदवार केवल एक बार नीट-एमडीएस 2023 आवेदन पत्र जमा कर सकता है। नीट-
एमडीएस 2023 के िलए एक से अिधक आवेदन फॉमर् जमा करने वाले िकसी भी उम्मीदवार
को नीट-एमडीएस से वंिचत िकया जा सकता है, उसकी उम्मीदवारी रद्द की जा सकती है और
एनबीईएमएस द्वारा उिचत समझी जाने वाली आगे की कारर्वाई की जाएगी। A
candidate can submit NEET-MDS 2023 application form only once.
Any candidate found to have submitted more than one application
form for NEET-MDS 2023 may be debarred from NEET-MDS, his/
her candidature may be cancelled and further action as deemed
appropriate by NBEMS shall be taken.

2.11.उम्मीदवार जो अपेिक्षत दस्तावेजों के साथ िविधवत भरे हुए आवेदन जमा करने में िवफल
रहते हैं और / या सुधार के िलए िनधार्िरत अंितम ितिथ तक अपने आवेदनों में किमयों को
सुधारने में िवफल रहते हैं, उन्हें अपात्र घोिषत िकया जाएगा। परी:ा के आयोजन से पहले
अपा4 घोJषत dकए गए उhीदवार= को 7वेश प4 जारी नहi dकए जाएं गे। ऐसे में पूरी
फीस जब्त कर ली जाएगी। Candidates who fail to submit duly completed
applications with requisite documents and/or fail to rectify the
deficiencies in their applications by the last date prescribed for
rectification shall be declared ineligible. Admit Card shall not be
issued to candidates who are declared ineligible before conduct
of examination. In such cases, the entire fees will be forfeited.
2.12.झूठे या मनगढ़ंत िरकॉडर् प्रस्तुत करने वाले उम्मीदवारों के आवेदनों पर िवचार नहीं िकया
जाएगा और ऐसे उम्मीदवारों को एनबीईएमएस की भिवष्य की परीक्षाओं में शािमल होने से
और वंिचत कर िदया जाएगा। यिद गलत या मनगढ़ंत िरकॉडर्/सूचना प्रस्तुत की जाती है या
िकसी अनुिचत साधन का उपयोग िकया जाता है तो एनबीईएमएस द्वारा उिचत समझे जाने
पर कारर्वाई की जाएगी। Applications of candidates producing false or
fabricated records will not be considered and such candidates will
be further debarred from appearing in the future examinations of
NBEMS. Action as deemed appropriate by NBEMS will be taken if
false or fabricated records/ information is submitted or any unfair
means are used.
2.13.उम्मीदवारों को यह सुिनिश्चत करने की सलाह दी जाती है िक ऑनलाइन आवेदन पत्र में कोई
अिनवायर् कॉलम खाली नहीं छोड़ा गया है। आवेदन पत्र की अस्वीकृित की िस्थित में, िकसी
भी पत्राचार/पुनिवर् चार के अनुरोध पर िवचार नहीं िकया जाएगा। Candidates are
advised to ensure that no mandatory column in the online
application form is left blank. In the event of rejection of the
application form, no correspondence/request for re-consideration
will be entertained.
2.14.उम्मीदवारों को आवेदन करने से पहले यह सुिनिश्चत कर लेना चािहए िक उनके पास दंत
िचिकत्सक अिधिनयम, 1948 की धारा 10 (2) के तहत मान्यता प्राप्त डेंटल कॉलेज के
संबंध में भारतीय िवश्विवद्यालय द्वारा प्रदान की गई मान्यता प्राप्त बीडीएस (बैचलर ऑफ
डेंटल सजर्री) की िडग्री है या भारतीय दंत पिरषद द्वारा मान्यता प्राप्त समकक्ष योग्यता है।

यिद िकसी भी समय यह पाया जाता है िक बीडीएस की िडग्री मान्यता प्राप्त नहीं है, तो
उम्मीदवारी/पिरणाम रद्द/रद्द माना जाएगा। Candidates should ensure before
applying that they have a recognized BDS (Bachelor of Dental
Surgery) degree awarded by an Indian University, in respect of
recognized Dental College under Section 10(2) of the Dentists Act,
1948 or an equivalent qualification recognized by the Dental
Council of India. If it is found at any time that BDS degree is not
recognized, the candidature/ result shall be cancelled/deemed to
be cancelled.
2.15.उम्मीदवारों को आवेदन करने से पहले पात्रता मानदंड के िलए इस बुलेिटन को ध्यान से

Queries pertaining to eligibility and other issues will only be
entertained if the information requested is not given in the bulletin
of information or NBEMS website. No Queries of the Guardians/
Parents will be entertained on telephone with regard to the
eligibility and disclosure of the results.

Submission of incomplete online application form not in
accordance with prescribed instructions shall invite rejection of the
application. In such cases, the examination fee shall not be refunded.
2.17.नीट-एमडीएस 2023 परीक्षा के िकसी भी चरण में अपात्र पाए जाने वाले उम्मीदवार को
परीक्षा में बैठने की अनुमित नहीं दी जाएगी। िकसी भी अपात्र उम्मीदवार के नीट-एमडीएस
2023 परीक्षा में बैठने और/या उत्तीणर् होने की संभावना नहीं होने की िस्थित में, ऐसे
उम्मीदवार का पिरणाम/उम्मीदवारी रद्द कर दी जाएगी और/या रद्द माना जाएगा, भले ही
पिरणाम घोिषत िकया गया हो या स्कोर काडर् जारी िकया गया हो। Candidate found
ineligible at any stage of NEET-MDS 2023 Examination, will not be
permitted to appear in the examination. In an unlikely event of any
NEET-MDS 2023 17
ineligible candidate appearing and/or passing the NEET-MDS
2023 examination, the results/candidature of such candidate shall
be cancelled and/or is deemed to be cancelled, even if result has
been declared or score card has been issued.
2.18.एनबीईएमएस िकसी भी उम्मीदवार को अनजाने में दी गई अनुमित, यिद कोई हो, को वापस
लेने का अिधकार सुरिक्षत रखता है, जो नीट-एमडीएस 2023 परीक्षा में उपिस्थत होने के
िलए पात्र नहीं है, भले ही एडिमट काडर् / रोल नंबर जारी िकया गया हो या एनबीईएमएस
वेबसाइट पर नाम / रोल नंबर प्रदिशर् त िकया गया हो। NBEMS reserves the right
to withdraw permission, if any, granted inadvertently to any
candidate who is not eligible to appear in the NEET-MDS 2023
Examinations even though the admit card/roll number has been
issued or name/roll number is displayed on NBEMS website.
2.19.शुल्क न तो भिवष्य की परीक्षाओं के िलए आगे बढ़ाया जाएगा और न ही िकसी भी

पिरिस्थित में वापस िकया जाएगा। एक बार प्रस्तुत िकए गए आवेदन को वापस नहीं िलया
जा सकता है। Fee shall neither be carried forward to a future exams nor
refunded under any circumstances. Application once submitted can
not be withdrawn.
2.20.उम्मीदवारों की पात्रता िवशुद्ध रूप से अनंितम है और इस सूचना बुलेिटन में िनधार्िरत पात्रता
मानदंडों की पूितर् के अधीन है। Candidates’ eligibility is purely provisional
& is subjected to the fulfilment of eligibility criteria as prescribed in
this Information Bulletin.

2.23.पात्रता के िनधार्रण/परीक्षाओं के आयोजन/उम्मीदवारों के पंजीकरण/यहां िनिहत

जानकारी के संबंध में िकसी भी िनदेर्श/िनयम/मानदंड की व्याख्या में िकसी भी अस्पष्टता के
मामले में, एनबीईएमएस की व्याख्या अंितम और बाध्यकारी होगी। बुलेिटन के अंग्रेजी और
िहंदी संस्करण में िनिहत जानकारी में िकसी भी िवसंगित के मामले में, अंग्रेजी भाषा में

interpretation of any of the instructions/ terms/ rules/criteria
regarding the determination of eligibility/conduct of
examinations/ registration of candidates/information contained
herein, the interpretation of the NBEMS shall be final and binding
in nature. In case of any discrepancy in the information contained
in English and Hindi version of the bulletin, the information
mentioned in English language shall be considered final.

2.27.एनबीईएमएस द्वारा नीट-एमडीएस 2023 का आयोजन इस उद्देश्य के िलए िलए गए

िविभन्न परीक्षा केंद्रों पर िकया जाएगा। उम्मीदवारों को सलाह दी जाती है िक वे परीक्षा केंद्र
के मागर् और स्थान से खुद को पिरिचत कर लें। कृपया परीक्षण िदवस प्रिक्रयाओं के िववरण
पर अध्याय देखें। NEET-MDS 2023 shall be conducted by NBEMS at
various exam centres engaged for the purpose. Candidates are
advised to familiarise themselves with the route and location of the
exam centre. Please refer Chapter on details of Test Day
Procedures.
2.28.ड्यूटी पर तैनात परीक्षा केंद्र के कमर्चारी उम्मीदवारों की पहचान को सत्यािपत करने के िलए
अिधकृत हैं और उम्मीदवारों की पहचान को सत्यािपत करने और िरकॉडर् करने के िलए कदम
उठा सकते हैं। उम्मीदवारों को अपेिक्षत सहयोग देने की आवश्यकता है। The
examination test centre staff on duty is authorized to verify the
identity of candidates and may take steps to verify and record the
identity of candidates. Candidates are required to extend requisite
cooperation.

2.29.एनबीईएमएस परीक्षण केंद्रों के पिरसर में मोबाइल फोन/इलेक्ट्रॉिनक उपकरणों को
रखना/उपयोग करना सख्त विजर् त है। उम्मीदवार मोबाइल फोन/इलेक्ट्रॉिनक उपकरणों के
कब्जे/उपयोग के िलए दंडात्मक कारर्वाई के िलए उत्तरदायी होंगे। कृपया परीक्षा में अनुिचत
साधनों के प्रयोग पर अध्याय में िवस्तृत िदशा-िनदेर्शों का अध्ययन करें। Possession/
Use of mobile phones/Electronic devices is strictly prohibited in
the premises of NBEMS test Centres. Candidates shall be liable for
penal action for Possession/ Use of Mobile phones/ Electronic
devices. Please go through guidelines detailed in Chapter on use of
unfair means in the examination.
2.30.डेमो टेj: वेबसाइट https://nbe.edu.in पर कंप्यूटर आधािरत टेस्ट प्रारूप से पिरिचत

होने के िलए उम्मीदवारों के लाभ के िलए एक डेमो टेस्ट उपलब्ध होगा। उम्मीदवार संभवतः
20 फरवरी 2023 से डेमो टेस्ट का उपयोग करने में सक्षम होंगे। Demo Test: A demo
test shall be available for the benefit of candidates to familiarise
themselves with the Computer Based Test format at website
https://nbe.edu.in Candidates will be able to access the Demo test
tentatively from 20th February 2023 onwards.
2.31.उम्मीदवारों को केवल िनधार्िरत प्रोटोकॉल के अनुसार नीट-एमडीएस 2023 से संबंिधत

मामलों के बारे में एनबीईएमएस के साथ संवाद करना चािहए, जो संचार प्रोटोकॉल पर
अध्याय के तहत िवस्तृत है।The candidates should communicate with
NBEMS regarding matters related to NEET-MDS 2023 as per
prescribed Protocols only, detailed under Chapter on
Communication Protocols.
2.32.उम्मीदवारों को "हेल्पडेस्क" टैब के माध्यम से नीट-एमडीएस 2023 के िलए संवाद करने के

िलए प्रोत्सािहत िकया जाता है, िजसे आवेदक अपने आवेदन खाते में लॉिगन करने के बाद

2.33.नािमत परामशर् प्रािधकरण एमसीसी द्वारा आयोिजत की जाने वाली काउं सिलंग के समय
नीट-एमडीएस 2023 के िलए पंजीकरण, एनबीईएमएस द्वारा नीट-एमडीएस 2023 के िलए
जमा िकए गए आवेदन पत्र में उम्मीदवारों के िववरण के अनुसार होगा और काउं सिलंग के
िलए पंजीकरण फॉमर् में पहले से भरा हुआ होगा। इसिलए, उम्मीदवारों को सलाह दी जाती
है िक वे अपना समान पंजीकरण िववरण बनाए रखें जैसे िक एनबीईएमएस नीट-एमडीएस
2023 आवेदन में िदए गए मोबाइल नंबर, ईमेल आईडी आिद। The Registration for
NEET-MDS 2023 at the time of Counseling to be conducted by
designated counseling authority will be as per the details of
candidates submitted in NBEMS NEET-MDS 2023 Application
Form and will be pre-populated in the Registration Form for
counseling. Hence, candidates are advised to maintain their same
Registration details e.g. mobile number, Email ID etc. as provided
in the NBEMS NEET-MDS 2023 Registration Form.
2.34.अदालती मामलों/िववादों का क्षेत्रािधकार केवल नई िदल्ली होगा। The jurisdiction

काडर् या एनबीईएमएस वेब पेज पर उपलब्ध कराए गए अन्य तरीकों से भुगतान गेटवे के
माध्यम से प्रेिषत िकया जाना चािहए। ऑनलाइन आवेदन पत्र जमा करते समय उपलब्ध
भुगतान गेटवे के अलावा िकसी अन्य माध्यम से शुल्क जमा नहीं िकया जा सकता है। How
to pay: The prescribed exam fee should be remitted through
payment gateway provided using a Credit Card or a Debit Card
issued by banks in India or other modes as may be made available
and have been provided on the web page. Fee can not be deposited
through any mode other than the payment gateway available
while submitting online application form submission.
3.4. अनुपिस्थत रहने वाले या िकसी कारणवश अपात्र घोिषत िकये गये अभ्यिथर् यों का परीक्षा
शुल्क जब्त कर िलया जायेगा। उम्मीदवारों को सलाह दी जाती है िक वे नीट-एमडीएस
2023 के सूचना बुलेिटन को ध्यान से पढ़ें और शुल्क के भुगतान के िलए आगे बढ़ने से पहले

ensure that the payment made for examination fee is successful
and confirmation of the same can be seen in the application form
under payment status reflected as “S” (for successful). In case the
status is shown as pending, the payment might be stuck with your
bank and might be cleared at a later date. The application
submission process in not completed till such time the status of
payment is reflected as “s” in application form. NBEMS shall not
be responsible for rejection of your application due to delay in
settlement of the payment by your bank to NBEMS.

discretion of the applicant to make another payment for
completing the application submission process. In an event of
receipt of duplicate/multiple examination fees towards the same
application ID, NBEMS shall refund the excess fees received for an
application retaining the prescribed examination fee, after closure
of application window.

4. Eligibility Criteria
एमडीएस पाठ्यक्रमों में प्रवेश के िलए पात्रता मानदंड इस प्रकार है/The eligibility
criteria for admission to MDS courses is as follows :
4.1. मास्टर इन डेंटल सजर्री कोसर् में प्रवेश के िलए उम्मीदवार के पास भारत में िकसी
िवश्विवद्यालय या संस्थान द्वारा प्रदान की जाने वाली डेंटल सजर्री में बैचलर की मान्यता
प्राप्त िडग्री होनी चािहए और राज्य डेंटल काउं िसल के साथ पंजीकृत होना चािहए और
अनंितम या स्थायी पंजीकरण प्राप्त करना चािहए और एक अनुमोिदत/मान्यता प्राप्त डेंटल
कॉलेज में एक वषर् का अिनवायर् रोटेटरी इं टनर्िशप से गुजरना चािहए।। A candidate for
admission to the Master in Dental Surgery course, must possess a
recognised degree of Bachelor in Dental Surgery awarded by a
university or institute in India and registered with the State Dental
Council and has obtained provisional or permanent registration
and has undergone compulsory rotatory internship of a year in an
approved/recognised dental college.
4.2. एक उम्मीदवार जो अंितम योग्यता परीक्षा (बीडीएस या भारत सरकार / डीसीआई द्वारा
मान्यता प्राप्त िवदेशी दंत िचिकत्सा िडग्री) उत्तीणर् करने के बाद, 12 महीने की अिनवायर्
रोटेटरी इं टनर्िशप / व्यावहािरक प्रिशक्षण से गुजर रहा है और 31 माचO 2023 तक इसे पूरा
करने की संभावना है, यह परीक्षा दे सकता है, लेिकन वह प्रवेश के िलए तब तक पात्र नहीं
होगा जब तक िक उसने अिनवायर् रोटेटरी इं टनर्िशप पूरी नहीं कर ली है और 31 माचO 2023
को या उससे पहले अनंितम या स्थायी पंजीकरण प्राप्त नहीं कर िलया है या उम्मीदवार
संस्थान के प्रमुख से एक प्रमाण पत्र प्रस्तुत नहीं करता है िक वह 31 माचO 2023 तक
इं टनर्िशप पूरा कर रहे हैं। A candidate who after passing the final
qualifying examination (BDS or the foreign dental degree
recognized by GoI/DCI), is undergoing 12-month compulsory
rotatory internship/ practical training and is likely to complete the
same by 31st March 2023 can take up this examination, but he/she
shall not be eligible for admission unless he/she has completed the
compulsory rotatory internship and obtained provisional or
permanent registration on or before 31st March 2023 or the
candidate produces a certificate from the head of Institution that
he/she will be completing internship by 31st March 2023.

4.3. उम्मीदवारों द्वारा 12 महीने की अिनवायर् रोटेटरी रेिजडेंट इं टनर्िशप के संबंध में बताई गई
तारीखों यानी शुरू होने की तारीख, पूरा होने की तारीख को अंितम माना जाएगा और
उम्मीदवारों को काउं सिलंग के समय मूल अिनवायर् रोटेटरी रेिजडेंट इं टनर्िशप पूणर्ता प्रमाण
पत्र जमा करना होगा। (i) शैक्षिणक सत्र 2007-08 के दौरान भतीर् हुए बैच के छात्रों जो 6
महीने की अिनवायर् रोटेिटंग इं टनर्िशप के साथ साढ़े 4 साल का बीडीएस कोसर् पूरा कर चुके
हैं और (ii) शैक्षिणक सत्र 2006-07 के दौरान अन्नामलाई िवश्विवद्यालय के राजा मुथैया
डेंटल कॉलेज में भतीर् हुए छात्र िजन्होंने िबना इं टनर्िशप के 05 साल का बीडीएस कोसर् पूरा
कर िलया है, के अलावा अन्य िकसी छात्र के िलए 12 महीने की अविध की इं टनर्िशप को
माफ़ करना स्वीकार नहीं िकया जाएगा। The dates indicated by candidates
with regard to 12 months Compulsory Rotatory Resident
Internship i.e. starting date, completion date, shall be treated as
final and candidates will be required to submit the original
Compulsory Rotatory Resident Internship completion certificate at
the time of counseling. No condonation of internship of 12 months
period shall be accepted except (i) the students of the batch
admitted during academic session 2007-08 and have completed 4 ½
year BDS course alongwith 06 months compulsory rotating
internship and (ii) the students admitted during the academic
session 2006-07 at Rajah Muthiah Dental College, Annamalai
University those have completed 05 years BDS course without
internship.
4.4. नीट-एमडीएस 2023 के िकसी भी स्तर पर अपात्र पाए जाने वाले उम्मीदवारों को परीक्षा
और/या काउं सिलंग में शािमल होने की अनुमित नहीं दी जाएगी। िकसी भी अपात्र
उम्मीदवार के नीट-एमडीएस 2023 में उपिस्थत होने और/या सफल होने की िस्थित में, ऐसे
उम्मीदवार के पिरणाम/उम्मीदवारी को रद्द कर िदया जाएगा और/या रद्द माना जाएगा।
Candidates found to be ineligible at any stage of NEET-MDS 2023
will not be permitted to appear in the examination and/or
counseling. In an unlikely event of any ineligible candidate
appearing and/or being successful in the NEET-MDS 2023, the
results/ candidature of such candidate shall be cancelled and/or
are deemed to be cancelled.
4.5. 31 माचO 2023 के बाद इं टनर्िशप पूरा करने वाले या दंत िचिकत्सक अिधिनयम के अनुसार
मान्यता प्राप्त योग्यता ना रखने वाले उम्मीदवारों के नीट-एमडीएस 2023 में उपिस्थत होने के

अनुरोध को सरसरी तौर पर खािरज कर िदया जाएगा। उम्मीदवारों को आगे सलाह दी जाती
है िक वे इसके िलए प्रचार न करें। Requests for appearing in NEET-MDS
2023 from candidates completing internship after 31st March 2023
or having qualifications that are not recognized as per Dentists Act
shall be summarily rejected. Candidates are further advised not to
canvass for the same.
4.6. कुछ िवश्विवद्यालयों/संस्थानों के िनयम हैं िक जो उम्मीदवार पहले से ही अपने िवश्विवद्यालय

या िकसी अन्य िवश्विवद्यालय में पीजी कोसर् कर रहे हैं, वे पाठ्यक्रम पूरा होने तक प्रवेश के
िलए पात्र नहीं हैं। उम्मीदवार जो पहले से ही अिखल भारतीय कोटा या राज्य कोटा के
माध्यम से पीजी डेंटल कोसर् कर रहे हैं और अिखल भारतीय कोटा के तहत एक सीट के िलए
आवेदन कर रहे हैं, वे इस संबंध में उस िवश्विवद्यालय की पात्रता शतोर्ं की पुिष्ट कर सकते हैं।
यिद ऐसे उम्मीदवारों को प्रवेश से वंिचत िकया जाता है तो NBEMS/MCC/
MoHFW िजम्मेदार नहीं होंगे। ऐसे उम्मीदवार अपने जोिखम और लागत पर िवषय और
कॉलेज का िवकल्प चुन सकते हैं। Some of the Universities/institutions are
having regulations that candidates who are already pursuing the
PG Course in their University or in another University are not
eligible for admission till they complete the course. The candidates
who are already pursuing PG Dental Courses either through All
India Quota or State Quota and are applying for a seat under All
India Quota may confirm the eligibility conditions of that
University in this regard. NBEMS/ MCC/MoHFW shall not be
responsible if such candidates are denied admission. Such
candidates may opt for the subject and the college at their own risk
and cost.
4.7. परीक्षा के िलए जारी िकए गए उम्मीदवारों की पात्रता पूरी तरह से अनंितम होगी। नीट-
एमडीएस 2023 में उपिस्थत होना एमडीएस पाठ्यक्रमों में प्रवेश के िलए उम्मीदवार को
कोई स्वत: अिधकार प्रदान नहीं करता है। Eligibility of candidates issued
admit card for the examination shall be purely provisional.
Appearing in NEET-MDS 2023 does not confer any automatic
rights upon the candidate for admission to MDS courses.
4.8. ELIGIBILITY CRITERIA FOR ALL INDIA 50% QUOTA SEATS:

4.8.1.अिखल भारतीय 50% कोटा सीटों के िलए पात्रता मानदंड पैरा 4.1 और 4.2 (जैसा िक
ऊपर बताया गया है) के अनुसार है। The eligibility criteria for All India
50% quota seats is as per para 4.1 & 4.2 (vide supra).
4.8.2.िजन उम्मीदवारों ने जम्मू और कश्मीर के केंद्र शािसत प्रदेश से बीडीएस का अध्ययन /

उत्तीणर् िकया है, वे भी 50% अिखल भारतीय कोटा सीटों के िलए काउं सिलंग में भाग
लेने के िलए पात्र हैं। ये उम्मीदवार 'सेना डेंटल कोर में शॉटर् सिवर् स कमीशन के अनुदान'
और सशस्त्र बल संस्थानों में एमडीएस प्रवेश के िलए भी पात्र होंगे। Candidates
who have studied/passed BDS from the UT of Jammu &
Kashmir are also eligible for participation in counseling for 50%
All India Quota seats. These candidates shall also be eligible for
participation in ‘Grant of Short Service Commission in Army
Dental Corps’ and for MDS admissions in Armed Forces
Institutes.
4.9. Jवदेशी नागWरक= के Hलए पा4ता मानदंड/ ELIGIBILITY CRITERIA FOR

FOREIGN NATIONALS:
4.9.1.बीडीएस के समकक्ष उनकी मूल दंत िचिकत्सा योग्यता भारतीय दंत पिरषद द्वारा
मान्यता प्राप्त होनी चािहए। Their basic Dental Qualification equivalent
to BDS should be recognized by the Dental Council of India.
4.9.2.नीट-एमडीएस परीक्षा में उपिस्थत होने के इच्छु क िवदेशी नागिरक और िजन्हें गृह
मंत्रालय (एमएचए) की आवश्यकताओं के अनुसार सुरक्षा मंजूरी की आवश्यकता है, उन्हें
नीट-एमडीएस के िलए आवेदन करने से पहले गृह मंत्रालय, भारत सरकार से सुरक्षा
मंजूरी प्राप्त करनी होगी। नीट-एमडीएस परीक्षा के िलए आवेदन करते समय सुरक्षा
मंजूरी जमा करनी होगी। Foreign Nationals desirous of appearing in
NEET-MDS and those, who are required to have security
clearance as per the Ministry of Home Affairs (MHA)
requirements, shall obtain the security clearance from Ministry
of Home Affairs, Govt. of India before applying for NEET-MDS
examination. The security clearance shall be required to be
submitted while applying for NEET-MDS examination.

4.9.3.दंत िचिकस्ता पिरषद, पंजीकरण के िलए िनधार्िरत शुल्क के भुगतान पर, उस डेंटल
कॉलेज/संस्थान तक सीिमत स्नातकोत्तर पाठ्यक्रम की अविध के िलए अस्थायी
पंजीकरण प्रदान कर सकता है, िजसमें उसे स्नातकोत्तर अध्ययन करने के िलए िवशेष
रूप से अस्थायी रूप से प्रवेश िदया गया है। बशतेर् िक ऐसे िवदेशी नागिरक का अस्थायी
पंजीकरण इस शतर् के अधीन होगा िक ऐसा व्यिक्त अपने देश में उिचत पंजीकरण
प्रािधकरण के साथ िविधवत पंजीकृत है, जहां से उसने अपनी मूल दंत िचिकत्सा
योग्यता प्राप्त की है, और संबंिधत भारतीय दंत पिरषद या संबंिधत प्रािधकरण द्वारा
िविधवत मान्यता प्राप्त है। भारत में पोस्ट ग्रेजुएशन करने की अनुमित देने के िलए उस
देश की डेंटल काउं िसल से अनुमित / अनापित्त प्रमाण पत्र भी प्राप्त िकया गया है।
The Dental Council of India may, on payment of the prescribed
fee for registration, grant temporary registration for the
duration of the Post Graduate course limited to the dental
college/institution to which he/she is admitted for the time
being exclusively for pursuing postgraduate studies. Provided
further that temporary registration to such foreign national shall
be subject to the condition that such person is duly registered
with appropriate registering authority in his own country where
from he has obtained his Basic Dental qualification, and is duly
recognized by the corresponding Dental Council or concerned
authority and Permission/No Objection Certificate from the
dental council of that country to allow undertaking Post
Graduation in India has also been obtained.
4.10.उम्मीदवारों को सलाह दी जाती है िक वे नीट-एमडीएस की पात्रता या प्रवेश पत्र जारी करने

के िलए एनबीईएमएस से िसफ़ािरश न करें। प्रश्न, यिद कोई हों, केवल संचार वेब पोटर्ल के
माध्यम से प्रस्तुत िकए जा सकते हैं। िकसी भी रूप में पक्ष-प्रचार आवेदन की अस्वीकृित को
आमंित्रत करेगा। Candidates are advised not to canvass w i t h NBEMS

Queries, if any, can be submitted through Communication Web
Portal only. Canvassing in any form shall invite rejection of the

5. नीट-एमडीएस 2023 परी:ा कT योजना/
Scheme of NEET-MDS 2023
5.1. नीट-एमडीएस 2023 एक िदन और एक सत्र में कंप्यूटर आधािरत परीक्षा के रूप में 1 माचO
2023 को आयोिजत िकया जाएगा। NEET-MDS 2023 shall be conducted in
a single day & single session as a computer based examination on
1st March 2023.
5.2. पा;<म: परीक्षा के िलए पाठ्यक्रम बीडीएस मानक का होगा और समय-समय पर

संशोिधत डीसीआई संशोिधत बीडीएस पाठ्यक्रम िविनयम, 2007 में िनधार्िरत बीडीएस
पाठ्यक्रम के दौरान पढ़ाए जाने वाले सभी िवषयों/पाठ्यक्रम को कवर करेगा।Syllabus:
The syllabus for the exam shall be that of BDS standard and shall
cover all the subjects/syllabus taught during the BDS course as
prescribed in the DCI Revised BDS Course Regulations, 2007 as
amended from time to time.
5.3. परीक्षा िनधार्िरत योजना के अनुसार कंप्यूटर नेटवकर् (सीबीटी) का उपयोग करके दी जाने
वाली बहुिवकल्पीय प्रश्न परीक्षा होगी। The examination shall be a multiple
choice questions test delivered using computers network (CBT) as
per scheme prescribed.
5.4. परीक्षा में 240 बहुिवकल्पीय प्रश्न शािमल हैं। प्रत्येक प्रश्न में केवल अंग्रेजी भाषा में 4
प्रितिक्रया िवकल्प / िवकषर्ण हैं। उम्मीदवारों को प्रत्येक प्रश्न में प्रदान िकए गए 4
प्रितिक्रया िवकल्पों में से सही/सवर्श्रेष्ठ/सबसे उपयुक्त प्रितिक्रया/उत्तर का चयन करना है।
आवंिटत समय 3 घंटे है। The exam comprises of 240 Multiple Choice
Questions with each question having 4 response options/
distractors in English language only. Candidates are required to
select the correct/best/most appropriate response/answer out of
the 4 response options provided in each question. Time allotted is 3

6. Admit Card & Test Day Procedures
6.1. 7वेश प4: प्रवेश पत्र 22 फरवरी 2023 को राष्ट्रीय परीक्षा बोडर् की वेबसाइट https://
nbe.edu.in पर जारी िकए जाएं गे। परीक्षा के आयोजन से पहले अपात्र पाए गए
उम्मीदवारों को प्रवेश पत्र जारी नहीं िकए जाएं गे। Admit Card: Admit cards
shall be made live on National Board of Examination in Medical
Sciences website https://nbe.edu.in on 22nd February 2023.
Admit cards will not be issued to candidates found ineligible
before the conduct of the examination.
6.2. उम्मीदवारों को एनबीईएमएस वेबसाइट पर प्रवेश पत्र की उपलब्धता के संबंध में

एसएमएस/ईमेल अलटर् और वेबसाइट नोिटस के माध्यम से सूिचत िकया जाएगा।
उम्मीदवारों को प्रवेश पत्र डाक/ईमेल द्वारा नहीं भेजा जाएगा। Candidates will be
informed through SMS/Email alerts and website notice regarding
availability of the admit card on NBEMS website. Admit card will
not be sent to the candidates by Post/Email.
6.3. उम्मीदवारों को एनबीईएमएस वेबसाइट से अपना प्रवेश पत्र डाउनलोड करना होगा और
प्रवेश पत्र पर िदए गए स्थान पर अपनी हाल ही म> ली गयी (3 महीने से अmधक पुराना
नहi) पासपोटर् आकार की तस्वीर को मजबूती से िचपकाना होगा। फोटोग्राफ िनम्निलिखत
िविनदेर्शों को पूरा करना चािहए: Candidates are required to download their
admit card from the NBEMS website and affix firmly their recent
(not more than 3 months old) passport size photograph in the
space provided on the admit card. The photograph must meet
following specifications:
• फोटो का आकार: उम्मीदवार के चेहरे और िसर के साथ फोटो पर कम से कम 75% क्षेत्र

के साथ न्यूनतम 35x45 िममी (और फोटोग्राफ िचपकाने के िलए प्रवेश पत्र पर मुिद्रत
बॉक्स से बड़ा नहीं) होना चािहए। Size of photograph : Minimum 35x45
mm (and not larger than the box printed on admit card for
pasting the photograph) with at least 75% area on the
photograph should be occupied with the face & head of the

display full front view of the face with a neutral expression. No
Caps, Stethoscope, Goggles, Ornaments to be worn.

photograph should not have reflection or shadow on the face
with red eyes.

on a high quality paper with at least 600 dpi Resolutions.

6.4. परी:ा के dदन कT 7J<याएं : एनबीईएमएस सामािजक दूरी के मानदंडों को बनाए रखते
हुए सुरिक्षत और सुरिक्षत वातावरण में सोशल िडस्टेंस - कंप्यूटर आधािरत टेस्ट (एसडी-
सीबीटी) आयोिजत करेगा। एनबीईएमएस के पास COVID-19 महामारी के बदलते
पिरदृश्य के मद्देनजर CBT के परीक्षा िदवस प्रिक्रयाओं की समीक्षा करने का अिधकार
सु र िक्षत है । TEST DAY PROCEDURES: NBEMS shall be
conducting the Social Distanced - Computer Based Test (SD-
CBT) in safe and secure environment maintaining social
distancing norms wherever needed. NBEMS reserves its rights to
review the test day processes of conduct of CBT in wake of
changing scenario of COVID-19 pandemic.
6.5. 7वेश प4 म> dदए गए समय nॉट के अनुसार उhीदवार= का 7वेश: उम्मीदवारों को

Time Slots given in the Admit Cards: Candidates are required to
report at the ‘Reporting Counter’ of test venue at as per time
indicated in their admit cards. To avoid crowding at the test venue
entry, there will be staggered time slots for candidates to report.
The reporting counter will close 30 minutes prior to the test start
time. This will allow time for security checks, identity verification
and checking in for examination.
6.6. िनधार्िरत समय के बाद या देर से िरपोटर् करने वाले उम्मीदवारों को िकसी भी पिरिस्थित में
परीक्षा में बैठने की अनुमित नहीं दी जाएगी। एनबीईएमएस िकसी भी कारण से उम्मीदवार
के केंद्र में पहुंचने में देरी के िलए िजम्मेदार नहीं होगा। Candidates reporting late
or beyond the prescribed time shall not be allowed to appear in the
exam under any circumstances. NBEMS shall not be responsible
for any delayed arrival of the candidate in reaching the centre due
to any reason.

6.9. परीक्षािथर् यों के साथ आने वाले िमत्रों या िरश्तेदारों को िकसी भी पिरिस्थित में परीक्षा केंद्र

accompanying the candidates will not be allowed entry in the
examination centre premises under any circumstances and will not
be allowed to contact the candidate while the examination process
is ongoing.
6.10.7वेश rबKदs
ु पर बारकोड / tूआर कोड रीडर: उम्मीदवार बारकोड / क्यूआर कोड रीडर
के साथ टेबल पर खड़े परीक्षा अिधकारी को सत्यापन के िलए एडिमट काडर् और आईडी प्रूफ
फ्लैश करेंगे। उम्मीदवार को िनयत लैब नंबर के बारे में सूिचत िकया जाएगा। Barcode/
QR Code Reader at Entry Points: The candidate will flash the
admit card and ID proof for verification to the exam functionary
standing across the table with barcode/QR code reader. Candidate
shall be informed about the assigned lab number.
6.11.आइसोलेशन लैब : सभी अभ्यिथर् यों की एं ट्री प्वाइं ट पर थमोर् गन से बुखार की जांच की
जाएगी। यिद िकसी उम्मीदवार का तापमान सामान्य से अिधक पाया जाता है या उसमें
कोिवड -19 संक्रमण के कोई लक्षण िदखाई देते हैं, तो उसे एक अलग आइसोलेशन लैब में
परीक्षा देने की अनुमित दी जाएगी।Isolation Labs: All candidates will be
checked at the entry point for fever with the thermo guns. In case,
any candidate is observed to be having above normal temperature
or displaying any symptoms of COVID-19 infection, he/she will be
allowed to take the examination in a separate isolation lab.
6.12.परीक्षा केंद्र पर पहुंचने पर पहचान की जांच की जाएगी तािक यह सुिनिश्चत िकया जा सके
िक परीक्षा में कोई अनिधकृत उम्मीदवार उपिस्थत नहीं हो रहे हैं। Identity checks will
be made upon arrival at the test centre to ensure that there are no
unauthorized candidates appearing for the exam.
6.13.उम्मीदवारों को परीक्षा केंद्र में िनम्निलिखत दस्तावेज लाने होंगे: Candidates MUST
bring to the test centre the following documents:

6.13.1.बारकोडेड/क्यूआर कोडेड एडिमट काडर् की िप्रंटेड कॉपी, िजस पर उसकी फोटो
िचपकाई गई हो। Printed copy of Barcoded/QR Coded Admit card
with his/her photograph pasted on it.
6.13.2.नीचे उिल्लिखत सरकार द्वारा जारी फोटो आईडी ** में से कोई एक (मूल और वैध /
गैर-समाप्त होना चािहए): Any one of the below mentioned Govt
issued photo IDs** (must be original and valid/non-expired):

काडर् के साथ परीक्षा केंद्र पर िरपोटर् करता है, तो ई-आधार काडर् एक अच्छी गुणवत्ता वाला
रंगीन िप्रंट आउट होना चािहए िजसमें स्पष्ट रूप से िदखाई देने वाली तस्वीर हो। फोटोग्राफ में
िकंक, खरोंच और दाग नहीं होना चािहए, और िनिश्चत रूप से ई-आधार काडर् प्रस्तुत करने
वाले उम्मीदवार के साथ मेल खाना चािहए। इस संबंध में एनबीईएमएस का िनणर्य अंितम
होगा।” In case, any candidate reports to the test center with e-
Aadhaar Card with Aadhaar number printed on it as proof of
identity, the e-Aadhaar Card should be a good quality colour print
out with clearly visible photograph. The photograph should not
have kinks, scratches and stains, and should definitely match with
the candidate presenting the e-Aadhaar Card. Decision of NBEMS
in this regard shall be final”.

name as shown on the Admit Card. If name has changed due to marriage
etc, candidate must show the relevant document to substantiate claim for
change in name (Marriage Certificate/Divorcee Decree/ Legal Name
Change Document/ Gazette notification for name change).
6.15.वैध आईडी प्रमाण के िबना उम्मीदवारों को परीक्षा पिरसर में प्रवेश करने की अनुमित नहीं दी
जाएगी। Candidates without valid ID proof shall not be allowed to
enter the examination premises.
6.16.झूठे / जाली दस्तावेज / आईडी प्रूफ पेश करने वाले उम्मीदवारों के िखलाफ अनुिचत
साधनों का मामला दजर् िकया जाएगा। Unfair means case shall be registered
against the candidates producing false/forged documents/ID
Proofs.

following items beyond security check point in examination
premises under any circumstances:

device like Mobile Phone, Bluetooth, Earphones, Microphone,
Pager, wrist watch/Health Band, Calculator, Electronic Pen/

Brooch etc.

Any eatable item opened or packed, soft drinks, water bottle etc.
• कोई अन्य वस्तु िजसका उपयोग अनुिचत साधनों के िलए िकया जा सकता है, संचार
उपकरणों जैसे वायरलेस/ब्लूटूथ िडवाइस, स्पाई कैमरा आिद को िछपाने के िलए। Any
other item which could be used for unfair means, for hiding
communication devices like wireless/Bluetooth device, spy
camera etc.
6.18.उम्मीदवारों को अिनवायर् रूप से िनम्निलिखत वस्तुओं को अपने साथ परीक्षा केंद्र में ले जाना
होगा: Candidates will be compulsorily required to carry following
items with them to the examination lab:

6.19.केन्द्रों पर अभ्यिथर् यों की कोई वस्तु/वस्तु रखने की कोई व्यवस्था नहीं की जायेगी। यिद कोई
अभ्यथीर् सुरक्षा जांच स्थल के बाहर केंद्र के अंदर िकसी भी प्रितबंिधत वस्तु के कब्जे में पाया
जाता है, तो इसे अनुिचत साधनों के उपयोग के रूप में माना जाएगा और संबंिधत प्रावधानों
के अनुसार उम्मीदवार के िखलाफ कारर्वाई की जाएगी। िकसी भी किठनाई से बचने के िलए

उम्मीदवारों को सलाह दी जाती है िक वे अपने साथ िनिषद्ध वस्तुएँ परीक्षा केंद्र पर न लाएँ ।
No arrangement will be made at the centres for keeping any
articles/items belonging to the candidates. In case any candidate is
found in possession of any of the barred items inside the centre
beyond the security check point, it will be considered as use of
unfair means and action will be taken against the candidate in
accordance with the relevant provisions. To avoid any hardship
candidates are advised not to bring prohibited items along with
them at the test Centre.
6.20.परीक्षा केंद्र (सुरिक्षत क्षेत्र) पिरसर में प्रवेश पर िफ्रिस्कंग (एचएचएमडी) की जाएगी।
Frisking (HHMD) will be done at entry to test centre (secure zone)
premises.
6.21.एसडी-सीबीटी में परीक्षा स्थल पर परीक्षा के िलए पंजीकरण के समय उम्मीदवारों के िफंगर
बायोमेिट्रक्स को कैप्चर िकया जाएगा। इसके अलावा, परीक्षा के िदन पंजीकरण के समय,
प्रत्येक बायो-ब्रेक पर और परीक्षा के दौरान उम्मीदवारों की तस्वीर भी खींची जाएगी। परीक्षा
के िदन खींचे गए फोटोग्राफ और आवेदन में अपलोड िकए गए फोटोग्राफ के िखलाफ फेस
आईडी का सत्यापन िकया जाएगा। इसिलए, फेस आईडी सत्यापन प्रिक्रया में बेमेल से
बचने के िलए, िनधार्िरत छिव अपलोड िदशािनदेर्शों के अनुसार आवेदन में हाल की तस्वीर
अपलोड करना आवश्यक है। उम्मीदवारों से अनुरोध है िक वे प्रितरूपण के िकसी भी मामले
से बचने के िलए इस आवश्यक गितिविध में सहयोग करें। यह एक सुरक्षा िवशेषता है जो

जाएगी। Finger Biometrics of candidates shall be captured at the
time of registration for the test at test venue in SD-CBT. In
addition, Photograph of the candidates shall also be captured on
the exam day at the centre at the time of registration, at each bio-
break and during the exam. Face ID shall be verified against the
photograph(s) captured on the exam day and photograph(s)
uploaded in the application from. Therefore, it is essential to
upload a recent photograph in the application as per image
upload guidelines prescribed, in order to avoid mismatch in Face
ID verification process. Candidates are requested to cooperate with
NEET-MDS 2023 41
this essential activity to avoid any cases of impersonation. This is a
security feature which will ensure that only genuine candidate
appear for the exam. Any candidate not adhering to the
aforementioned security measures will not be allowed to take the
test. Manual Attendance with signature and manual thumb
impression shall also be done.
6.22.आईडी के सत्यापन और फोटो खींचने के बाद, उम्मीदवारों को सोशल िडस्टेंिसंग सुिनिश्चत

of ID and capture of photograph, candidates will be escorted to the
designated computer terminal at the test centre ensuring social
distancing and an Invigilator will assist the candidate for check-in
process of the test.
6.23.उम्मीदवारों को परीक्षा के आयोजन के दौरान हर समय अपना प्रवेश पत्र और फोटो पहचान
पत्र अपने साथ रखना आवश्यक है। Candidates are required to keep their
admit card and photo identification with them at all times during
the conduct of examination.
6.24.परीक्षा शुरू करने के िलए उम्मीदवारों को िनरीक्षक के िनदेर्शों को सुनना आवश्यक है।

जाएगा। At the time of online submission of application form, the
candidate will be required to choose the city in which he/she
wants to take the test. The choice of city will depend on availability
of the test centres in a particular city and the allotment shall be
done on first come first serve basis.
7.4. ऑनलाइन आवेदन पत्र जमा करने के दौरान, उम्मीदवार केवल उन शहरों को देख पाएं गे जहां

form, candidate will be able to see only those cities where testing
seats are available. While the city will be chosen by the candidate

done by NBEMS.
7.5. यdद राu/संघ राu :े4 म> परी:ा सीट उपल] नहi है, Hजसम> उhीदवार नीट-
एमडीएस म> उपvqत होना पसंद करता है, तो वह आवेदन प4 ऑनलाइन जमा करने के
दौरान राu/संघ राu :े4 के चयन के समय राu=/संघ राu :े4= कT सूची से
‘OTHERS’ JवकZ चुन सकता है। अन्य के िलए चयन करने वाले उम्मीदवार को यह
ध्यान रखना चािहए िक हालांिक एनबीईएमएस उम्मीदवार के पत्राचार पते के राज्य में एक
परीक्षा केंद्र आवंिटत करने के िलए सभी प्रयास करेगा, हालांिक, संबंिधत राज्य में रसद,

for OTHERS must note that though NBEMS will make all efforts to
allot a testing centre in the State of correspondence address of the
candidate, however, in case of unavailability of testing seat in the
concerned State due to logistic, administrative or other reasons,
testing centre anywhere in India may be allocated. Candidates
opting for OTHERS option shall be informed about their testing
city through email.
7.6. यिद राज्य/संघ राज्य क्षेत्र में परीक्षा सीट उपलब्ध नहीं है, िजसमें उम्मीदवार नीट-एमडीएस

particular city chosen by the candidates could not be considered
for conduct of examination due to security audit issues at test
centres or other logistic issues, candidates who would have opted
for such test cities shall be accommodated at test centres in nearby
cities available. Such change of test cities, if any, shall be intimated
through email in advance to concerned candidates. Please be
apprised that it is not binding on NBEMS to allocate a test centre in
the test city chosen by the candidate.

8.1. नया उपयोगकताO पंजीकरण: नीट-एमडीएस 2023 के िलए आवेदन करने के इच्छु क सभी
उम्मीदवारों को यूजर आईडी और पासवडर् बनाने के िलए खुद का एक ऑनलाइन प्रोफाइल
बनाना होगा। New User Registration: All candidates desirous of
applying for NEET-MDS 2023 shall be required to create an online
profile of themselves to generate a UserID and Password.
8.2. आवेदक लॉJगन: इस प्रकार बनाया गया यह यूजर आईडी और पासवडर् उम्मीदवार को नीट-
एमडीएस 2023 के िलए एक आवेदक के रूप में लॉिगन करने और एक ऑनलाइन आवेदन

िकया जा सकता है। If the Login password is lost, it can be retrieved by

Govt issued ID proof bearing same name at the test centre on the
test day to seek entry. It is strongly advised not to submit an
application with an error in the candidate’s name as it shall not be
allowed to be edited after application submission. If the user has
entered his/her name wrongly while registering the user, please
create another user with correct name.

उपयोग िकसी अन्य उपयोगकतार् के पंजीकरण के िलए समवतीर् रूप से नहीं िकया जा सकता
है। कृपया ध्यान दें िक उम्मीदवार के साथ सभी ईमेल पत्राचार इस ईमेल आईडी पर ही िकए

Please note that all email correspondence with the candidate shall be
done at this email ID only. Email chosen by the candidate shall be the
primary means to communicate with the candidate for examination
purposes. Information related to examinations shall be sent at this
email ID. Candidates shall also be able to communicate with NBEMS
through this registered email only. Correspondence received from any
other email ID of the candidate shall not be entertained. Therefore,
candidates are advised to choose the email ID carefully.

8.11.उम्मीदवार अपनी यूजर आईडी और पासवडर् का उपयोग करके लॉिगन कर सकता है। The
candidate can login using his/her User ID and Password.
8.12.आवेदन जमा करने की प्रिक्रया या तो एक ही बैठक में या कई बैठकों में, उम्मीदवार की

पसंद के अनुसार, आवेदन जमा करने की िवंडो के दौरान पूरी की जा सकती है। हालांिक,
एक बार आवेदन सफलतापूवर्क पूरा और जमा हो जाने के बाद, यह केवल "संपादन िवंडो"

submission process can be completed either in a single sitting or in
multiple sittings, as per the candidate's choice, during the
application submission window. However, once an application is
successfully completed & submitted, it shall be available for
editing certain field only during the “edit window”.
8.13.उम्मीदवारों को सलाह दी जाती है िक वे अपना ऑनलाइन आवेदन जल्दबाजी में पूरा न करें

application in a haste so as to avoid any errors in providing

information. Request for making any changes in date of birth,
name or any other information provided in the application shall be
summarily rejected. NBEMS does not edit/modify/change any
information provided by the candidates in their applications of its
own. Candidates has the option to make corrections in any
information except name, nationality, test city, mobile number and
email ID during the edit window.

uploading photograph, signatures and thumb impression. Images
which are not as per prescribed specification shall not be

considered and may lead to rejection of the application. Please
ensure that uploaded photograph is a RECENT photograph and in
any case should have not been taken more than 3 months before
the date of application submission. Uploading a photograph which
is not a recent one or which is not as per prescribed image upload
guidelines as detailed in this information bulletin and/or failure to
rectify the same in the final edit window shall invite rejection of
the application.

8.17.परीक्षा शहर के चयन के बाद, उम्मीदवार को िनधार्िरत परीक्षा शुल्क का ऑनलाइन भुगतान
करना होगा। शुल्क का भुगतान ऑनलाइन आवेदन पत्र में उपलब्ध भुगतान गेटवे के अलावा
िकसी अन्य माध्यम से नहीं िकया जा सकता है। After selection of test city, the
candidate shall be required to pay the prescribed examination fee
online. The fee can not be paid through any mode other than the
payment gateway available in online application form.
8.18.यिद आवश्यक हो तो िकसी भी सुधार करने के िलए उम्मीदवारों को जमा करने से पहले पूरे
आवेदन का पूवार्वलोकन करने के िलए प्रेिरत िकया जाएगा। उन्हें "घोषणा" से सहमत होने
के बाद आवेदन जमा करना होगा। यह आवेदन जमा करने की पूरी प्रिक्रया को पूरा करेगा।
Candidates shall be prompted to preview the entire application
before submission in order to make any corrections, if so required.
They shall be required to submit the application after agreeing to
the “declaration”. This shall complete the entire process of
application submission.

8.19.आवेदन जमा करने कT पावती: उम्मीदवार द्वारा आवेदन जमा करने की पुिष्ट करने के िलए
पंजीकृत ईमेल आईडी पर एक पावती ईमेल भेजा जाएगा। परीक्षा शुल्क के सफल भुगतान
के बाद ही आवेदन जमा करना पूरा माना जाएगा। उम्मीदवार को आवेदन पत्र पीडीएफ में
भुगतान की िस्थित की पुिष्ट करनी चािहए जहां 'एस' का अथर् "सफल" और "एफ" का अथर्
"िवफल" होगा। Acknowledgement of Application Submission: An
acknowledgement email shall be sent to the registered email ID
confirming submission of an application by the candidate.
Submission of application shall be completed only after successful
payment of examination fee. Candidate should confirm the status
of payment in the application form PDF where ’S’ would stand for
“Successful” and “F” would stand for “Failed”.
8.20.संपादन JवKडो: िजन उम्मीदवारों ने आवेदन जमा करने के दौरान सफलतापूवक

र् अपना आवेदन
भुगतान जमा िकया है, उन्हें 2 फरवरी 2023 से 5 फरवरी 2023 के दौरान अपने आवेदनों को
संपािदत करने की अनुमित दी जाएगी। संपादन िवंडो के दौरान कोई नया आवेदन पंजीकृत
नहीं िकया जा सकता है नािह कोई भुगतान िकया जा सकता है । हालांिक, उम्मीदवार श्रेणी
और/या पीडब्ल्यूडी िस्थित में पिरवतर्न के मामले में आवश्यक शेष शुल्क, यिद कोई हो, का
भुगतान संपादन िवंडो के दौरान िकया जा सकता है। नाम, परीक्षा शहर, राष्ट्रीयता, मोबाइल
नम्बर और ईमेल आईडी को छोड़कर संपादन िवंडो के दौरान िकसी भी जानकारी/दस्तावेज को

Window: Candidates who have successfully submitted payment for
their application during Application Submission window shall only
be allowed to edit their applications during 2nd February 2023 to
5th February 2023. No new application can be registered during edit
window or payment can be made during the window. However, the
balance fee required, if any, in case of change in candidate category
and/or PwD status can be paid during the edit window. Any
information/document can be changed/corrected during the edit
window except for Name, Test City, Nationality, mobile number and
Email ID. Information can be edited any number of times before the
closure of the window. The last submitted information will be saved
in records.

Information entered in the application form can be changed during
the “Edit Window”. However, following fields in the application
form shall remain non-editable:

8.23.एक बार संपादन िवंडो समाप्त हो जाने के बाद, आवेदन पत्र में प्रदान की गई जानकारी में कोई
संपादन की अनुमित नहीं होगी। No editing in information provided shall be
permissible in the application form, once edit window is over.
8.24.एनबीईएमएस िकसी भी दाियत्व को अस्वीकार करता है जो ऑनलाइन आवेदन पत्र जमा करने
के दौरान उम्मीदवार द्वारा प्रदान की गई गलत जानकारी के कारण उत्पन्न हो सकता है।
NBEMS disclaims any liability that may arise due to incorrect
information provided by the candidate during online application
form submission.

8.25.संपादन िवंडो बंद होने के बाद, आवेदन पत्र में कमी, यिद कोई हो, संबंिधत उम्मीदवारों को
सूिचत िकया जाएगा: Subsequent to closure of edit window, deficiency,
if any related to images uploaded, in the application form shall be
communicated to concerned candidates:
8.25.1.अंJतम संपादन JवKडो: अपलोड की गई छिवयों में सुधार (यानी फोटोग्राफ, हस्ताक्षर
और अंगठ
ू े का िनशान), यिद आवश्यक हो, तो केवल संबिं धत उम्मीदवारों के पंजीकृत
ईमेल आईडी पर ईमेल के माध्यम से सूिचत िकया जाएगा और इसे अंितम संपादन िवंडो
यानी 10 फरवरी 2023 से 13 फरवरी 2023 के दौरान ठीक िकया जा सकता है। इस
अंितम संपादन िवंडो के दौरान केवल वे िचत्र िजनमें सुधार की आवश्यकता है, संपादन
योग्य होंगे। सुधार करने के िलए आगे कोई अवसर नहीं िदया जाएगा। उम्मीदवारों को
सलाह दी जाती है िक वे िनधार्िरत छिव अपलोड िदशािनदेर्शों के अनुसार अपने आवेदन
में छिवयों को प्रस्तुत करें। dदशाdनदeश= के अनुसार छJवय= को 7aुत करने म>
Jवफलता और/या छJवय= को सुधारने म> Jवफलता पर आवेदन को अfीकार कर
dदया जाएगा।Final Edit Window: The corrections in images
uploaded (i.e. Photographs, Signatures and Thumb impression),
if required, shall be communicated through emails at registered
email ID of concerned candidates only. and same can be
corrected during the final edit window i.e. 10th February 2023
to 13th February 2023. Only those images which require
corrections shall be editable during this final edit window. No
further opportunity shall be given to make corrections.
Candidates are advised to submit the images in their
application as per prescribed image upload guidelines. Failure
to submit images as per guidelines and/or failure to rectify the
images shall invite rejection of the application.
8.26.यिद कोई उम्मीदवार संपादन िवंडो के दौरान अपनी श्रेणी या पीडब्ल्यूडी िस्थित को अपडेट
करता है, िजसके िलए उसे एनबीईएमएस को परीक्षा शुल्क में अंतर का कोई भुगतान करने की
आवश्यकता होती है, तो परीक्षा शुल्क के अंतर को संपादन िवंडो के दौरान ही ऑनलाइन जमा
करना होगा। If a candidate updates his/her category or PWD status
during the edit window which requires him/her to make any
payment of the difference in Examination Fee to NBEMS, that

difference of examination fee needs to be deposited online during
the edit window itself.
8.27.एनबीईएमएस िकसी भी पिरिस्थित में ऑनलाइन आवेदन पत्र जमा करने के समय

िकया जाएगा। NBEMS does not edit /modify/alter any information
entered by the candidates at the time of online submission of
application form under any circumstances. Any requests for
change in category, Date of Birth, PWD status etc by NBEMS shall
not be entertained. Candidates are advised to carefully enter the
information in the application form. The Category/PwD status
filled by the candidates while applying for NEET-MDS 2023 will not
be changed by Medical Counseling Committee (MCC) of DGHS,
Govt of India at the time of counseling. The details of the candidates
will be pre-populated in Counseling Registration Form as provided
by them while filling up the NBEMS Application form for NEET-
MDS 2023. Any representation in this regard will not be entertained
by MCC.
8.28.उम्मीदवार जो अपेिक्षत दस्तावेजों के साथ िविधवत भरे हुए आवेदन जमा करने में िवफल
रहते हैं और / या सुधार के िलए िनधार्िरत अंितम ितिथ तक अपने आवेदनों में किमयों को
सुधारने में िवफल रहते हैं, उन्हें अपात्र घोिषत िकया जाएगा। अपात्र घोिषत िकए गए
उम्मीदवारों को प्रवेश पत्र जारी नहीं िकया जाएगा। ऐसे में पूरी फीस जब्त कर ली जाएगी।
Candidates who fail to submit duly completed applications with
requisite documents and/or fail to rectify the deficiencies in their
applications by the last date prescribed for rectification shall be

declared ineligible. Admit Card shall not be issued to candidates
who are declared ineligible. In such cases, the entire fees will be
forfeited.
Summary of Steps in Online Application Form Submission
8.29.ऑनलाइन आवेदन पत्र भरते समय िनम्निलिखत क्रम का पालन िकया जाएगा: The
following sequence shall be observed while filing the online
application form:

• Fill the user registration form to generate User ID/Application ID and
Password.
• User ID and Password will be sent through SMS and Email.
• Complete the application form and upload your Photograph, Scanned
signature, Thumb impression & Prescribed documents.
• Choose your Test City and pay Examination Fee
• Agree to the declaration and Submit Application
• Take a print out of the filled Application form with Transaction ID
printed on it and payment status mentioned as “S” (Successful) for

9.2. उम्मीदवारों को एतद्दव् ारा सलाह दी जाती है िक वे धोखेबाज एजेंटों / दलालों द्वारा िकसी
भी तरह से िकसी भी उम्मीदवार की मदद करने के झूठे और फजीर् दावों के िलए ऐसे नकली
ईमेल / एसएमएस या जाली दस्तावेजों द्वारा बहकाए या गुमराह न हों। Candidates
are hereby advised not to be allured or mislead by unscrupulous
agents /touts making false and bogus claims of helping any
candidate in any means by such spoofed emails/SMS or forged

9.3. एनबीईएमएस द्वारा आयोिजत िकसी भी परीक्षा में अच्छे अंक / योग्यता की िस्थित हािसल
करने के संबंध में एनबीईएमएस उम्मीदवारों को कोई ईमेल या एसएमएस नहीं भेजता है।
NBEMS does not send any email or SMS to candidates regarding
securing good marks/merit position in any of the exams
conducted by NBEMS.
9.4. एनबीईएमएस के नाम से कोई ईमेल या एसएमएस प्राप्त करते समय सावधान रहें, कृपया
संबंिधत ईमेल/एनबीईएमएस वेबसाइट अपडेट के साथ एनबीईएमएस के नाम पर
एसएमएस के माध्यम से प्राप्त जानकारी को क्रॉस सत्यािपत करें। Be aware when
getting any email or SMS in the name of NBEMS, please cross
verify information received through SMS in name of NBEMS with
a corresponding Email/NBEMS Website update.
9.5. उम्मीदवारों को एनबीईएमएस के साथ संचार के िलए ईमेल आईडी/संपकर् नंबरों का

उपयोग करने की भी सलाह दी जाती है जो एनबीईएमएस वेबसाइटों पर समय-समय पर
उपलब्ध कराए जाते हैं। Candidates are also advised to use the email
IDs/contact numbers for communication with NBEMS which are

9.6. यिद िकसी बेईमान एजेंट / दलाल द्वारा िकसी भी नकली ईमेल / एसएमएस या टेलीफोन
कॉल या जाली दस्तावेजों के माध्यम से िकसी भी तरह के अनुिचत पक्ष का वादा करने वाले
उम्मीदवारों से संपकर् िकया जाता है या व्यिक्तगत रूप से इसकी सूचना एनबीईएमएस को
NBEMS वेबसाइट पर “हमसे संपकर् करें” टैब के तहत उपलब्ध संचार वेब पोटर्ल के

candidates are approached by any unscrupulous agents/touts
promising any such undue favour through any spoofed emails/
SMS or telephone call or forged documents or personally the same
may be reported to NBEMS through its Communication Web
Portal available under Contact us tab on NBEMS website or to the
local police for further investigation.

B.गैर 7कटीकरण समझौता Non Disclosure Agreement
9.7. नीट-एमडीएस एक स्वािमत्व परीक्षा है और केवल एनबीईएमएस द्वारा आयोिजत की जाती

है। इस परीक्षा की सामग्री गोपनीय, स्वािमत्व वाली है और एनबीईएमएस के स्वािमत्व में
है। एनबीईएमएस स्पष्ट रूप से उम्मीदवार को इस परीक्षा की िकसी भी या कुछ सामग्री को
िकसी भी रूप में या िकसी भी रूप में मौिखक या िलिखत, इलेक्ट्रॉिनक या यांित्रक िकसी भी
उद्देश्य के िलए पुन: प्रस्तुत करने, प्रसािरत करने या प्रकािशत करने से रोकता है।
एनबीईएमएस उत्तर कुंजी / उत्तर पुिस्तकाओं सिहत परीक्षा की िकसी भी सामग्री को साझा
करने के िकसी भी अनुरोध पर िवचार नहीं करेगा। NEET-MDS is a proprietary
examination and is conducted only by NBEMS. The contents of
this exam are confidential, proprietary and are owned by NBEMS.
NBEMS explicitly prohibits the candidate, from reproducing,
transmitting or publishing any or some contents of this exam, in
whole or in part, in any form or by any means verbal or written,
electronic or mechanical for any purpose whatsoever. NBEMS
shall not entertain any request for sharing any content of the
examination including answer keys/answer sheets.
9.8. ऑनलाइन माध्यमों या सोशल मीिडया के माध्यम से साझा करने सिहत इस परीक्षा की कोई
भी सामग्री दोस्तों, पिरिचतों या तीसरे पक्ष के साथ साझा नहीं की जानी चािहए। सोशल
मीिडया में एसएमएस, व्हाट्सएप, फेसबुक, िट्वटर, हैंगआउट, ब्लॉग आिद का अपना खाता
या प्रॉक्सी खाता (खातों) का उपयोग करना शािमल है। No content of this exam
must be shared with friends, acquaintances or third parties
including sharing through online means or via social media. Social
media includes but not limited to SMS, Whatsapp, Facebook,
Twitter, Hangouts, Blogs etc. using either one’s own account or
proxy account(s).
9.9. नीट-एमडीएस के िलए पंजीकरण और/या उपिस्थत होकर उम्मीदवार स्पष्ट रूप से उपरोक्त
गैर प्रकटीकरण समझौते और एफ़एमजीई के िलए उपयोग की सामान्य शतोर्ं से सहमत हैं

and /or appearing in NEET-MDS the candidate explicitly agrees to

9.10.िकसी भी अिधिनयम का उल्लंघन दंडात्मक कारर्वाई और उम्मीदवारी को रद्द करने के िलए

उत्तरदायी होगा। Violation of any act or breach of the same shall be
liable for penal action and cancellation of the candidature.
C. अनुUचत साधन/Unfair Means

यिद प्रिशक्षण/परीक्षा के दौरान, कोई उम्मीदवार िनम्निलिखत में से िकसी एक में भी िलप्त
पाया जाता है, तो उसे अनुिचत साधनों का उपयोग करने वाला माना जाएगा। If during
the course of training/examination, a candidate is found indulging
in any of the following, he/she shall be deemed to have used unfair
means.
9.11.यिद यह पाया जाता है िक िकसी उम्मीदवार ने परीक्षा/काउन्सिलंग/प्रिशक्षण में प्रवेश के

िलए अपने आवेदन पत्र में गलत बयान िदया है या झूठा बयान या झूठा/जाली दस्तावेज
पेश करके एनबीईएमएस के िकसी भी परीक्षा/पाठ्यक्रम में प्रवेश पाने का प्रयास िकया है
या सुरिक्षत करने का प्रयास िकया है। If a candidate is found to have made a
wrong statement in his/her application form for appearance in the
examinations /counseling /admission to the training or has
attempted to secure or has secured admission to any of the
examinations/courses of NBEMS by making a false statement or
by production of a false/forged document .
9.12.यिद िकसी भी स्तर पर िकसी उम्मीदवार ने प्रमाण पत्र या अंकों के िववरण या िकसी सरकारी
या गैर-सरकारी िनकाय द्वारा जारी िकसी प्रमाण पत्र या एनबीईएमएस द्वारा उसे जारी िकए
गए िकसी अन्य दस्तावेज में िकसी भी प्रिविष्ट के साथ छे ड़छाड़ की है। If at any stage a
candidate has tampered with any entry in the certificate or
statement of marks or any certificate issued by any governmental
or non-governmental body or any other document that has been
issued to him/ her by NBEMS.
9.13.इं टरनेट के साथ या िबना, मोबाइल फोन सिहत िकसी भी प्रकार के इलेक्ट्रॉिनक गैजेट्स का
उपयोग/कब्जा (चाहे गैजेट्स वास्तव में उपयोग िकए गए हों या नहीं)। Use/

possession of any kind of electronic gadgets including mobile
phones with or without internet (whether the gadgets are actually
used or not).
9.14.एक उम्मीदवार को अपने कपड़ों, शरीर, डेस्क या टेबल या उपकरण जैसे सेटस्क्वेयर,
प्रोट्रैक्टर, स्केल आिद के िकसी भी िहस्से पर िलखे गए नोटों की नकल करते हुए पाया जाता
है या जो िकसी नोट को िछपाने, िवकृत करने, पढ़ने योग्य बनाने, िनगलने या नष्ट करने का
दोषी पाया जाता है या उसके पास पाए गए कागज या सामग्री या उत्तर पुिस्तका या प्रश्न
पत्र का हल के साथ आदान-प्रदान करते हुए या िकसी व्यिक्त से बात करते हुए या परीक्षा
हॉल के बाहर, शौचालय या शौचालय में जाते समय नोट्स या पुस्तकों पर परामशर् करते हुए
पाया गया। A candidate found copying from notes written on any
part of his/her clothing, body, desk or table or instrument like
setsquares, protractors, scales etc. or who is found guilty of
concealing, disfiguring, rendering illegible, swallowing or
destroying any notes or papers or material found with him/her or
found exchanging answer book or question paper with solution or
talking to a person or consulting notes or books outside the
Examination Hall, while going to the toilet or in the toilet.
9.15.िकसी भी प्रकार की प्रत्यक्ष या अप्रत्यक्ष रूप से सहायता देना या प्राप्त करना या ऐसा करने
का प्रयास करना। Giving or receiving assistance directly or indirectly of
any kind or attempting to do so.
9.16.परीक्षा पत्र से संबंिधत, िवषय से संबंिधत िकसी भी नोटबुक या नोट्स या िचट या िकसी
अन्य अनिधकृत सामग्री के कब्जे में होना। Having in possession of any note-
book(s) or notes or chits or any other unauthorized material
concerning the subject pertaining to the examination paper.
9.17.परीक्षा अधीक्षक/प्रभारी कम्प्यूटर प्रयोगशाला की अनुमित के िबना सीट/प्रणाली में

पिरवतर्न। Change of seat/system without the permission of
Examination Superintendent/ In charge Computer Laboratory.
9.18.परीक्षा केंद्र/कम्प्यूटर प्रयोगशाला में परीक्षा के समय परीक्षा स्टाफ के अलावा िकसी अन्य
व्यिक्त से संपकर् करना या संवाद करना या ऐसा करने का प्रयास करना। Contacting or

communicating or trying to do so with any person, other than the
Examination Staff, during the examination time in the examination
center/ Computer Laboratory.
9.19.परीक्षा हॉल/कंप्यूटर प्रयोगशाला से शौचालय या िकसी अन्य स्थान पर जाते समय नोट्स,
िकताबें या कोई अन्य सामग्री या बाहरी व्यिक्त से परामशर् करना। Consulting notes,
books or any other material or outside person while going out of
the examination hall/Computer Laboratory to toilet or to any
other place.
9.20.प्रितरूपण। Impersonation.
9.21.परीक्षा केंद्र में प्रवेश लेने के िलए फोटो पहचान में जालसाजी/इस उद्देश्य के िलए झूठे
दस्तावेज प्रस्तुत करना। Forgery in photo identification produced to seek
entry in the test centre/producing false documents for the
purpose.
9.22.परीक्षा के संबंध में िकसी अन्य अवांछनीय तरीके या साधन का उपयोग करना या प्रयोग
करने का प्रयास करना। Using or attempting to use any other undesirable
method or means in connection with the examination.
9.23.उसके पास पाए गए िकसी नोट या कागज या सामग्री को लेकर भागना या िनगलना या नष्ट
करना। Running away or swallowing or destroying any note or
paper or material found with him/her.
9.24.परीक्षा संचालन से जुड़े िकसी अिधकारी को धमकाना या िकसी भी अभ्यथीर् को धमकाना।

Threatening any of the officials connected with the conduct of the
examinations or threatening of any of the candidates.
9.25.दूसरे उम्मीदवार के कंप्यूटर मॉिनटर स्क्रीन में झांकना। Peeping into the computer
monitor screen of the other candidate.

9.26.अपनी पहचान का खुलासा करना या उस उद्देश्य के िलए उत्तर पुिस्तका में िविशष्ट अंक
बनाना या परीक्षा हॉल छोड़ने से पहले अपनी उत्तर पुिस्तका/िनरंतरता पत्र देने में िवफल
होना। Disclosing his/her identity or making distinctive mark in the
answer book for that purpose or fails to deliver his/her answer
book/continuation sheet before leaving the examination hall.
9.27.एनबीईएमएस या उसके प्रौद्योिगकी भागीदारों या उनकी सूचना प्रौद्योिगकी प्रणािलयों की

वेबसाइट को हैक करना या हैक करने का प्रयास या हस्तक्षेप करना। Hacking or
attempting to hack or causing interference with the website of
NBEMS or its Technology Partner(s) or their Information
Technology systems.
9.28.एनबीईएमएस या प्रौद्योिगकी भागीदार (ओं) या कंप्यूटर प्रयोगशाला की सूचना प्रौद्योिगकी

प्रणािलयों के साथ छे ड़छाड़। Tampering with Information Technology
systems of NBEMS or Technology Partner(s) or Computer
Laboratory.
9.29.कंप्यूटर प्रयोगशाला के कंप्यूटर िसस्टम को नुकसान पहुंचाना। Damaging the

computer systems of computer Laboratory.
9.30.उम्मीदवार ने व्यिक्तगत रूप से या िकसी अन्य व्यिक्त के माध्यम से िकसी परीक्षक, या

एनबीईएमएस या उसके प्रौद्योिगकी भागीदार की परीक्षाओं से जुड़े िकसी अिधकारी या
अिधकारी को परीक्षाओं से संबंिधत िकसी भी मामले में एनबीईएमएस या प्रौद्योिगकी
भागीदार या उनके कायार्लय में अथवा संबंिधत िनवास (ओं) में प्रभािवत करने या दबाव
डालने का प्रयास िकया है।,। Candidate found to have attempted or trying
to attempt personally or through another person to influence or
pressurize an examiner, or any officer or official connected with the
examinations of the NBEMS or its technology partner, either at
NBEMS or at the office of technology partner or their respective
residence(s), in any matter concerned with the examinations.
9.31.ऊपर बताए अनुसार एनडीए का उल्लंघन करने वाले िकसी भी उम्मीदवार को यूएमसी माना
जाएगा। Any candidate violating the NDA as detailed above will be
treated as UMC.

9.32.यिद िकसी भी स्तर पर यह पाया जाता है िक उम्मीदवार परीक्षा के एक ही सत्र में कई बार
उपिस्थत हुए हैं या अलग-अलग नामों से एनबीईएमएस की एक ही या अलग-अलग परीक्षा
में उपिस्थत हुए हैं, तो ऐसे उम्मीदवार के िखलाफ अनुिचत साधन का मामला दजर् िकया
जाएगा और तदनुसार कारर्वाई की जाएगी। If at any stage if it is found that the
candidate has appeared multiple times in the same session of
examination or has appeared in same or different examination of
NBEMS with different names, unfair means case shall be registered
against such candidate and dealt accordingly.
9.33.उम्मीदवार/िकसी भी व्यिक्त का कोई भी कायर् जो परीक्षा के सुरिक्षत और सुचारू संचालन

के िलए हािनकारक है और इस संबंध में ईईसी का िनणर्य अंितम होगा। Any act of
candidate/any person which is detrimental to safe, secure and
smooth conduct of examination and the decision of EEC in this
regard shall be final.
9.34.परीक्षाथीर् परीक्षा कक्ष में परीक्षा के घंटों के दौरान िकसी अन्य उम्मीदवार से बात करते /
झाँकते हुए पाए जाते हैं। Candidate is found talking/peeping to another
candidate during the examination hours in the examination room.
9.35.एक उम्मीदवार जो परीक्षा केंद्र / कंप्यूटर लैब के अधीक्षक का पालन करने से इनकार करता
है और िकसी अन्य उम्मीदवार के साथ अपनी सीट बदलता है और / या परीक्षा के दौरान
िकसी भी प्रकार की गड़बड़ी करता है और / या अन्यथा परीक्षा हॉल में दुव्यर्वहार करता है।
A candidate who refuses to obey the Superintendent of
Examination center/Computer Lab and changes his/her seat with
another candidate and/or creates disturbance of any kind during
the examination and/or otherwise misbehaves in the examination
hall.
9.36.िकसी भी उम्मीदवार को उपरोक्त में से िकसी एक या अिधक अनुिचत साधनों / कदाचार

को अपनाने का दोषी पाया जाता है, परीक्षा आचार सिमित द्वारा दंड के साथ दंिडत िकया
जा सकता है, जो परीक्षा को रद्द करने / अगले 14 प्रयासों से या 7 वषोर्ं तक िनष्कासन हो
सकता है और / या उम्मीदवारी को रद्द करना जैसा िक परीक्षा आचार सिमित द्वारा प्रत्येक
मामले पर िवचार करने के बाद िनणर्य िलया जा सकता है। Any candidate found

guilty of having adopted anyone or more of the above Unfair
means/misconduct is liable to be penalized with a penalty by the
Examination Ethics Committee, which may vary from cancellation
of the examination/ expulsion up to next 14 attempts or 7 yrs and/
or cancellation of candidature as may be decided by Examinations
Ethics Committee after considering each case.
9.37.अfीकरण: उपरोक्त सूची िवशुद्ध रूप से सांकेितक है। यिद परीक्षा की पिवत्रता को भंग
करने के िलए उम्मीदवार द्वारा उम्मीदवार/इरादे को िजम्मेदार ठहराया गया चूक या कमीशन
का कोई भी कायर्, एनबीईएमएस का िनणर्य अंितम होगा और िकसी भी व्यिक्त/उम्मीदवार
को पूवर्गामी या इस तरह के अपराध के िलए दोषी घोिषत करने के िलए बाध्यकारी होगा
जैसा िक वगीर्कृत िकया जाएगा। Disclaimer: The above list is purely

examination, the decision of NBEMS shall be final and binding for

10.1.योता मानदंड/ QUALIFYING CRITERIA:
डीजीएचएस या राज्य परामशर् प्रािधकरण द्वारा आयोिजत एमडीएस सीटों के आवंटन के िलए
काउं सिलंग में भाग लेने के िलए पात्रता मानदंड, एमडीएस पाठ्यक्रम िविनयम, 2017 के
अनुसार डीसीआई द्वारा एमओएचएफ़डबल्यू, भारत सरकार के पूवर् अनुमोदन के साथ
अिधसूिचत होगा । The eligibility criteria for participation in counseling
towards allotment of MDS seats conducted by DGHS or State
Counseling Authority shall be in accordance with MDS Course
Regulations, 2017 notified by DCI with prior approval of MoHFW,

the basis of the above mentioned percentile are less than three times
the number of vacancies, the cut-off percentile will be automatically
lowered in such a manner that the number of eligible candidates
shall be minimum three times the number of seats in each
respective category.

10.3.उम्मीदवार अपने लॉिगन क्रेडेंिशयल का उपयोग करके एनबीईएमएस वेबसाइट से अपना

स्कोर काडर् डाउनलोड कर सकते हैं। Candidates can download their score
card from NBEMS website using their login credentials.
10.4.उम्मीदवारों द्वारा िचिह्नत उत्तरों का कोई पुनमूर्ल्यांकन या पुन: जांच या पुन: योग नहीं होगा।
पुनमूर्ल्यांकन/पुन: योग के अनुरोध/प्रश्नों पर िवचार नहीं िकया जाएगा। There shall
be NO re-evaluation or rechecking or re-totaling of responses
marked by the candidates. Requests/Queries for re-evaluation/re-
totaling shall not be entertained.
10.5.नीट-एमडीएस 2023 पWरणाम कT वैधता/ VALIDITY OF NEET-MDS 2023

RESULT
10.5.1.नीट-एमडीएस 2023 के पिरणाम की वैधता केवल प्रवेश सत्र 2023-24 के िलए

होगी। The validity of the result of NEET-MDS 2023 shall be only
for the admission session 2023-24.
10.6.टाई ेकर मानदंड: दो या दो से अिधक उम्मीदवारों के समान अंक प्राप्त करने की िस्थित में,
अवरोही क्रम में िनम्निलिखत टाई ब्रेकर मानदंड का उपयोग करके योग्यता िस्थित िनधार्िरत
की जाएगी TIE BREAKER CRITERIA: In the event of two or more
candidates obtaining same score, the merit position shall be
determined using following tie breaker criteria in descending
order:
A. समग्र पेपर (भाग ए और बी) में गलत प्रितिक्रयाओं की कम संख्या वाले

उम्मीदवार को बेहतर योग्यता िस्थित में रखा जाएगा। Candidate having
lesser number of incorrect responses in the overall paper
(Part A & B) will be placed at better merit position.

िस्थित में रखा जाएगा। Candidate obtaining higher score in Part

C. प्रश्न पत्र के भाग बी में गलत उत्तरों की संख्या कम होने वाले उम्मीदवार को बेहतर
योग्यता िस्थित में रखा जाएगा। Candidate having lesser number of
incorrect responses in Part B of the question paper will be
placed at better merit position.
D. उम्मीदवार िजसकी आयु ज़्यादा है को बेहतर योग्यता वाले स्थान पर रखा जाएगा।
Older candidate will be placed at better merit position.

50% कोटा परामशर् के िलए पात्र हैं और यह केवल अिखल भारतीय 50% कोटा

This is the overall merit position of the candidate amongst all
the candidates who have appeared in the NEET-MDS 2023 and

MDS 2023 amongst the candidates of the same category who are

All India 50% quota MDS Courses.
10.8.अखल भारतीय 50% कोटा सीट= के Hलए पWरणाम/RESULT FOR ALL

INDIA 50% QUOTA SEATS:
10.8.1.2023-24 प्रवेश सत्र के िलए अिखल भारतीय 50% कोटा परामशर् में भाग लेने के
िलए केवल वही उम्मीदवार पात्र होंगे जो अिखल भारतीय 50% कोटा सीटों के िलए
नािमत परामशर् प्रािधकरण द्वारा प्रदान की गई पात्रता मानदंडों को पूरा करते हैं। Only
those candidates will be eligible to participate in the All India
50% quota counseling for 2023-24 admission session who fulfill
the eligibility criteria provided by the designated counseling
authority for All India 50% Quota seats.
10.8.2.एतद्दव् ारा यह स्पष्ट िकया जाता है िक एक उम्मीदवार पैरा 10.1 में उिल्लिखत मानदंडों
के अनुसार नीट-एमडीएस 2023 उत्तीणर् कर सकता है, लेिकन नािमत परामशर् प्रािधकरण
द्वारा प्रदान की गई पात्रता मानदंड के आधार पर अिखल भारतीय 50% कोटा सीटों के
िलए काउं सिलंग के िलए योग्य उम्मीदवारों की सूची में नहीं हो सकता है। हालांिक,
ऐसा उम्मीदवार लागू िनयमों, योग्यता मानदंडों, लागू िदशािनदेर्शों और राज्य आरक्षण
नीितयों के अनुसार राज्य कोटा सीटों के िलए परामशर् के िलए योग्य है। It is hereby
clarified that a candidate may qualify NEET-MDS 2023 as per
criteria mentioned in para 10.1 but may not be in the list of
candidates eligible for counseling for All India 50% quota seats
based on eligibility criteria provided by designated counseling
authority. Such a candidate is however eligible to be considered
for counseling for State quota seats in accordance with
applicable regulations, qualifying criteria, applicable guidelines
and state reservation policies.

10.8.3.नीट-एमडीएस 2023 में 50 पसेर्ंटायल से कम (एससी/एसटी/ओबीसी के मामले में
40 पसेर्ंटायल से कम, एससी/एसटी/ओबीसी के पीडब्ल्यूडी और यूआर पीडब्ल्यूडी
उम्मीदवारों के मामले में 45 पसेर्ंटायल से कम) हािसल करने वाले उम्मीदवारों पर
एमडीएस पाठ्यक्रमों में प्रवेश के िलए िवचार नहीं िकया जाएगा और ऐसे उम्मीदवारों
को योग्यता िस्थित या रैंक भी नहीं दी जाएगी। Candidates securing less than
50th percentile (40th in case of SC/ST/OBC, including PWD of
SC/ST/OBC and 45th in case of UR PWD candidates) in NEET-
MDS 2023 will not be considered for admission to MDS courses
and no merit position or rank shall be given to such candidates.
10.8.4.एक शैक्षिणक वषर् के िलए स्नातकोत्तर डेंटल कोसर् में प्रवेश के िलए पात्र होने के
िलए, िवकलांग व्यिक्तयों के अिधकार अिधिनयम, 2016 के तहत िनिदर् ष्ट बेंचमाकर् वाले
िवकलांग व्यिक्त के िलए सामान्य श्रेणी के िलए राष्ट्रीय पात्रता-सह-प्रवेश परीक्षा (नीट-
एमडीएस) में न्यूनतम 45 पसेर्ंटायल अंक प्राप्त करना आवश्यक होगा और एससी/
एसटी/ओबीसी के िलए 40वां पसेर्ंटाइल। In order to be eligible for
admission to Postgraduate Dental Course for an academic year,
it shall be necessary for a person with benchmark disabilities as
specified under the Rights of Persons with Disabilities Act, 2016,
to score the minimum marks of 45th percentile for General
Category and 40th percentile for SC/ST/OBC in the National
Eligibility-cum-Entrance Test (NEET-MDS).
10.8.5.पीडLूडी 7माण प4 जारी करने के Hलए क>p: 50% अिखल भारतीय कोटा /
केंद्रीय िवश्विवद्यालयों में िचिकत्सा पाठ्यक्रमों में 5% पीडब्ल्यूडी आरक्षण का दावा
करने के िलए पीडब्ल्यूडी प्रमाण पत्र जारी करने के िलए 16 केंद्रों की पहचान की गई है।
इन केंद्रों के िववरण के िलए इस बुलेिटन का अनुलग्नक देखें। Centres for
issuing PWD certificates: 16 Centres have been identified for
issuing PwD certificate to claim for 5% PwD reservation in
medical courses in 50% All India Quota/ Central Universities.
Refer Annexure to this bulletin for details of these centres.
10.9.राu कोटा सीट= के Hलए पWरणाम/ RESULT FOR STATE QUOTA SEATS

10.9.1.एक राज्य में सभी दंत िचिकत्सा संस्थानों में राज्य कोटे की सीटें और राज्य सरकार द्वारा
स्थािपत संस्थानों में सीटें, राज्य / केंद्र शािसत प्रदेश िवधानमंडल के एक अिधिनयम
द्वारा स्थािपत िवश्विवद्यालयों, नगर िनकाय ट्रस्ट, सोसायटी, कंपनी या अल्पसंख्यक
संस्थानों को नीट-एमडीएस की मेिरट सूची का उपयोग करके भरा जाएगा।। कोई भी
राज्य सरकार/िनजी मेिडकल कॉलेज/िवश्विवद्यालय अपने स्तर पर कोई प्रवेश परीक्षा
आयोिजत नहीं करेगा। State quota seats in all Dental Institutions in a
State and seats in institutions established by State Govt.,
Universities established by an Act of State/Union Territory
Legislature, Municipal Bodies Trust, Society, Company or
Minority Institutions shall be filled by utilizing the merit list of
NEET-MDS. No State government/private medical college/
universities shall be conducting any entrance exam at their own
level.
10.9.2.एनबीईएमएस संबंिधत राज्यों के पात्रता मानदंड, आरक्षण मानदंड आिद को लागू

िकए िबना, डीजीएचएस, भारत सरकार के माध्यम से राज्य सरकार / परामशर्
प्रािधकरण को नीट-एमडीएस 2023 में केवल उम्मीदवारों का डेटा और उनके अंक प्रदान
करेगा। राज्य कोटा रैंक, राज्य श्रेणी रैंक, इन-सिवर् स उम्मीदवारों के िलए लाभ, ग्रामीण
पोिस्टंग (यिद लागू हो) आिद का िनधार्रण/सृजन संबंिधत राज्यों/संघ राज्य क्षेत्रों/
संबंिधत प्रािधकारी की नािमत एजेंसी/प्रािधकरण द्वारा लागू िविनयमों, पात्रता मानदंड,
िदशािनदेर्श और लागू आरक्षण नीितयों के अनुसार िकया जाएगा। NBEMS shall
be providing only the data of candidates and their marks in
NEET-MDS 2023 to the State Government/Counseling
Authority, through DGHS, GoI, without applying eligibility
criteria, reservation criteria etc of the concerned states. State
quota rank, state category rank, benefit for In-service
candidates, rural posting (if applicable) etc shall be
determined/ generated by the designated agency/authority of
the concerned States/UTs/concerned authority as per
applicable Regulations, eligibility criteria, guidelines and
applicable reservation policies.
10.9.3.एनबीईएमएस िकसी भी राज्य कोटे की सीटों / िनजी डेंटल कॉलेज / िवश्विवद्यालयों

के िलए मेिरट सूची तैयार नहीं करेगा। NBEMS shall not be preparing the

Universities.
10.9.4.अलग-अलग राज्यों में अलग-अलग पात्रता मानदंड और आरक्षण नीितयां हैं। राज्य
सरकार/परामशर् प्रािधकािरयों से अनुरोध है िक वे संबंिधत राज्य में सीटों का चयन करने
के िलए उम्मीदवारों की पात्रता िनधार्िरत करने के िलए अपनी आवश्यकताओं के अनुरूप
उनकी पात्रता मानदंड, आरक्षण नीितयों, सेवारत उम्मीदवारों को लाभ, ग्रामीण / किठन
क्षेत्र में पोिस्टंग प्राप्त करने वाले उम्मीदवारों को लाभ के आधार पर अपने स्वयं के
आवेदन पत्र तैयार करें। Different states have different eligibility
criteria and reservation policies. State Government /
Counseling authorities are requested to create their own
application forms customized to their requirements to
determine the eligibility of the candidates for opting for seats in
the concerned state based on their eligibility criteria, reservation
policies, benefit to in-service candidates, benefit to candidates
who have undergone rural / difficult area postings..
10.9.5.एनबीईएमएस ऑनलाइन आवेदन पत्र जमा करने के दौरान उम्मीदवारों द्वारा प्रदान की
गई जानकारी का सत्यापन नहीं करता है और इसिलए उम्मीदवारी िवशुद्ध रूप से अनंितम
होगी बशतेर् िक नीट-एमडीएस 2023 के िलए सूचना बुलेिटन में उिल्लिखत पात्रता
मानदंड और संबंिधत राज्य/िवश्विवद्यालयों/संस्थानों के मानदंडों को पूरा िकया जाए।
NBEMS does not verify the information provided by the
candidates during online submission of application form and
hence candidature will be purely provisional subject to
fulfilment of eligibility criteria as mentioned in the Information
Bulletin for NEET-MDS 2023 & criteria of State/Universities/
Institutions concerned.
10.9.6.उम्मीदवारों को संबंिधत राज्य सरकार/केंद्र शािसत प्रदेशों से सत्यािपत करना होगा

िक क्या उन्हें राज्य कोटा पोस्ट ग्रेजुएट सीटों/संस्थान पूल में प्रवेश के िलए लागू
िविनयमन और/या अिधवास मानदंड, राज्य/स्नातक संस्थान, आरक्षण नीित आिद के
आधार पर प्रवेश के िलए िवचार िकया जाएगा। NEET-MDS 2023 में उत्तीणर् होने
से कोई उम्मीदवार राज्य कोटा सीटों / िनजी िवश्विवद्यालयों और संस्थानों में प्रवेश के
िलए योग्य और/या पात्र नहीं हो जाता है। Candidates must verify from the
NEET-MDS 2023 74
respective State Government/UTs if at all they will be
considered for admission to State Quota Post Graduate seats/
Institute Pool based on applicable Regulation and/or domicile
criteria, State/Institute of Graduation, reservation policy etc.
Merely appearing/passing in NEET-MDS 2023 does not make a
candidate qualified and/or eligible for State Quota Seats/
admission to Private Universities & Institutes.

11. परामशO और आर:ण/ Counseling And
Reservation
11.1. पीजी डेंटल सीटों का आरक्षण भारत सरकार और संबंिधत राज्य सरकारों के मानदंडों के अनुसार
लागू हो सकता है। Reservation of PG Dental seats shall be as per the
norms of the Government of India and respective State Governments
as may be applicable.
11.2. (i) एमएचए अिधसूचना िदनांक 4 माचर् 2021 के अनुसार ओसीआई/पीआईओ को िवदेशी
माना जाएगा और वे केवल एनआरआई सीटों के िलए पात्र होंगे और अिखल भारतीय कोटा,
राज्य कोटा, डीम्ड िवश्विवद्यालयों और िनजी मेिडकल कॉलेजों की पेड मैनेजमेंट सीटों जैसी
भारतीय राष्ट्रीय सीटों के िलए पात्र नहीं होंगे। As Per MHA notification dated 4th
March 2021, OCI/PIO will be treated as foreigners and only eligible
for NRI seats and will NOT be eligible for Indian National seats like
All India Quota, State Quota, Paid Management seats of Deemed
universities and Private dental colleges.
(ii) एनआरआई उम्मीदवार अपनी योग्यता के अनुसार एनआरआई सीटों और भारतीय राष्ट्रीय
सीटों दोनों के िलए पात्र होंगे।NRI Candidates will be eligible for both NRI
Seats and Indian National seats as per their merit.
(iii) इसके अलावा, एनआरआई, ओसीआई, पीआईओ होने का दावा करने वाले उम्मीदवार
एससी/एसटी/ओबीसी/ईडब्ल्यूएस के तहत आरक्षण के िलए पात्र नहीं होंगे और उन्हें केवल
अनारिक्षत माना जाएगा। Further, candidates claiming to be NRI, OCI, PIO
will not be eligible for reservation under SC/ST/OBC/EWS and will
be treated as Unreserved only.
11.3. केवल ओबीसी - एनसीएल (नॉन क्रीमी लेयर), ओबीसी की केंद्रीय सूची के अनुसार, अिखल
भारतीय 50% कोटा सीटों की काउं सिलंग सिहत डीजीएचएस के एमसीसी द्वारा आयोिजत की
जाने वाली काउं सिलंग में ओबीसी आरक्षण का दावा करने के पात्र हैं। नीट-एमडीएस के िलए
सभी आवेदकों को तदनुसार सलाह दी जाती है िक वे आवेदन पत्र में ओबीसी के रूप में अपनी
श्रेणी का तभी भरें जब उनकी जाित ओबीसी की केंद्रीय सूची से संबंिधत हो और वे नॉन क्रीमी
लेयर के अंतगर्त आते हों। OBC - NCL (Non Creamy Layer) as per Central
list of OBC are only eligible to claim OBC reservation in the
NEET-MDS 2023 76
counseling to be conducted by MCC of DGHS including all India 50%
quota seats counseling. All applicants for NEET-MDS are accordingly
advised to indicate their category as OBC in the application form
only if their caste belongs to the Central list of OBCs and they fall
under non creamy layer.
11.4. नीट-एमडीएस 2023 के िलए नािमत परामशर् प्रािधकरण यानी एमसीसी द्वारा काउं सिलंग
प्रिक्रया और लागू आरक्षण का िववरण देने वाली एक अलग हैंडबुक जारी की जाएगी। A
separate handbook informing details of the counseling process and
applicable reservation shall be released by the designated counseling
authority i.e MCC for NEET-MDS 2023.
11.5. नीट-एमडीएस परामशर् के िलए नािमत परामशर् प्रािधकरण डीजीएचएस, भारत सरकार की
िचिकत्सा परामशर् सिमित (एमसीसी) है। उम्मीदवार हेल्पलाइन नंबर (केवल परामशर् संबंधी

THE ARMY DENTAL CORPS: As per Govt. of India policy on the
subject, all the desirous candidates have to appear for NEET-MDS.
This includes BDS as well as MDS candidates. NEET-MDS marks
shall be used for short-listing of candidates for interview and
further selection process will be conducted by the DGAFMS/Army
Dental Corps.
12.4.यिद उम्मीदवार सशस्त्र सेना िचिकत्सा सेवाओं के संस्थान/अस्पताल में स्नातकोत्तर

पाठ्यक्रम लेने का इच्छु क है, तो नीट-एमडीएस 2023 के िलए ऑनलाइन आवेदन पत्र जमा
करने के समय, उम्मीदवारों को "हां" िवकल्प का चयन करना होगा, इस प्रश्न के उत्तर में,
"क्या आप सशस्त्र बल िचिकत्सा सेवाओं के संस्थान / अस्पताल में स्नातकोत्तर पाठ्यक्रम
लेने के इच्छु क हैं"। इसके बाद, उन्हें पैरा 12.2 में उिल्लिखत अपनी श्रेणी का उल्लेख करना
होगा। In case the candidate is willing to take up post graduate courses
in institution/hospital of Armed Forces Medical Services, at the time of
online submission of application form for NEET-MDS 2023, the
candidates will have to select the option “YES” to “Are you willing
to take up post graduate courses in institution/hospital of Armed Forces
Medical Services”. Thereafter, they will have to indicate their
category as mentioned in Para 12.2

12.6.एएफएमएस प्रिशक्षण संस्थानों में डेंटल पीजी पाठ्यक्रम प्राथिमकता- I और प्राथिमकता-

II उम्मीदवारों के िलए आरिक्षत हैं। हालांिक, सीटों की एएफ़एमएस आवश्यकता को
प्राथिमकता- I और प्राथिमकता- II उम्मीदवारों से पूरा करने के बाद खाली रहने वाली कोई
भी सीट (शेष सीटें), प्राथिमकता III, IV और V उम्मीदवारों से इस क्रम में भरी जाएगी। इन
सीटों के िलए काउं सिलंग डीजीएचएस द्वारा डीजीएएफएमएस/एडी कोर के माध्यम से की
जाएगी। यह भी संभावना है िक कुछ प्राथिमकता वाली श्रेिणयों के िलए कोई सीट उपलब्ध
नहीं हो सकती है, यिद उन्हें प्राथिमकता और योग्यता में उच्च उम्मीदवारों को आवंिटत िकया
गया है। The Dental PG Courses at AFMS training Institutes are
reserved for Priority-I & Priority-II candidates. However, any seat
remaining vacant after fulfilling the AFMS requirement of seats to
Priority-I & Priority-II candidates (balance of seats), shall be taken
up for Priority III, IV & V candidates in that order. The counseling
for these seats will be by DGHS through DGAFMS/AD Corps. It is
also likely that no seat may be available for some of the prioritized
categories, if the same have been allotted to candidates higher in
priority and merit.

SSC AD Corps Officers released from service after completion of
contractual service and within three years after their release from
service and SSC AD Corps Officers in their last year of contractual
service are also eligible to apply for this category such that:

12.9.िजन अिधकािरयों ने अपने कमीशन से इस्तीफा दे िदया है / बखार्स्त / सेवा से हटा िदया
गया है / अपनी संिवदा सेवा पूरी नहीं की है, वे इस श्रेणी के तहत पात्र नहीं हैं। ऐसे
अिधकारी प्राथिमकता-V उम्मीदवारों के रूप में भी पात्र नहीं हैं। Officers who have
resigned their commission/dismissed/removed from service/ not
completed their contractual service are NOT eligible under this

candidates.
12.10.मेिरट सूची: सशस्त्र बलों के संस्थानों में प्रवेश के िलए दंत िचिकत्सा सेवा महािनदेशालय
को 'एएफएमएस संस्थानों में पीजी' और 'सेना डेंटल कोर में शॉटर् सिवर् स कमीशन का
अनुदान' श्रेिणयों की एक अलग मेिरट सूची प्रदान की जाएगी। MERIT LIST: A
separate merit list of categories ‘PG in AFMS Institutions’ and
‘Grant of Short Service Commission in Army Dental Corps’ shall
be provided to the Directorate General of Dental services for
admission to Armed Forces institutions.

RESERVATION:
12.11.1.नीट-एमडीएस 2023 के िलए नािमत परामशर् प्रािधकरण द्वारा काउं सिलंग प्रिक्रया
और लागू आरक्षण का िववरण देने वाली एक अलग हैंडबुक जारी की जाएगी। A
separate handbook informing details of the counseling process
and applicable reservation shall be released by the designated
counseling authority for NEET-MDS 2023.
12.11.2.नािमत परामशर् प्रािधकरण यानी मेिडकल काउं सिलंग कमेटी (MCC) एएफ़एमएस
काउं सिलंग का केवल पंजीकरण वाला िहस्सा करेगी, आगे की मेिरट के आधार पर सीटों
का आवंटन और शारीिरक परीक्षण डीजीएएफ़एमएस द्वारा आयोिजत िकया जाएगा।

Note: Kindly go through the guidelines carefully.
Images uploaded in the application form which are
not in accordance with the guidelines or failure to
rectify the images in the edit window/final edit
window shall invite rejection of application.
Before applying online, a candidate will be required to have a scanned (digital)
image of his/her photograph, signature and thumb impression as per the
specifications given below. Your online application will not be registered unless
you upload your photograph, signature and thumb impression as specified.
A. PHOTOGRAPH
Processes for photo upload:
The candidate shall be required to upload TWO photographs:
1. A REAL TIME PHOTOGRAPH taken by the webcam/in-built camera of the

computer system while filling the online application form:
a. Confirm that the system used to fill the form has an in-built camera/webcam.
b. Be properly dressed in a formal attire.

d. There should be bright light falling on your face but not on the webcam.
e. No objects should be behind you while capturing the photograph through

in frontal view with a neutral, non-smiling expression and with eyes open and
directed at the camera.
g. The image must not contain any parts of the body below the entrant's

h. Click on “Capture Photo” button in the application form.
9. Upload a RECENT PHOTOGRAPH (Not more than 3 months old) which

can be prepared in following way:
CLICKING YOUR RECENT PHOTO USING DIGITAL CAMERA:

photograph which is not a recent one shall invite rejection

a. Preference to be given to upload a photograph taken in a photo-studio in last

3 months to avoid any likely error in photograph. If you decide to take the
photograph at home, please follow the instructions mentioned below.
b. Be properly dressed in a formal attire.
c. Click colour photograph in bright light using any high resolution digital
device (preferably with > 5-megapixel resolution). Avoid using flash as it
tends to create a shadow on the white background. Images which are taken in
with improper light shall be rejected.
d. Avoid selfie; ask someone else to take the picture for you. They might also
help to direct you a bit, like telling you to straight your head or tuck your hair
behind your ears. Selfies shall be rejected.
e. Do not wear spectacles (to avoid reflection in the glass), cap, goggles,
stethoscope around neck, makeup, ornaments while getting the photo shot.

g. No object should be in the background. The image must not include other

Images having any object in the background shall be rejected.

i. The image must not contain any parts of the body below the entrant's
shoulders. Images having parts of body below the shoulder shall be rejected.
Checklist for editing & uploading the digital photograph:
a. Transfer the photograph from the digital device to a computer/laptop.

b. Photograph is in colour with white background.
c. Your face is clearly visible.
d. The size of image should be less than 80kb. Size of the image can be checked
by right click on the image and then go to “Properties” link. (Maintain aspect
ratio, i.e. height and width ratio to avoid distortion of image)
e. Image is in .jpg/.jpeg format.
f. Image is not blurred in the process of editing.
g. Digital enhancement or other alterations or retouching are not permitted.
h. Make sure your face takes up at least 70-80% of the frame.
B. SIGNATURE
Digital image of your Signature can be made in two ways:

a. Draw a box of size 1.5 cm (height) x 3.5 cm (width). Use a black or dark
blue ink pen to sign within this box.
b. Click the signature within the box in bright light conditions using any
digital device (preferably with > 5-megapixel resolution). Avoid using
flash.
c. Check the shadow of your hands/camera/smartphone etc. does not fall
on the sheet.

a. Transfer the digital image to a computer/laptop.
b. If required, use auto-correct feature of image editing software so that
the signature is clear against a white background.
c. Crop the image such that borders of box are reached.
d. Resize the image to 20 – 100 Kb (maintain aspect ratio, i.e. height and
width ratio to avoid distortion of image)
II. SCANNING THE SIGNATURE:
a. The candidate should provide his/her complete signatures and not just
initials.
b. The signatures should be done by the candidates only as it may be
checked any time frequently.
c. Signature done on the blank white page without lines only will be
accepted
d. Take the white sheet and mark the box size of 3.5 x 1.5 cm (width x
height)
e. Sign inside the box with blue/black pen.
f. If the Candidate’s signature on the answer script, at the time of the
examination, does not match the signature on the Attendance Sheet, the
candidate will be disqualified.
g. Set the scanner to 200 dpi
h. The scanned image should be saved in .jpeg/.jpg format.
i. Crop only box area and not the complete white page.
